SCOPE OF WORK
Asbestos Abatement and Cleaning of Structural Steel and Related Surfaces, Building 101
AFRL/RI Rome, New York
1.0 INTRODUCTION
1.1 Project Objectives
This Scope of Work (SOW) defines requirements for asbestos abatement and cleaning of structural steel and related surfaces at Building 101 located at AFRL/RI, Rome, NY.
1.2 Contracts
The SOW shall be performed under one (1) Prime Contract as follows:
a. Contract 1, Asbestos Abatement, Structural Steel Cleaning and Related Work
2.0 DESCRIPTION OF SERVICES
2.1 Task 1 – Asbestos Abatement at Building 101
The Contractor shall remove and properly dispose of all asbestos containing pipe insulation as specified herein. Once abatement has been completed, piping shall be reinsulated as specified herein. All work will be conducted in accordance with all applicable regulations and shall be done as directed by AFRL/RI and/or AFRL/RI’s designated representative(s).
Piping will be reinsulated consistent with the current extent of insulation and currently active piping systems. Reinsulation of piping will be completed after the conclusion of all Task 2 activities.
2.2 Task 2 – Cleaning of Structural Steel and Related Surfaces at Building 101
The Contractor shall clean all steel and related surfaces as specified herein throughout Building 101.
Structural steel and dust-laden surfaces located eight (8) feet above the building floor elevation(s) will be cleaned to remove RCRA metals as specified herein. The floor area (and floor mounted equipment) within the Paint Corrosion Control Shop mezzanine will be cleaned of RCRA metals and PCB contamination in accordance with the plans and specification provided.
Cleaning will include gross cleaning with High Efficiency Particulate Air (HEPA) vacuums to remove dust particulates followed by wet wiping with a cleaning solution to ensure that residual dust is removed from all surfaces identified in the specifications and associated documents.

A final wiping with distilled water will be completed before confirmatory sampling is conducted by AFRL/RI’s representative. Work will be considered complete in each work area upon receipt of favorable confirmatory sampling results. An area shall be deemed as “clean as practicable” as defined in Section 2.3.7 below.
The Contractor shall containerize all waste generated by the cleaning operation in labeled 55-gallon drums and/or open roll-offs. The Contractor shall add to the label the date on which the waste container was filled. At the conclusion of the project or as appropriate, waste drums shall be consolidated in the B101 hangar for waste characterization and disposal in coordination with AFRL/RI.
The Contractor will collect breathing air samples from at least two (2) of the personnel conducting removal activities to ensure that adequate respiratory protection is being used. Samples shall be collected over an 8-hour period and compared to the NIOSH time weighted average (TWA) for worker exposure. Samples shall be submitted for analysis using NIOSH method N7300 for four (4) RCRA Metals including barium, cadmium, chromium, and lead and Occupational Health and Safety Administration (OSHA) Method ID-215 for chromium (hexavalent) [Cr(VI)]. As initial sample results are obtained, some constituents may be removed from that list if not identified in background samples. If additional sampling is required under OSHA or other applicable regulations, the Contractor shall be responsible for all required sampling and analysis.
At the completion of work, the Contractor shall prepare a completion report to include a description of removal activities, sample locations and sample results.
2.3 Project Management
2.3.1 Project Manager
The Contractor shall assign a principal or key employee to serve as the Contractor's Project Manager (PM). The Contractor's PM shall oversee the coordination and execution of the entire project and shall be capable of administering all instructions from the Owner/Owner’s Representative and obtaining answers to all questions related to the project during the course of the contract.
The Contractor shall have approval, in writing, from the Owner if a new/temporary project supervisor needs to be appointed once the project has commenced.
2.3.2 Project Team
The Contractor shall assemble a team composed of personnel experienced in appropriate disciplines to accomplish the specified work. A brief resume of key members of the project team, both Contractor and subcontractor personnel, shall be furnished in the work plan specified below.
The Contractor shall also submit an organizational chart displaying key personnel involved in the effort and their respective labor categories as specified in this delivery order. The Contractor shall immediately notify AFRL/RI of any changes in critical Contractor personnel. The Contractor shall obtain AFRL/RI approval of any proposed changes in project personnel along with the steps taken/proposed to ensure there are no impacts to the schedule or costs associated with individual tasks. The Contractor shall identify to AFRL/RI all subcontractors to be used pursuant to this contract, prior to signing any contract or initiating any work.

The Contractor shall provide subcontractor qualifications to AFRL/RI prior to subcontractor utilization.
2.3.3 Coordination and Points of Contact
During the execution of work under this contract Task Order, the Contractor shall keep in close liaison with AFRL/RI. The project points of contact (POCs) will be:

2.3.4 Work Plan
The Contractor will prepare a work plan to specify the means and methods planned for use in completion of the work required for completion of this project. The work plan shall include, but not be limited to:
• Project Schedule
• Equipment
• Sequencing of Abatement, Cleaning and Reinsulating
• Insulation products to be used and thicknesses (based on pipe service information provided by the Owner)
• Personnel
• Personnel Certifications and Training
• Licenses and Insurance
• Site Specific Health and Safety Plan
• Personal Air Monitoring Plan in accordance to applicable OSHA regulations
The work plan must be reviewed and approved by AFRL/RI prior to initiation of work on-Site.

2.3.5 Review of Progress and Technical Adequacy
At appropriate times, representatives of AFRL/RI may review the progress and technical adequacy of the work. Such review will not relieve the Contractor from performing all contract requirements.
2.3.6 Project Documentation
All material and information gathered and/or developed in the performance of the tasks listed in the contract shall be the property of the U.S. Government. Data gathered during the period of performance of this project shall not be used or distributed by the Contractor without specific written Government permission.
At the completion of the project, the Contractor shall provide AFRL/RI with a complete set of project documentation including all correspondence, memorandums, trip reports, confirmation notices, test results, submittals, photographs, and any other documents generated as a result of the project.
2.3.7 Performance Metrics
• The Owner shall collect clearance samples within 1-2 hours of the completion of removal activities in an area. Samples shall be collected using a wipe of a representative surface in each area, ensuring that removal activities were adequately performed. Samples shall be submitted for analysis using appropriate methods by the Owner’s Representative.
Samples shall be collected on a grid system at the discretion of the Owner.
• An area shall be deemed as “clean as practicable” when clearance samples analysis as indicates a concentration of less than:
a. 0.45 µg/100 cm2 for chromium (hexavalent) and mercury
b. 4.3 µg/100 cm2 for lead
c. 9.0 µg/100 cm2 for PCBs
d. 5.0 mg/m3 for respirable dust
• While work is in-progress, air sampling for respirable dust will be conducted within and in occupied areas adjacent to the active dust cleanup work areas. If concentrations are observed to exceed 5.0 mg/m3, work will be suspended until corrective measures are implemented to prevent dust generation and/or release.

2.3.8 Submittal and Document Schedule

1.0 N/A – THIS SECTION IS SPECIFIC TO EACH PROJECT
2.0 WORKING HOURS
The regular hours of work at the Information Directorate are 06:00 to 18:00 hours, Monday through Friday, excluding Federal holidays. Work outside of these “Regular hours” requires permission from the Owner or Owner’s Representative.The Government may restrict access to work sites to these hours and days. The Contractor shall consider all other hours as non- regular time and use the appropriate unit prices for tasks performed during those hours. In the technical/cost proposal submitted for each delivery order, the contractor shall clearly identify those items of work scheduled for accomplishment during non-standard time and include justification for the request. The Contractor shall notify the Contracting Officer (CO) at least 48 hours in advance of any work performed during non-regular hours that requires inspection during accomplishment or that prevents inspection of previous work after accomplishment.
2.1. Legal Holidays:

3.0 SECURITY REQUIREMENTS
3.1. The work to be done on this project is located in and around areas that are under the scrutiny of the Department of Defense Police assigned to the AFRL/RI Information Directorate. To gain access to the area(s) to examine the work to be done for job estimation purposes, arrangements must be made through the Contracting Office. Contractor personnel will be escorted into the area(s) for the purpose of project estimation.
3.2. When it has been determined which Contractor will accomplish the project, a Request for Visit
Authorization Form (RRS Form 31) from the company, will be necessary prior to initial work commencement. The form needs to be signed by the Company President or Director of Human Resources. The form will also be used as the Entry Authority List. The Contractor will supply the form to Security (AFRL/RIOF) as instructed on the form.

This information will be used to do a Local Files Check. This check will provide Drivers License Info, Wants & Warrants and Protection Orders and will also provide information on Illegal Immigration and suspected terrorist affiliations. The Local Files Check will also be accomplished prior to work commencing. If the individual is not a US Citizen they will not be allowed within the complex or facilities. There will be no foreign national workers allowed on the Information Directore site. For work at DFAS (adjacent to RI), an additional Form SF 85 must be submitted for each contractor working in the facility.
Additional information regarding access to Air Force facilities and Government information technology networks:
(a) Contractor employees requiring access to U.S. Air Force bases, AFRL facilities, and/or access to U.S. Government Information Technology (IT) networks in connection with the work on this contract/order must be U.S. citizens. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenseuhip. This requirement does not apply to foreign nationals approved by the U.S. Department of Defense or U.S. State Department under international personnel exchange agreements with foreign governments. Any waivers to this requirement must be granted in writing by the Contracting Officer prior to providing access. The above requirements are in addition to any other contract requirements related to obtaining a Common Access Card (CAC).
(b) If an IT network/system does not require AFRL to endorse a Contractor’s application to said network/system in order to gain access, the organization operating the IT network/system is responsible for controlling access to its system. If an IT network/system requires a U.S.
Government sponsor to endorse the application in order to gain access to the IT network/system, AFRL will only endorse the following types of applications, consistent with the requirements above: (1) Contractor employees who are U.S. citizens performing work under this contract/order; or (2) Contractor employees who are non-U.S. citizens and who have been granted a waiver. Any additional access restrictions established by the IT network/system Owner apply.
3.3 Provide the Company’s phone number and a Project Leader or Supervisor/Foremen cell-phone number is necessary for the Law Enforcement Desk Sergeant.
3.4 All facilities are entered using a magnetic media entry badge. Any personnel such as
Supervisor/Foreman or Project Leader who may need building access for meetings etc. during the contract period can acquire a Local Contractor Entry Badge through the Division/Branch with oversight of the work. This will be accomplished with the RRS Form 110 (Unescorted Visitor Badge). The Security Visitation Office is located in the lobby of Bldg 3, West Wing. This badge will be worn at all times within the facility. These badges will be returned to the Contracting Officer’s Representative (COR) upon completion of the final inspection and Acceptance of Work. Any badges lost during the period of work will be reported to Security as soon as possible.
3.5 Access to the Information Directorate complex is controlled by a Main Gate on Brooks Rd, located just west of the Otis & Brooks intersection. Identification for the Contractor to enter with a vehicle will be an access list supported by the electronic badge issued.

All commercial vehicles entering the gate will be searched. One-time deliveries can be escorted from the gate to delivery point by project personnel.
3.6 All commercial vehicles are searched prior to entry into the Information Directorate complex.
Vehicle operators will be aware of the vehicle search pull-off area prior to approaching the Main Gate. A search of the vehicle will be conducted prior to its entry. All vehicles not needed for delivery of equipment or tools will be parked in the visitor parking area unless cleared through Security. There are no vehicles allowed within 25 meters (80 ft) of the Information Directorate facilities.
3.7 All personnel should be aware that the Information Directorate site is property of the United
States Air Force. All personnel will follow all posted signage.
3.8 Contractor personnel will be notified by Information Directorate Police of any emergencies which would require an evacuation or work stoppage, such as an increase in the Force Protection Condition.
3.9 Building/Room Keys: If the Contractor needs access to area(s) that are locked (i.e. mechanical rooms, janitor’s closet, etc.), a request for entry of at least 2 working days prior to the need for access will be submitted to AFRL/RIOC construction representative. The area(s) will be provided on a daily basis. The area(s) will be locked down at the end of the day’s work.
3.10 Dumpsters: Per UFC 04-010-02, all construction dumpsters shall be located no less than 25 meters
(80 feet) from any facility, unless otherwise approved by Information Directorate Security. All dumpster locations will be reviewed and evaluated on a case by case basis.
3.11 The 24 hour Desk Sgt can be reached at 315-330-2961.
3.12 Photographs or slides of AFRL/RI facilities will not be taken without prior approval by
AFRL/RIAFB, base security and other approving officials. All photographic products will be the property of the government. The Contractor shall take photographs to document work and to be used by AFRL/RI.
4.0 SAFETY
The Contractor is responsible for compliance with all Federal, Air Force, and State safety and health regulations and is subject to Air Force safety, OSHA inspections, and conformance to this SOW, Safety, Fire Protection and Health while working at the Information Directorate site.

General Requirements, except where more stringent requirements are shown or specified.

6.0 ADDITIONAL REQUIREMENTS
6.1 Health, Safety, and Emergency Response
6.1.1 General
The Contractor shall be responsible for protecting the lives and health of employees and other persons on the work site at all times; preventing damage to property, materials, supplies, and equipment; avoiding work interruptions and complying with Occupational Safety and Health Administration (OSHA) regulations. A protected egress path needs to be maintained at all times and there needs to be two (2) exits at all times.
The Contractor shall perform all operations in a prudent, conscientious, safe, and professional manner and conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work. The Contractor shall provide AFRL/RI copies of any OSHA report(s), regarding a project site, submitted during the duration of the delivery order.

The Contractor shall report promptly (within 1 hour) by telephone, facsimile or other direct means to AFRL/RI all available facts relating to each instance of damage to Government property or injury to either Contractor or Government personnel. In the event of an accident/mishap, the Contractor shall take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, preserve evidence until released by the accident/mishap investigative authority through the CO, and immediately report the incident to the Fire Department at 911. If the government elects to conduct an investigation of the accident/mishap, the Contractor shall cooperate fully and assist government personnel in the conduct of the investigation until the investigation is completed.
The Contractor agrees their personnel and equipment are subject to safety inspections by government personnel while on federal property.
6.1.2 Accident Prevention Plan and Site Safety and Health Plan
The Contractor shall be fully responsible for the administration of health and safety requirements for the project. The Contractor shall include these documents in the work plan specified above in accordance with all local, state, and federal regulations.
6.1.2.1 Scaffolding and Ladders
The Contractor shall provide all electric/hydraulic lifts, scaffolding and/or staging as necessary to accomplish the Work of this Contract Material is located from 10-80 ft. A.F.F. Scaffolding may be of suspension type or standing type such as metal tube and coupler, tubular welded frame, pole or outrigger type or cantilever type. The type, erection, and use of all scaffolding and ladders shall comply with all applicable OSHA construction industry standards including OSHA 29 CFR 1926 Safety and Health Regulations for Construction Subpart L- Scaffolds, and M- Fall Protection.
6.1.3 Regulatory Requirements
All site investigation activities and health and safety documents shall comply with and reflect the following regulations and appropriate guidance publications, at a minimum:
A. Federal Acquisition Regulation, FAR Clause 52.236-13: Accident Prevention.
B. NIOSH/OSHA/USCG/EPA, “Occupational Safety and Health Guidance Manual for
Hazardous Waste Site Activities,” October 1985.
C. Other applicable federal, state, and local safety and health requirements.
D. TLVs - Threshold Limit Values and Biological Exposure Indices (current edition), ACGIH (American Conference of Governmental Industrial Hygienists).

E. Occupational Safety and Health Administration (OSHA) Construction Industry Standards, 29 CFR 1910, in general, and specifically Sections .20 and .21 (Health and Safety Plan); Section .120 (Hazardous Waste Operations and Emergency Response); Section .134 (Respiratory Protection); and Section .1200 (Hazard Communication Standard).
F. New York State Department of Enviromental Conservation (NYSDEC) 6 New York Codes, Rules, and Regulations (6 NYCRR), including, but not limited to:
1. Part 360 Solid Waste Management Facilities;

6.1.4 Health Risks
The Contractor shall immediately report to AFRL/RI, verbally by telephone or e-mail, any issues or incidents which may indicate potential imminent risk to contracted, federal, or local personnel; the public at large; or the environment. Following the verbal or e-mail notification, a written notice with supporting documentation, to include photographic documentation whenever appropriate, shall be prepared and delivered within three (3) working days to AFRL/RI.
7.0 OPERATIONAL REQUIREMENTS
7.1 Permits and Compliance
A. The Contractor shall assume full responsibility and liability for compliance with all applicable Federal, State, and local laws, rules, and regulations pertaining to Work practices, protection of Workers, authorized visitors to the site, persons, and property adjacent to the Work.
B. Perform asbestos related Work in accordance with New York State Industrial Code Rule 56, 40 CFR 61, and 29 CFR 1926, as specified herein.
C. The Contractor must maintain current licenses pursuant to New York State Department of
Labor and Department of Environmental Conservation for all Work related to this Project, including the removal, handling, transport, and disposal of asbestos containing materials.
D. The Contractor must have and submit proof upon request that any persons employed by the
Contractor to engage in or supervise Work on any asbestos Project have a valid NYS asbestos handling certificate pursuant to Industrial Code Rule 56.
E. The Contractor shall comply fully with any variances secured from regulatory agencies.
Should the Contractor choose to apply for any variance, approval of the Owner’s Representative is first required.

F. It is the sole responsibility of the Contractor to determine what, if any, patents are applicable to the Project. The Contractor shall pay all royalties and/or license fees. The Contractor shall defend all suits or claims for infringement of any patent rights and save the Owner, Architect, Engineer, Owner’s Representative, and Construction Manager harmless from loss, including attorney's fees, on account thereof.
G. Failure to adhere to the Project Documents shall constitute a breach of the Contract and the
Owner shall have the right to and may terminate the Contract provided, however, the failure of the Owner to so terminate shall not relieve the Contractor from future compliance.
7.2 Work-Site Coordination
The Contractor shall coordinate work site activities to ensure the protection of human health and the environment; the prevention of damage to property, utilities, materials, supplies, and equipment; and the avoidance of work interruptions. Any damages to existing structures and/or finishes that are not required to be disturbed by this project will be repaired, at no additional cost, by the Contractor causing the damage. The Contractor shall provide physical security to work area with security equipment and personnel as directed by AFRL/RI.
It should noted that the phasing sequence indicated on the bid plans is subject to change and will be finalized as part of the Contractor’s Final Work Plan.
The Contractor must comply with Occupational Safety and Health Administration (OSHA) regulations and local safety office requirements.
Specifically, coordinate work site activities with applicable existing base or area operations.
Examples of the offices/departments with which the Contractor shall coordinate activities with include, but are not limited to:
Transportation Planning Police/Security Utilities Hazardous Materials Permitting Fire Pass and Identification Safety Facility Management Base Engineering Local Reuse Authority Public Works Base Field Operations Bio-Environmental Base Hospital
All Contractors are required to attend meetings.
7.3 Work-Site Maintenance
The Contractor shall maintain the work site to prevent the spread of contamination, provide for the integrity of the samples obtained, provide for the safety of all individuals in the vicinity of the work site areas, and prevent the release of any contamination to the environment.

The work site shall be well marked to prevent inadvertent entry into all work areas. Access to work areas shall be monitored and thoroughly controlled. Standard work zones and access points for controlled operations shall be established and maintained as the site conditions warrant. Ensure compliance with any federal, state, and local regulations and QA/QC protocols and procedures for decontaminating tools, equipment, or other materials, as required.
The Contractor is responsible for any cutting/coring/drilling/or patching required to complete their scope of work. All concealed openings (piping, ductwork, conduit, etc.) must be repaired to comply with specified wall or deck conditions to meet all applicable codes.
At all times, keep the work area free from accumulation of waste and non-essential hazardous materials. Remove non- essential equipment from the work site when not in use. The work-site shall be maintained to present an orderly appearance and to maximize work efficiency. Before completing the work at each work location, remove, from the work premises, any rubbish, tools, equipment, and materials that are not the property of the government. Properly dispose of all investigation derived, construction debris, and other waste(s). The Contractor will assign at least one (1) person to be responsible for the clean up, and the name of that person must be submitted to the Owner or Owner’s Representative.Upon completing the work, leave the area clean, neat, orderly, and return the work site(s) to an appropriate condition.
7.4 Minimize Impacts to Existing Operations
AFRL/RI shall be consulted to minimize the disruption of installation activities and minimize disruption of natural and cultural resources. All necessary permits and coordination shall be completed prior to commencement of individual sampling operations. Frequent communication and coordination with installation personnel shall be necessary to accomplish these goals.
Phasing of Contractor activities will be determined in coordination with AFRL to ensure no disruption of government operations occurs.
7.5 Storage
A. The Contractor shall deliver all materials to the job site in original packages with containers bearing manufacturer's name and label.
B. The Contractor shall store all materials at the job site in a suitable and designated area.
1. Store materials subject to deterioration or damage away from wet or damp surfaces and under cover.
2. At the completion of the work, the Contractor shall remove all temporary fences and structures (used to protect materials and equipment) from the installation unless otherwise directed by AFRL/RI.
3. The Contractor shall clean the storage area of all debris and material and perform repairs as required to return the site to its pre-use condition.
C. Protect materials from unintended contamination.

D. The Contractor shall remove damaged or deteriorated materials from the job site. Materials contaminated with asbestos shall be disposed of as asbestos debris as herein specified.
E. The Contractor shall be responsible for safeguarding all government property provided for Contractor use.
F. The Contractor shall maintain an inventory of government property, a copy of government property control procedures at the site, and dispose of government property as directed by AFRL/RI. All hazardous materials shall be handled, stored, labeled, and transferred in accordance with OSHA regulations and AFRL/RI policies.
G. If agreed, a suitable outside storage area may be provided to the Contractor by the CO.
Security shall be the responsibility of the Contractor. The Contractor shall keep the storage area neat, orderly and clear of all debris. The Contractor shall not allow trash or other debris to be scattered from this area by wind or other means.
7.6 Site Access Badges
Section not applicable.
7.7 Pollution Prevention
The Contractor shall conduct all operations and activities with the intent of reducing the amount of energy used and pollution generated. Specific areas to be focused on are generation of solid waste, use of hazardous materials, use of ozone depleting chemicals, generation of hazardous waste, and use of energy and water.
The contractor shall take every reasonable precaution to prevent the spillage of oil or other hazardous substances and report any spill of oil or hazardous material to RIOCV immediately. The Contractor will perform all work consistent with the requirements of all Federal, State and Local laws, rules and regulations pertaining to pollution control. Additionally, Contractors using HAZMAT on this installation must comply with the procedures outlined in the AFRL/RI Hazardous Materials Management Plan (HMMP), section 2.4.4 (see the following excerpt). Any clarification of these procedures can be provided by RIOCV.
8.0 UTILITIES AND INTERRUPTION OF UTILITIES OR BUILDING SYSTEMS:
8.1 It is the responsibility of the Contractor to coordinate their work with the Owner or Owner’s
Representative and all utility companies. It is also the responsibility of each Contractor to coordinate any required shut downs and system changeovers. All inspections required by independent or Government agencies, at any level, are the responsibility of each Contractor.
8.2 Available water and electrical services may be used in this work at no cost to the Contractor. The
Contractor shall make arrangements for such services with the CO or COR.

The Government will identify service tie-in points. Connections to these tie-in points shall be the responsibility of the Contractor.
8.3 The Government may not be held responsible for interruptions of utility service and will not be liable for Contractor delays, damages, or increased costs occasioned by any such interruption of service.
8.4 No utility services or building systems shall be interrupted to make connections, to relocate, or for any purpose without approval of the CO. Request for permission to shut down services or building systems shall be submitted in writing to the COR fourteen (14) days prior to date of proposed interruption. The request shall give the following information:
8.3 1. Location of shut-off.
8.3.2. Services affected.
8.3.3. Hour, date, and duration of shut-off.
8.5 Services shall not be interrupted until receipt of approval of the proposed hours and date from the
CO. If utility services or building systems are damaged by the Contractor, the Contractor shall restore them within 24-hours.
9.0 EXISTING FACILITIES:
The existing dimensions and locations shown on the applicable drawings are for approximation purposes only. Failure to verify the dimensions and locations will be at the Contractor’s risk and shall not relieve the Contractor from accomplishing the work required by the contract at the price awarded by the government.
10.0 PROJECT CONDITIONS:
Refer to technical specifications.
11.0 SUBMITTALS:
(a). Each submittal shall include information as described in the technical specifications or as shown on the drawings.
(b). Material Approval Submittal AF3000 cover sheet. Once an item of material or equipment has been approved, the Contractor will not be required to resubmit with the following exception: If, at any time during the duration of this contract, the Contractor desires to change materials from those originally approved, the new materials shall be resubmitted to and approved by the CO prior to incorporation into the project.
(c). Submit operation and maintenance data updated to include submittal review comments, substitutions and construction revisions.

12.0 SCHEDULING WORK:
(a) Before any of the work is initiated the Contractor shall confer with the CO or COR and agree on a sequence of procedures; means of access to premises and buildings; space for storage of materials and equipment; delivery of materials and use of approaches; use of corridors, stairways, elevators, and similar means of communications; the location of partitions.
(b) Delivery of materials and equipment shall be made with a minimal interference to Government operations and personnel.
(c) The work shall, so far as practicable, be done in definite sections or divisions and confined to limited areas which shall be completed before work in other sections or divisions is begun.
13.0 INSPECTION:
Inspection of work by the Government will normally be accomplished along with the work as it progresses. At the discretion of the CO, inspection may be directed at the completion of various phases of the work prior to initiation of any further work. The Contractor shall notify the COR that a phase will be complete at least 3 days in advance of the completion of each phase to be inspected.

Pertaining to Contractor Usage
For the purposes of this contract, the “HMMP Team” and the “HAZMART” are the EOH Office.
2.4.4 HAZMAT Determination and Authorization Procedures for Contractors
2.4.4.1 Contractors using HAZMAT on Air Force installations must comply with the authorization procedures below.
2.4.4.1.1 If a contract is expected to require a Contractor to bring or to use HAZMAT on an installation, the Contracting Office shall include both Federal Acquisition Regulation (FAR) Clause 52.223-3, Hazardous Material Identification and Material Safety Data, current edition, AFFARS Clause 5352.223-9003, and installation-specific contract requirements.
2.4.4.1.2 HMMP team representatives will provide the contracting office with installation-specific contract requirements (for inclusion in the contract) regarding how contractors must request AF Form 3952 authorization and report the required HAZMAT usage data to the
HAZMART.
2.4.4.1.3 IAW FAR Clause 52.223-3, each offeror must provide the Contracting Office with a list of proposed HAZMAT that it plans to use on the installation during the performance of the contract. Contractors must obtain Air Force authorization prior to using HAZMAT on an Air Force installation, and must report usage data to the HAZMART.
2.4.4.1.4 Contractors must submit to the Contracting Office the information and supporting documentation (including MSDS) necessary to obtain HAZMAT usage authorization. The Contracting Office will transmit the contractor submittal to the HAZMART for processing.
No Class I ODS’s can be used.
2.4.4.1.5 For each Contractor-identified HAZMAT that the HMMP team determines does not meet the Air Force definition of a HAZMAT, the AFRL/RI HMP requirements do not apply. The HMMP team will notify the Contracting Office that the Contractor has authorization to bring and use that material on the installation without reporting usage.
2.4.4.1.6 For each Contractor-identified HAZMAT that the HMMP team determines does meet the
Air Force definition of a HAZMAT, the Air Force will require CE authorization and SE review of the AF Form 3952 information. The CE authorization is for environmental, fire protection concerns, and emergency response purposes. The SE review is “for information purposes only” (see AF Form 3952), and does not involve evaluation and approval of the Contractor’s safety and health programs. The purpose of the SE review is to identify potential risks to government personnel and resources and advise CE and the Contracting Office on how to mitigate identified hazards from planned Contractor HAZMAT usage.

2.4.4.1.7 The HAZMART ensures entry of the contractor supplied information into HMMS. This action includes the addition of the contractor to the AUL.
2.4.4.1.8 Report data on the HAZMAT used during the performance of the contract at intervals and in the format specified by the HMMP team. For the purposes of this contract, total gallons of each HAZMAT used must be reported.
2.4.4.1.9 If the contractor needs to bring a material on the installation that was not included in the original HAZMAT listing, the contractor must first notify the Contracting Office and then obtain prior authorization, if the HMMP team determines the material to be a HAZMAT.

8.0 Definitions
A. Authorized Personnel: Facility or the Owner’s Representative, and all other personnel who are authorized officials of any regulating agency, be it State, Local, Federal or Private entity who possess legal authority for enforcement or inspection of the work.

SAFETY, FIRE PROTECTION AND HEALTH SPECIFICATION
SECTION I - GENERAL REQUIREMENTS
1.0 Safety Program Requirements
The Contractor shall develop and implement a comprehensive written Safety and Occupational Health Program. The Contractor will submit a draft safety plan within five (5) calendar days after Notice to Proceed that will implement a safety program that ensures protection of Government personnel and property. The Contractor shall comply with U.S. OSHA standards, program elements, explosive standards, and other safety and health requirements necessary for the protection of personnel, facilities, and equipment. Acceptance of the Contractor’s Safety and Occupational Health Plan only signifies that the plan generally conforms to the requirements of the contract. It does not relieve the Contractor of the responsibility for providing employees with a safe and healthful work environment.
The program will consist of, as a minimum:
• Mishap reporting, as defined in paragraph 2.0 below.
• A Safety Plan that addresses how, at a minimum, the Contractor will comply with pertinent OSHA requirements to protect workers and Government employees. The Safety Plan will be approved by the procuring safety office prior to commencement of any work described in this contract.
• Routine and recurring surveillance of the procedures listed in the Safety Plan.
• Competent personnel to provide surveillance of the Safety Plan.
• Identification of segregated work site locations for operations that cannot be co-mingled with general industrial operations and the process for Contracting Officer approval of operations and changes at these specific sites.
• Process for ensuring subcontractors comply with the safety provisions of this contract, as applicable.
2.0 Mishap Notification
1. The Contractor shall notify the contracting Safety Office and the CO within one (1) hour of all mishaps or incidents at or exceeding $2,000 (material + labor) in damage to DOD property entrusted by this contract. This notification requirement shall also include physiological mishaps/incidents. A written or email copy of this mishap/incident notification shall be sent within three calendar days to the CO, who will forward it to the Safety Office. For information not available at the time of initial notification, the Contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the CO.
Mishap notifications shall contain, as a minimum, the following information:
(a) Contract, contract number, name and title of person(s) reporting
(b) Date, time and exact location of accident/incident
(c) Brief narrative of accident/incident (events leading to accident/incident)
(d) Cause of accident/incident, if known

(e) Estimated cost of accident/incident (material and labor to repair/replace)
(f) Nomenclature of equipment and personnel involved in accident/incident
(g) Corrective actions (taken or proposed)
(h) Other pertinent information
2. If requested by CO, the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Safety Office.
3.0 Health and Safety
1. Where in the performance of the work, workers, supervisory personnel or sub-contractors may encounter, disturb, or otherwise function in the immediate vicinity of contaminated items and materials. All personnel shall take appropriate continuous measures as necessary to protect all ancillary building occupants from the potential exposure to contaminated dusts.
(a) Such measures shall include the procedures and methods described herein and shall be in compliance with all applicable regulations of Federal, State and Local agencies.
4.0 Personal Protective Equipment
1. Workers must wear personal protective equipment for all projects as per OSHA and all other applicable regulations and as otherwise noted herein. Provide respiratory protection in accordance with OSHA regulation 1910.134 and ANSI Z88.2.
2. Contractor is required to provide PPE (Tyvek and respirator cartridges) as needed to
Owner/Owner’s Representative as work progresses.
3. Workers must be trained as per OSHA and DOL requirements, have medical clearance and must have recently received pulmonary function test (PFT) and respirator fit tested by a trained professional.
4. A personal air sampling program shall be in place as required by OSHA.
5. The use of respirators must also follow a complete respiratory protection program as specified by OSHA.
5.0 Changes to the Safety Plan
If the safety plan requires modification, the Contractor shall submit the proposed modification, in writing, to the CO.

ENVIRONMENTAL PROTECTION
PART I - GENERAL
1.1 SCOPE: The work covered by this section consists of furnishing all labor, materials and equipment and performing all work required for the prevention of environmental pollution during, and as the result of, construction operations under this contract except for those measures set forth in other Technical Provisions of these specifications. For the purpose of this specification, environmental pollution is defined as the presence of chemical, physical, or biological elements or agents which adversely affect human life;
affect other species of importance to man or degrade the ability of the environment for aesthetic and recreational purposes. The control of environmental pollution requires consideration of air, water and land, and involves noise, solid waste-management and management of radiant energy and radioactive materials, as well as other pollutants.
1.2 APPLICABLE REGULATIONS: In order to prevent, and to provide for abatement and control of, any environmental pollution arising from the construction activities of the Contractor in the performance of this contract, the Contractor shall comply with all applicable Federal, State and local laws, and regulations concerning environmental pollution control and abatement.
1.3 NOTIFICATION: The CO will notify the Contractor in writing of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately take corrective action. Such notice, when delivered to the Contractor, shall be deemed sufficient for the purpose.
1.4 IMPLEMENTATION: Prior to commencement of the work, the Contractor will meet with representatives of the CO to develop mutual understandings relative to compliance with this provision and administration of the environmental pollution control program.
