CNU-757/E & CNU-758/E Containers Questions and Answers

FA8604-19-R-4002

Q: Section 1 “Instructions to Offerors”, Para. F, “Subfactor 2.1 – Previous Experience”, Item 1, (top of 2nd page) – This item indicates the “orders completed” for Previous Experience shall be “within the last three (3) years”; however, under Section 2 “Evaluation Factors for Award”, “Subfactor 2.1 – Previous Experience”, Item 1 states that “This subfactor is met when Offeror: Provides a minimum of three (3) examples of orders completed of similar size, quantity and delivery timeline as required by the government.

Will a timeframe be an evaluation factor for award for the three (3) orders that are used for the Previous Experience? As currently written, a timeframe is not listed as a Previous Experience Evaluation Factor.

A: Orders must have been completed within the last three (3) years in order to meet Subfactor

2.1 – Previous Experience. Orders may have been initiated before this three (3) year time period, but must have been fully completed within the last three (3) years. The Evaluation Factors for Award document has been revised accordingly and issued as RFP Amendment 1.

Q: Since the First Article testing is non-destructive, can the first article units count towards the production quantity for the first year?

A: The first article units can count towards production quantity in the first year.

Q: If a cover page and table of contents are provided in the technical proposal, do they count toward the 10 page limit?

A: Yes, a cover page and table of contents would count toward the 10 page limit.

Q: Can the filled-in solicitation document, SF-1449, be submitted as part of the price proposal, or is the price proposal subject to the 10 page limit as well?

A: The 10 page limit only applies to the Technical proposal. The Instructions to Offerors document has been revised accordingly and issued as RFP Amendment 1.

Q: Would it be possible to get the solicitation document in unsecured PDF format so we can sign and fill-in the document?

A: An unsecured PDF version of the solicitation document has been posted. In case of any discrepancy, the secured PDF version of the solicitation will take precedence.

Q: Since the solicitation says FOB destination that means that I need to include shipping within the quote, is this correct?

A: Yes, shipping must be included.

Q: Since the first article inspection is inspected at the manufacturer is that performed by DCMA or another organization?

A: First Article inspection will be performed by AFPTEF as specified in SOW paragraph 3.1.3.

Q: The SOW states: “Accelerated deliveries are possible with the approval of the AFPTEF program manager and shall be routed through the contracting officer.” What does the approval processes entail?

Would it be likely that early deliveries would be acceptable?

A: A written request, including the proposed accelerated delivery schedule, would need to be submitted to the Contracting Officer, who would then coordinate with the customer and respond with approval or denial. At this time, we are unable to state whether or not alternative delivery schedules would be approved.

Q: We cannot find the quantities of the Option Year CLINs. Have we missed these quantities in the CLINs?

A: The total quantities and delivery schedules for the Option Years can be found in Statement of Work (SOW) paragraph 4.1.2.
