SECTION FOURCAPABILITIES
In this section, the contractor shall clearly and succinctly document the capability to perform each of the factors.
NOTES
1. The contractor shall not disregard or otherwise discount the value of any factor in relation to other factors.
2. The contractor should vertically expand the block directly underneath each factor to accommodate a response of reasonable length.
3. The contractor shall indicate by X if the Prime or Subcontractor possesses the capability for each factor.
4. Non-response to any factor is considered self-stated lack of capability.
5. After completing this section (Section Four), the contractor may also provide a 4-8 page capabilities document as noted in the Sources Sought Synopsis.
1.1SCOPE DISCRIMINATORSPRIMESUB
1.1.1Does the contractor possess the capability to provide sufficient technically proficient personnel such that each Web CCaR™ requirement identified in the PWS is performed satisfactorily? Please provide examples of past performances and indicate whether the efforts were Government related.
1.1.2Does the contractor possess the capability to travel worldwide to the potential locations listed in APPENDIX A: CUSTOMER LIST attached to the PWS?
1.2FINANCIAL DISCRIMINATORSPRIMESUB
1.2.1Does the contractor possess the capability to finance operations of this scope? Please provide examples of past performance and indicate whether the efforts were Government related.
1.3TECHNICAL DISCRIMINATORSPRIMESUB
1.3.1Does the contractor possess a high level of knowledge with Web CCaR™ and 7 years of information technology experience or weapons systems acquisition, with working knowledge of project management to include project planning and scheduling? Please provide examples of past performances and indicate whether the efforts were Government related.

1.3.2 Does the contractor possess the ability to provide technical support, to include software integration and engineering support, software performance studies, security and information assurance testing and compliance, maintaining existing Web CCaR™ interfaces, database migrations, adding advanced report components, and addressing SFIS issues for Web CCaR™ ?

1.3.3 Does the contractor possess the ability to make changes to the Web CCaR™ application to meet higher HQ policy changes, customized Government requirements, and develop system interfaces using Web Services with external systems? Please provide examples of past performances and indicate whether the efforts are Government related.

1.3.4 Does the contractor possess the experience to assist users with using Web CCaR™ to implement, populate, and maintain the Acquisition Master List(AML), Investment Master List(IML), and Workload Master List(WML)? Please provide examples of past performances and indicate whether the efforts are Government related.

1.3.5 Does the contractor possess the ability to create Web CCaR™ system scripts to identify data related deficiencies, ability to analyze deficiencies, and develop and implement resolutions to correct deficiencies? Please provide examples of past performances and indicate whether the efforts are Government related.

1.3.6 Does the contractor possess experience using the Web CCaR™ system, analyzing results, resolving problems, and assisting users in interpreting and applying the results? Please provide examples of past performances and indicate whether the efforts were Government related.

1.3.7 Does the contractor possess the knowledge to identify opportunities to enhance Web CCaR™ functionality, policies, procedures and processes and develop recommendations? Please provide examples of past performances and indicate whether the efforts were Government related.

1.3.8 Does the contractor possess the capability to provide Web CCaR™ Administrators/Business Analysts with advanced Web CCaR™/DFAS reconciliation resolutions, workflow coordination maintenance, target loads, distributed budget maintenance, reporting tools and various business processes? Please provide examples of past performances and indicate whether the efforts were Government related.

1.3.9 Does the contractor possess the technical experience to assist Web CCaR™ Administrators/Business Analysts with activities associated with providing Web CCaR™ data for Project Management Resource Tools (PMRT), Executive CCaR™, PMRT Enterprise Reports, Data Access Program Reporting Tool (DAPRT), System Metric and Reporting Tool (SMART), Purchase Request Process System (PRPS), Case Management Control System (CMCS), and other similar business or process initiatives? Please provide examples of past performances and indicate whether the efforts were government related.
