I. DESCRIPTION OF SERVICES/GENERAL INFORMATION

A. Mission. Air Force Life Cycle Management Center (AFLCMC) is responsible for providing acquisition and sustainment support to the warfighter. That support evolves from many processes and management information systems that range from requirements determination, to contracting, to finance. AFLCMC is continuously challenged by the operational Air Force Commands to assess, validate, and improve AF ability to support peacetime requirements. In the event of contingencies, the support Commands are driven to perform assessments of the acquisition and sustainment support processes and, where limitations are identified, implement solutions immediately. Whether peacetime or wartime, the AF Commands must have the capability to perform valid analyses of data to respond to operational needs.

The Air Force Research Laboratory (AFRL) mission is leading the discovery, development, and integration of affordable warfighting technologies for our air and space forces. AFRL accomplishes this through nine technology directorates located throughout the United States, the Air Force Office of Scientific Research, and a central staff. AFRL’s partners include the Air Force major commands that operate and maintain the full spectrum of Air Force weapons systems. It is a full-spectrum laboratory, responsible for planning and executing the Air Force’s entire science and technology budget, basic research, applied research, and advanced technology development.

B. Background and Objectives. The Web Comprehensive Cost and Requirement (Web CCaRTM) System is a management information system that has been designed to assist in the requirements, budgeting, execution and contract management of all appropriated funding for Acquisition and Sustainment organizations. The Acquisition Technology and Logistics (AT&L) Office of the Undersecretary of Defense has identified Web CCaRTM as the preferred financial requirements management tool for the Air Force. Organizations have the option of procuring their own local SME support or use the SAF/AQXI funded Web CCaRTM helpdesk, which is regionally operated and may not be manned by personnel familiar with a certain location’s acquisition activities and specific business operations and processes.

The objective of this acquisition is to obtain technical and functional support for Web CCaRTM as identified in Appendix A.

Subject matter expert (SME) support is critical to help coordinate system use, training, updates, and problem resolution at each AFLCMC and/or AFRL organization.

C. Requirements.

1. The Contractor shall provide Web CCaRTM Subject Matter Expert (SME) support to all Web CCaRTM Administrators/Business Analysts and/or Web CCaRTM users identified in the table incorporated as Appendix A to this document. Web CCaRTM SME activities include, but are not limited to:

a. Providing Web CCaRTM functional and technical support such as population of Web CCaRTM user accounts, budget structures, advanced Web CCaRTM/DFAS reconciliation issues, workflow coordination maintenance, target loads, distributed budget maintenance, custom field reporting, maintain user accounts and privileges, reporting tools and various business processes. Populate records in the database with existing source data provided by the Government (e.g., Spreadsheets, Letters of Offer/Acceptance [LoR/LoA], Contracts, Manpower Transportation Data Sheets [MTDS], and Program and Budget Reviews [PBR]) in order to establish, track and maintain a budget baseline.

b. Providing training (excluding CCaR Certificate/Certification training); to all designated Web CCaRTM Administrators/Business Analysts and/or Web CCaRTM users (whether employees of other contractors, or Government employees whom are fulfilling those roles). Duties include:

i. The SME will provide already established center training to include, but not limited to, Basic, Intermediate, Advanced and/or refresher CCaR and Exec CCAR training; and maintain the training’s currency as required. Training may be accomplished at all locations listed in appendix A.

iii. The SME shall develop training and related documentation packages and update as needed regarding applications and systems.

iv. The AFLCMC and/or AFRL Web CCaRTM Government Representative shall direct the SME to provide training of updated/accepted materials to Web CCaRTM Administrators/Business Analysts and/or Web CCaRTM users. The SME shall present training on the changes in Web CCaRTM operation or functionality to Web CCaRTM Administrators/Business Analysts and/or Web CCaRTM users, if requested by the AFLCMC and/or AFRL Web CCaRTM Government Representative. v. The SME shall maintain a log of personnel trained. The evaluations should be structured to measure the extent to which the training achieved the desired objectives and outcomes, and should provide an objective measure of the success of the training session. Deliver evaluation results and training logs to Government representative(s) of the organization(s) receiving training, to the AFLCMC and/or AFRL Web CCaRTM Government Representative, and to the end user Point-of-Contact (POC) along with a list of corrective actions to be taken regarding any deficiencies identified in the surveys. Deliverable: Training Log and Evaluations (CDRL A001).

c. The SME shall provide technical interface between the end user Focal Point and the Software Developer Contractor.

d. The SME shall assist Web CCaRTM users in developing and implementing methodologies to integrate Web CCaRTM use within the end user organization.

e. The SME shall assist Web CCaRTM users in developing and implementing the Workload Master List (WML), Acquisition Master List (AML), and Investment Master List (IML). The SME shall also provide training, implementation guidance, and overall standardization of process used to input Investment, Sustainment and FMS Programs into the WML process.

f. The SME shall support activities associated with providing Web CCaRTM data for Project Management Resource Tools (PMRT), Executive CCaRTM, PMRT Enterprise Reports, Data Access Program Reporting Tool (DAPRT), Purchase Request Process System (PRPS), Case Management Control System (CMCS), and other similar business or process initiatives, based upon requests. The SME shall provide the AFLCMC and/or AFRL Web CCaRTM Government Representative with a monthly update notification of all proposed/scheduled briefings/demos for either the Web CCaRTM or Executive CCaRTM applications and include information regarding approved briefings/demos.

g. The SME shall assist in answering functional and technical questions from Web CCaRTM Administrators/Business Analysts and/or Web CCaRTM users at each supported location. The SME shall also attend any Web CCaRTM customer meetings at the request of the AFLCMC and/or AFRL Web CCaRTM Government Representative and/or Program Office.

h. The SME shall provide data analysis support to Web CCaRTM Administrators/Business Analysts and/or Web CCaRTM users. Assist Web CCaRTM users in the interpretation of the financial information contained in Web CCaRTM and the analysis of this information for accuracy and completeness. Provide all actions needed to correct, modify, verify, and/or validate the information from a financial, contracting, acquisition, and program management perspective. The SME shall assist with database reconciliation between Web CCaRTM and DFAS, as requested.

i. The SME shall evaluate compatibility with the program structure and business process requirements of the supported organization. Recommend changes that would improve the compatibility between the Web CCaRTM instance and the organization’s structure and business processes.

j. As a requirement to be exercised if needed, the SME shall provide initial support for users of a new Web CCaRTM organization. A new deployment could include all of the following activities, but is not limited to these, as each deployment has unique requirements:

i. The SME shall provide on-site Web CCaRTM training to Web CCaRTM Administrators/Business Analysts and/or Web CCaRTM users including insertion of business processes, budget definitions, business rules, user privileges, definable general data fields and other configuration changes into the deployed instance of Web CCaRTM to align Web CCaRTM features for best support of program office business goals.

k. The SME shall provide the ability to use financial data within Web CCaRTM to automatically generate charts and reports to include, but not limited to, the following:

· Budget Execution Reviews (BER)

· Assistant Secretary of the Air Force for Acquisition (SAF/AQ) “Stop Light”, “Snake Charts”, “Sand Charts,” and 1537 Report

· Checkbook Reports

· Program Office Memorandum (POM) submission data

· International Acquisition Sustainment and Training Review (IASTR)

· Ad hoc FMS specific reports, as required, that will be briefed to Foreign Governments

l. The SME shall provide a Monthly Status Report (MSR) to the Web CCaRTM COR within 10 calendar days of the end of each month of contract performance. The MSR shall contain an accurate, up-to-date summary account of tasks completed during the month, tasks on-going during the month, tasks to be worked during the next month, contract funding status, Integrated Master Schedule and any outstanding issues. Contractor formatted templates shall be acceptable upon the approval of the Web CCaRTM COR. Deliverable: Monthly Status Reports (CDRL A002). 2. The Contractor shall provide Web CCaR™ technical expertise necessary to meet the objectives provided in this Statement of Work.

a. The activities the Web CCaR™ technical experts will support include the following:

i. Software integration and engineering support

ii. Software performance studies

iii. Security and information assurance testing and compliance

iv. Maintaining existing Web CCaR™ interfaces with AF financial systems to include, but not limited to, Automated Business Services System (ABSS), General Accounting and Finance System (GAFS), CMCS, Security Assistance Management Information System (SAMIS)

v. Data migrations

vi. Adding components for advanced reporting

vii. Addressing Standard Financial Information Structure (SFIS) and Line of Accounting issues identified by AFLCMC and Contractor SME(s)

b. The Contractor will address technical issues identified by AFLCMC and AFRL to maximize the existing Web CCaR™ capabilities to:

i. Support AF Budget Programming processes (e.g., Budget Component label changes, integration support for the WML, and business rule updates to facilitate changes to current business processes)

ii. Support AFLCMC and AFRL initiatives to integrate financial data within Web CCaR™ to support AFLCMC wide reporting improvement requirements

iii. Support AFLCMC and AFRL processes requiring the ability to accurately receive and report execution data from various AF financial systems

c. AFLCMC requirements for Web CCaR™ technical expertise support, such as those mentioned above, will be submitted, in writing, by the COR to the AFLCMC HQ SME. The AFLCMC HQ SME will provide support and assist the AFLCMC HQ organization with reviewing and prioritizing the requirements. After the requirements have been prioritized, the AFLCMC HQ organization will direct the COR to request a cost proposal from Contractor for the requirements. This approach will ensure Web CCaR™ technical expertise support requirements are worked based on AFLCMC leadership priority needs, within constraints of AFLCMC’s integration and support of the AFLCMC Web CCaR™ system as mandated by the AFLCMC HQ Government Representative. II. SERVICES SUMMARY (SS). The Services Summarychart below summarizes the performance objectives directly related to standards of performance required to meet mission needs. The performance threshold describes the acceptable/unacceptable levels of service required. The method of surveillance outlines how the government quality assurance personnel will conduct surveillance of the contractual requirements. The remedies discuss measures that may be taken for performance thresholds, which are not met.

III. GOVERNMENT FURNISHED FACILITIES, UTILITIES AND SERVICES

A. Facilities Access. The Government shall provide the on-site Contractor personnel access to all facilities, as required, to perform in accordance with the contract during all hours of system operation. The Contractor shall be subject to all Base Rules and Regulations, including appropriate level security access clearances while working on a military installation.

B. Workspace. The Government shall provide the on-site Contractor personnel with workspace during the performance of the contract. This includes a desk, chair, Personal Computer (PC), network access, telephone, storage shelves or drawers.

C. Computer Resources. If required, and after clearance by the Communications Group, the Government shall provide on-site Contractor personnel with physical access to servers during the period of this contract. The Government shall provide all hardware and software required to operate Web CCaRTM.

D. Office Supplies and Equipment. The Government shall provide access to normal office supplies and equipment for on-site Contractor personnel during the period of performance of the contract.

E. Access to Personnel. The Government shall provide necessary, available, and reasonable access to personnel.

IV. GENERAL WORK REQUIREMENTS

A. Place of Performance. The SME shall perform duties under this contract to support the locations and customers defined in Appendix A.

1. Telework. Telework is approved under the Telework Enhancement Act of 2010. Civilian position and employee eligibility guidelines will pertain to Contractor personnel. Participation is determined based on workload, position duties and customer interaction. AFLCMC and/or AFRL Web CCaRTM Government Representative will approve all telework participation and must be submitted as early as possible in advance of alternate work location. In addition, the AFLCMC and/or AFRL Web CCaRTM Government Representative has the right to approve telework based on inclement weather conditions. B. Hours of Operation and Holidays

1. Hours of Work. The SME shall provide coverage at the specified SME location during normal duty days (Monday through Friday), excluding Government-observed holidays (Reference: IV.B1.1). Contractor personnel are expected to conform to customer agency normal operating hours. The core hours are 0900 to 1500 daily.

If the SME finds it necessary to work extended hours (over eight regular duty hours in a day) to ensure timely completion of work, the SME is permitted to work an alternate work schedule not to exceed 80 regular duty hours in a two-week period of time. The SME must provide written justification and obtain prior approval from the Government Contracting OfficerO, through the Web CCaRTM COR, if hours in excess of 80 regular duty hours in a two-week period shall be exceeded. No overtime hours are authorized on this contract without written approval from the CO. Overtime approval requests must be submitted seven working days in advance.

2. Government Holidays. The prices/costs of the contract include holiday observances. Accordingly, the Government shall not be billed for such holidays, except when services are required by the Government and are actually performed on a holiday. The following days are Government holidays:

a. New Year’s Day

b. Martin Luther King Day

c. Presidents Day

d. Memorial Day

e. Independence Day

f. Labor Day

g. Columbus Day

h. Veterans Day

i. Thanksgiving Day

j. Christmas Day

If the holiday falls on Sunday, it will be observed on Monday. It shall be noted that Good Friday is not considered a government holiday and the SME will provide services at no additional cost to the government.

If the Contractor does not observe the Government holiday, the Contractor shall provide written justification and obtain prior approval from the Government CO, through the Government COR, to work and invoice the Government for hours on the Government observed holidays listed above. Approval requests must be submitted seven working days in advance. After approval is given, the Contractor shall be paid for direct labor at the hourly rates as negotiated for the identified labor categories. If services are actually performed on a Government observed holiday, unless performance was directed by the Government, the Contractor shall not be paid a holiday rate. Additional days may be declared as a Government holiday by the President of the United States during the performance of this task order.

C. Travel. It may be necessary for the SME(s) to visit various AF/Department of Defense (DoD) installations and other locations to successfully perform some of the tasks required by this work statement. All travel and estimated costs shall be approved by the AFLCMC and/or AFRL Web CCaRTM Government Representative in writing prior to accomplishment of the travel. The Contractor shall be reimbursed by the Government for approved travel and per diem expenses (airfare, vehicle rental, privately owned vehicle mileage, etc.) incurred, subject to the limitations of the Joint Travel Regulation (JTR). D. Non-Personal Services. In performing the tasks contained herein, the Contractor will interface with a variety of other DoD and United States Government (USG) organizations and offices, and other United States contractors. Contractor personnel will not provide direction or otherwise interject themselves into relationships between the US and other government contractors. Services provided under this requirement are considered non-personal services.

E. Security Requirements.

1. Data/Facility Access Clearances. The Contractor shall have access to current program planning, financial, and systems data in the performance of this contract. Any information, records or data the Contractor may have access to shall normally be “sensitive but unclassified” material. Contractor personnel shall be made aware of any sensitive and/or classified information about Air Force files by the Government, and the Contractor shall not divulge this information to anyone who is not authorized by the Web CCaRTM COR to have access to such information. The Contractor shall observe and comply with the security provisions in effect at the respective Air Force facility.

Contractor employees shall identify themselves as contractor personnel by introducing themselves as such and by wearing and displaying distinguishing badges or other visible identification for meetings with Government personnel at all times while on duty. In addition, contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.

2. Security and Sensitivity of Data. Some Contractor personnel performing under this contract may be required to have and maintain a minimum of a SECRET security clearance when working on or around classified material or communications equipment. Special security clearance requirements are identified in the tasks that follow. All documentation required for security certification shall be the responsibility of the Contractor and the client organization.

The Contractor may be required to have access to live planning, personnel, and other current systems data during the performance of this contract. Any information, records or data to which the Contractor may have access shall be of a sensitive nature. The Contractor shall not divulge any information about Government files, source selection activities and processes or any other sensitive information to anyone not authorized access to such information (Reference Section JI: Non-Disclosure).

Operations Security (OPSEC) requirements are applied in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information. OPSEC shall be applied throughout the contract. Critical Information list shall be provided by the Government. OPSEC surveys to measure the effectiveness of the OPSEC program shall be conducted by the Government.

3. National Agency Checks (NAC). Contractor personnel who are escorted into classified areas or vaults to perform software maintenance shall have, at a minimum, a favorable IT Level 2 National Agency Check with Inquires (NACI)/Trustworthy Check in accordance with DoD 5200.2-R, Personnel Security program, January 1987. An appropriate security clearance (up to SECRET) may be required for certain facilities, depending upon the program. The Contractor is required to complete the application and apply for an NACI, for any employee not currently having an NACI, upon receipt of the contract where the employee shall have access to unclassified automated information systems. The Contractor shall diligently pursue obtaining NACIs for its employees. Before an employee shall be granted access to any Government owned and/or operated computer, server, or network, an NACI must be successfully completed. Pending the receipt of a successfully completed NACI, the USAF Commander may grant interim Automated Information System (AIS) access, provided that no adverse information is revealed during a local files check (LFC). The organization Security Monitor and the Computer Security Manager must coordinate on all requests before access may be granted. Contractors may be denied access to certain Government facilities until the appropriate level security clearance is approved.

4. Performance of Services during Emergency Conditions Declared by an AFB Authority. In the event an emergency is declared for a local AFB necessitating the implementation of an alternate work schedule (other than a standard 8-hour day, Monday-Friday workweek), services provided under this contract may require implementation of an alternate work schedule. The AFLCMC and/or AFRL Web CCaRTM COR (or the COR’s designated representative[s]) shall make notification to the Contractor point of contact in the event that an emergency necessitates implementation of an alternate work schedule. A modified work schedule shall be adopted for the duration of the declared emergency, and the SME shall comply with the provisions of that alternate work schedule.

5. Continuation of Essential DoD Contractor services during Crisis. This requirement has been determined not to be essential and does not require continued support during a crisis as defined in DoDI 3020.37, E2.1.1. DoDI 3020.37, E2.1.1.

F. Privacy Act. Work on this contract may require that personnel have access to Privacy Information. Contractor personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

G. Period of Performance. The Period of Performance covered under this contract is as discussed in Section B.

H. Section 508 of the Rehabilitation Act. Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who are not individuals with disabilities and have access to and use of information and data that is comparable to the access to and use of information and data by member or the public who are not individuals with disabilities.

I. Contractors Performance Assessment Rating System (CPARS).

CPARS – FAR 42.1502 directs that all Federal agencies to collect and report past performance information on service contracts with a value of $1M or more. CPARS are accomplished using the Navy’s website at http://www.cpars.gov. CPARS requires the Contractor to provide a designated representative to receive information. J. Non-Disclosure. All Contractors working on AF bases may be required to sign non-disclosure agreements to protect inappropriate dissemination of sensitive information.

K. Voluntary Protection Program (VPP). WPAFB is in the process of pursuing VPP recognition or has already been recognized under the OSHA VPP. VPP impacts all contractors operating on Air Force Installations. It is the contractor’s sole responsibility to ensure its employees and managers have a comprehensive understanding and are in full compliance with VPP as well as in full compliance with OSHA requirements. All contractors, whether regularly involved in routine site operations or engaged in temporary projects such as construction or repair, must follow the safety and health rules of the installation or VPP site. Detailed information on VPP is available on the OSHA website at http://www.osha.gov/dcsp/vpp/index.html. Additionally, it is the contractor’s sole responsibility for compliance with all provisions of the Occupational Safety and Health Act (OSHA) (Public Law 91-596). The contractor is solely responsible for establishing these same requirements for all subcontractors.

L. Key Personnel. Skilled professional and technical personnel are essential for successful accomplishment of the work to be performed under this contract.

1. Replacement and Substitution of Key Personnel. The Contractor shall provide for the management and support of their personnel. The Contractor shall notify the CO and COR at least 14 calendar days prior to an employee being replaced or unavailable. The Contractor shall replace key personnel with qualified personnel of equal or greater ability and qualifications when the current key personnel are expected to devote substantially less effort to the work than indicated in the proposal or become (or is expected to become) unavailable for a continuous period exceeding 15 work days.

a. SME Qualifications. 7 years of information technology experience or weapons systems acquisition, with working knowledge of project management to include project planning and scheduling (GSA Schedule 70).

2. Subcontracts. All subcontracts shall conform to the Key Personnel requirements. The Contractor shall be responsible for any subcontract management necessary to integrate work performed on this contract and shall be accountable for subcontractor performance.

M. Administration Considerations
