Question: Can the government provide a typical door design that shows lock type, Rex button, crash bar, door controller, and card reader?

Question: Can the government identify all existing signal and power wires to each door by cable type, gauge, and routing?

Question: Can the government detail the wire (gauge and number of leads) used at each card reader?

2 leads either 18 gauge or 20 gauge.

Question: Can the government provide a system architecture diagram that shows how the components are connected and powered?

Question: Can the government provide the latest As-built drawings for the installed system?

Do not have.

Question: Is the expectation that the system has the ability to download Windows files?

Please confirm that there is no requirement to download Windows image files to the controllers.

Expectation is to import export data, spreadsheets, images to/from the system via disk drive.

Question: Is this requirement for every reader or just that the system must be capable of supporting readers that perform in this manner?

Requirement is for supporting every reader. Number of 2 - Factor Authentication, Pin-to-Card readers programmed is estimated at least

250. Dual Factor it should be a basic capability built in unless not needed (e.g., a utility closet).

It will be required on all secure rooms, external doors, command suites...

Security posture changes and other security protocols that will initiate a need for dual factor.

Question: Please explain the BITI, is this a form of IP communication? Are there specific protocols, logical ports, or physical components required?

BITI is the base fiber infrastructure, which is maintained by the base, but all fiber modules, media convertors, and/or any device that connects to the fiber will need to be replaced or reused by the contractor.

Question: Is the Air Force responsible for providing the network connections and network configuration for the system?

CTR will be responsible for connecting the standalone network.

Question: Please confirm that only CAC cards with CAK are expected to be able to perform a contactless read.

02 Feb 2023 Question: The SOW refences on page 2 – Applicable Documents – 2.5. [APL] GSA Approved Products List but does not reference the Air Force approved Non-Nuclear Configuration Management Database (CMD) Equipment list.

Per the standard Air

Force-approved practices, devices on the CMD are certified at Air Force test sites to ensure that they will work on Air Force systems. Can you confirm that the CMD should be used to make Wright Patterson compliant with the standard Air Force requirements?

17 Solicitation FA8601-23-R- 0006 2 of 4 Objective 1 Reference: “Installation can be done in 90 days” Question: When does the 90 calendar days start?

Start to finish 90 days. From first day on site. M-F 8 hour days

18 Solicitation Instructions 2 of 4 Bottom Paragraph Reference: The entire proposal must be contained in a single e-mail, unless otherwise approved and that does not exceed 5 megabytes including attachments.

Question: In order to accurately address the Government’s RFP and SOW requirements, Offeror’s Proposals may need Charts, Graphics, Schedules, and other related items, which will be inserted into the Offerors documents. This will increase the file size of the documents beyond 5MB. Will the Government please approve a way to submit a proposal larger than

5MB?

For PM? Use DoD Safe for larger documents or multiple emails?

Question: Please define “Virtual” Topology. It is unclear what “Virtual” means in terms of any requirements, references, details, formats, and so forth?

Feb 2023 2 of 7 3.1. Reference: This will require 3 PC Workstations each with it's own Enrollment Reader, Camera, and Badge Printer.

Question: What is the purpose of the Badge Printer? Site ID badges?

Badge printer identifies Organization, MIL, CIV, CTR / Site ID identifies restricted area access.

4.5. Reference: 3.12. The contracted service provider

will have at its own discretion the option to use all or part of the existing access control systems. Any reused parts will fall under the new warranty defaulting back to original warranty start date.

4.5. Items having to do directly with the doors

themselves are not covered. Those items would include electrified door hardware, non-electrified door hardware, door closers, handicap door operators, doors and door frames, drip shields, door sweeps, weather stripping and seals.

Question: Please verify that the contracted service provider will not be required to provide a new warranty defaulting back to original warranty for existing/reused electrified door hardware i.e. electric door strikes, maglocks, etc.

That will be on the government.

23 Q&A Question: The Q&A 1 question 12, a question was asked regarding existing fiber, response indicated can be seem on attached document, but not provided.

Please confirm that AC power at all locations will be connected to the Building UPS and additional 24 hour standby is not required.

The server needs its own UPS with 8 hour back up in main room.

Subcontrollers each should have a 4 hour battery back up to cover time for the government backup power to turn on.

The PWS reads: "The system proposed shall be capable of supporting the legacy technology".

Please confirm that these techologies shall not be used as these thecnologies are not compliant with FIPS 201.

The legacy technology will remain online as long a s possible until the new system is online. Use best practices to switch out from one system to another. Ensure minimal downtime. The longer doors are down the longer we have to provide escorts and door monitors.
