The statement of work specifies that the government will provide three badge printing workstations integrated from an existing PACS system. The contractor must build the current access control groups of approximately 100 into the new system and train government users on configuration. Fiber infrastructure can be reused excluding old transceivers. The government will be responsible for re-enrolling approximately 7,000 users from CAC/PIV credentials into user groups if data cannot be exported.

QUESTION # CONTRACTOR DOCUMENT TITLE SUBSECTION CONTRACTOR QUESTION RESPONSE 2nd RESPONSE
1 SOW 3.1
Does the government want the capability to scale up to three workstations or is the government asking contractors to specifically include three workstations in the proposed solution? If multiple workstations, please specify if these are for live monoitoring of the system only (as described in 3.1) or if the government would also like to have the ability to use these additional workstations for enrollment as well? Most APL approved solutions have a seperate licensing cost per workstation to provide enrollment capabilities.
GOV is asking for 3 PC Workstations each with it's own Enrollment Reader, Camera, and Badge Printer.
All three workstations should be capable of live monitoring and enrollment.
2 SOW 3.10.
Please clarify programming in this section.
Custoemr training is described to happen after the full system has been comissioned.
Typically we would provide customer training in advance as both systems will remain operational during cutover as doors are migrated from one system to the other and the governemnt will need to be trained to operate the new system during this time
CTR will build groups to current configuration and train GOV user on future group builds.
Training for operators on any new system should be completed by the time the system is fully installed and operational.
3 Walkthrough
During the walkthrough it was discussed the existing system has approximatley 100 different user groups that will need to be programmed into the system. Is the contractor building these groups or will the government program groups after training?
CTR will build groups to current configuration and train GOV user on future group builds.
Converting these door access groups over to the new system needs to be part of the changeover phan to lessen or eliminate downtime. If a conversion isn't possible, the access groups will need to be rebuilt by the contractor.
4 Walkthrough
During the the walkthrough a figure of approximatley 7000 users have credentials in the current system. To pull certificates from the users CAC or PIV credentials per the specification they will need to be reenrolled into the new system. Please confirm Government staff will be responsible for enrolling federal credentials into the appropriate user groups.
Confirmed, if it is not possible to export existing data over to new system.
Yes, the government will conduct the reenrollment of personnel into the system to gain PIV credentials.
5 SOW 1
For the 79 monitored only doors, is there local sounders or anything other than the door contact that needs to be tied in for these to continue operating in the existing fashon?
Negative. No sounders, some exterior door have handicap accesibility hardware.
No, there shouldn't be any hardware beyond door contacts on the monitored only doors.
6 Walkthrough
The existing card readers are a larger footprint than many new ones on the market today. If the new reader is smaller is the contractor responsible for patching/painting the wall or wallpaper? If so, would a vanitiy plate matching the reader but covering the old reader location suffice?
The GOV Bldg Facility Managers/CE will patch and paint when needed. CTR should keep area aesthetic as possible.
Government CE will clean up patching and painting around readers after installation.
7 Walkthrough
Given the nature of these secure facilities, will escorts be required at the majority of locations? If so, how many simultaneous 2 person crews (one at the panel and one at the reader) will the government likely be able to support with an additional programmer at the head end.
Escorts will be provided at all areas throughout the entire project. 3 total 2 person crews. How many crews of 2 do they want to send out?
8 SOW 1
Would the governemnt be able to provide a panel detail report to see how many downstream door controllers are attached to each existing controller?
We will provide an export of the controllers and subcontrollers.
9 Solicitation evaluation Objective 1
Considering lead time issues with many APL manufacturers right now would the government consider making a letter detailing lead times at the time of bid a requirement?

10 SOW Walkthrough
During the walk the government pointed out that they are using base level ID badges that are not used on the card readers. Are these being printed from the existing PACS or is this stand alone? If these are printed by the existing PACS could you provide details on the existing printer needing to be integrated with? How many of these badge printing workstations need to be migrated to the new system?

Could the government the fiber infastructure itself is in good working order and able to be reused 100% excluding the old transevers
Yes, the government can guarantee and will be responsible for the fiber infrastructure.

Is the existing fiber to be reused Single Mode or MultiMode?
