Question 1: It is stated that, the BPA is for 5 year term. Is it 1 base year with 4 additional extensions or is it 5 year term straight? /// The terms of the BPA is straight 5 years. Is there a renewal option on each year basis?
Answer: As stated in FAR 13.303-1(a), a “Blanket Purchase agreement (BPA) is a simplified method of filling anticipated repetitive needs for supplies or services by establishing “charge accounts” with qualified sources of supply.” BPAs do not operate the same as a standard Government contract. The BPA will have the potential to last for up to 5 years, as long as the need exists and both parties agree (reviewed at the end of each year of the BPA) or until the maximum dollar amount for the BPA is expended, whichever comes first. At the point of each anniversary, the contractor will be asked to review the rates on the agreement, and if changes need to be made, the contractor will submit them and the contracting officer must determine them fair and reasonable to continue into that anniversary year.
Question 2: The solicitation posted on Sams.gov states the BPA will be for 5 years. What is the anticipated a start date and end date of the contract?
Answer: The Government is anticipating award within the next two months, and the end date will be five years from the date of award assuming the items addressed in Question 1 above are met.
Question 3: Will the hotel have a chance to review their rates at the end of each year if the hotel wants to increase the daily rate? /// If the agreement goes over a year without any cancellations from any party, would the Government accept increases on room rates if hotel decides to do so?
Answer: The rates proposed in the awarded proposals submitted as a result of this solicitation will be valid one (1) year from the date of initial award of the BPA. Before the end of each year of the BPA, the contracting office will reach out to vendors to review rates for the next year. The Contracting Officer will make a fair and reasonable determination (to be based on market research and price indexes, etc.) of any proposed change in room rate per night before proceeding at that rate for the following year of the agreement. The Government will not proceed at that rate if not determined fair and reasonable.
Question 4: We understand that the room night usage is based on “as needed.” We were curious to know if you could provide some average room nights used per month and/or total production per year so that the team has a few more metrics to include in their internal evaluation /// Do you have an estimated number of room nights that will be needed for each drill? /// Can you provide an estimated number of rooms needed each weekend/night or month? /// Based on the history of the contract, what is the demand on the quantity of the rooms needed approximately?
Answer: Historically, demand has fluctuated with no true patterns throughout the year.
Providing an estimate would be misleading. That uncertainty is the reason the Government is awarding multiple BPAs in order to allow for any surge or high volume between different locations.
