MFH Maintenance and Dormitory Maintenance Site Visit Minutes FA8601-16-R-0299 and FA8601-16-R-0006 17 December 2015

The below information was posted to fbo.gov regarding the combination site visit:

SITE VISIT: A non-mandatory site visit is scheduled for 9:00 AM (EST) 17 December 2015. The assembly point for the site visit is the Hope Hotel (Bldg 823) outside of gate 12A of Wright-Patterson AFB at 8:15 AM. This site visit will be a combination site visit for the Dormitories and the Military Family Housing RFP # FA8601-16-R-0299. Submit the full name (as it appears on Driver's License) of all attendees (not to exceed two per company), Driver License Number, State Driver's License was issued, and email you have daily access to, to Amanda Cafarella, via e-mail at Amanda.Cafarella@us.af.mil no later than 14 December 2015 @ 9:00 AM (EST). This information must be provided in order to ensure access to the base.

Attendees met in the parking lot of the Hope Hotel and signed in. All attendees had submitted their information prior to the site visit. No additional offerors showed up. All attendees that submitted their information attended. Government representatives at the site visit are listed below:

Amanda Cafarella – Buyer Rebecca Tinch – Buyer (only to help, in place of Edward Huchison) Michele Cenky-Lapp – Civil Engineering/Customer Umit Spencer – Civil Engineering/Customer Eva Nunnally – Civil Engineering/COR

Sgt Gatewood, MSgt McKenzie, and Sgt Moore were the tour guides for the dorms.

Most attendees boarded the bus, a couple followed the bus. Amanda emailed prior to the visit and verbally went over guidelines regarding the site visit. Attendees were told to hold and submit all questions to the buyers (Amanda and Edward, depending on which area/solicitation the questions were for). Attendees were also told to stay with the group when touring the sites and to refrain from picture taking. Any questions that were asked on site were recorded and will be posted to fbo.gov.

First stop was bldg.70 for the Housing Maintenance Office briefly. Second stop was the Dorms; buildings 1216, 1218, and 1243 and the last location was the Bricks Quarters (Housing); one smaller home, one larger duplex home. Attendees were able to walk through each of the different types of Dorm rooms (one at each building), and were shown the laundry rooms and kitchen areas. Attendees were able to walk through one smaller and one larger unoccupied Brick home.

The following questions were asked during the site visit:

General Question:

Q: Will the attendees list be posted?

Q: Are the labor rates listed in the Wage Determination supposed to be used?

A: Yes

Dorms Q: What is the typical occupancy for the Dorms?

A: Approximately 90-95% Occupancy

Housing/Bricks

Q: What is the typical occupancy for Housing/Bricks Quarters:

A: Approximately 80% Occupancy

Q: What is the lightbulb in the window of the smaller Brick Quarters unit?

A: The lightbulb is a winter watchman. If no one moves in, the unit is winterized and the bulb in the window will come on if there is something wrong in the unit.
