FA8601-16-R-0006 Dormitory Maintenance Additional Questions & Answers 30 Dec 2015
1 - Reference: Solicitation, Performance Work Statement (PWS), page 2, item 1.1.6. POINT OF CONTACT (POC), the statement “The Contractor shall provide a POC who shall be responsible for the performance of the work.”
Question: In order for offerors to submit a more competitive bid, will the Government allow cross-utilization of Project Management, Quality Control, and Work Control Center staff between the WPAFB Military Family Housing Maintenance contract, solicitation # FA8601-16-R-0299 and the WPAFB Dormitory Maintenance contract, solicitation # FA8601-16-R-0006?
Government Response: No. In the event both contracts would be awarded to the same Contractor, the contracts and their staffs need to remain separate.
2. Question: Will all of the material, parts, and supplies that the contractor purchases for the dormitory maintenance contract be reimbursed? If not which items will be reimbursed?
Government Response: No. See document titled PWS CLIN references. This document cross references specific PWS paragraphs which the CLIN they are paid out of.
3. Question: I noticed during the site visit that the warehouse located at building 70 had material for this contract and the housing maintenance contract. Is this material Government owned or owned by the incumbent contractor? Will the material be available for use by the winner of the new contracts?
Government Response: The materials in Bldg 70 belong to the incumbent contractor. It would be up to them if they wish to sell their stock to the successful offeror.
4. Question: Section 1.6.1 Service Calls states that a human person (voice) must be available 24/7. Does this mean that the office must be staffed 24/7 or can the service desk calls be forwarded to someone on call after hours?
Government response: Other methods (i.e., answering service, forward to cell phone of technician on call, etc.) may be utilized provided that a live human answers and can dispatch/respond to emergency situations that cannot wait until normal business hours.
5. Question: In the last set of questions (number 16) you stated for the subcontractor’s past performance to count both companies had to be 8(a) and the prime has to demonstrate it had at least 51% of the past performance. My question is this a FAR requirement? I have never seen this stated in any requirement before. I understand the 8(a) Prime has to perform 51% of the work and have some past performance. At FAR 15.305 Proposal Evaluation Paragraph (2)(iii)Past Performance Evaluation states “The evaluation should take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition. My question is this: Will you re-consider your answer and allow critical subcontractors past performance to count if the prime performs 51% of the work and has some relevant past performance?
Government Response: The FAR Clause 52.219-14, Limitation on Subcontracting is treated the same way as for any set asides in which the small business including 8(a) firms will have to self-perform a percentage of the work (51%) and the subcontractor can be small or large businesses, however, please keep in mind the prime will be evaluated on Prior Experience. So, correction from the prior #16 response - the Subcontractor does not need to be 8(a) after all, but as the prime you must perform at least 51% of the work and the prime’s prior experience will be evaluated.
6. Reference: Solicitation, Amendment 1, Instructions to Offerors, page 2, item 3.a, Offer Format and Organization Table, the reference for the Technical Proposal Page Limit of 30 pages, and Instructions to Offerors, page 4, item 4.a.(4).6, the statement “A description of how inspections will be documented with sample inspections records for each type of inspection to be conducted.”
Question: In order for offerors to submit examples all of the required inspection forms, would the Government please increase the page count for the Technical Proposal from 30 pages to 40 pages?
Government Response: Yes the Government will accept 40 pages. See attached revised Instructions to Offerors.

Reference PWS, 1.10.17 Question/Comment: How many fire extinguishers must be serviced and when was the last 6 year maintenance performed?
Government Response: There are 117 fire extinguishers in the dormitories. Bldg 1218 has 27, which received 6-year maintenance in May of 2012. Bldg 1243 has 15 which will require 6-year maintenance in 2016. There are a total of 75 between buildings 1212 (18), 1213 (18), 1215 (18) and 1216 (21). These all received 6-year maintenance in August 2011.
