FA8601-16-R-0006 Dormitory Maintenance Questions & Answers 11 Dec 2015

1. Reference: Section B Line items Discussion: Each Item No references PWS date 2 Nov 2015. The PWS included with the solicitation documents is dated 2 Dec 2015.

Question/Comment: Will a corrected Section B be issued?

Government Response: Has been corrected in Solicitation. Please refer to the most current PWS now dated 15 Dec 2015.

2. Reference SF 1449, Block 10 Discussion: The Set-Aside is marked 8(A); however, page 25 of 42, clause 52.212-5 Contract Terms and Conditions, item 14(i) 52.219-6, Notice of Total Small Business Set-Aside (NOV 2011) is marked.

Question/Comment: Please confirm this requirement is set aside for 8(a) businesses.

Government Response: This requirement is indeed a 100% 8(a) set aside as marked on the front page of the Solicitation. The mark by 52.219-6 has been removed.

3. Reference Attachment 2, Instructions to Offerors vs. Attachment 3 Evaluation Factors Discussion: Instruction to Offerors, Page 3, #4 Evaluation Factors and Offer Volume Content, a. Part I – Technical Capability Proposal has 3 Sub-Factors; however, Evaluation Factor, Page 3, shows Sub-Factor 4 Continuation of Essential Contractor Services referencing PWS 1.17.11 (This PWS reference is NOT is the PWS provided.

Question/Comment: Please clarify the Sub-Factors.

Government Response: Instruction to Offerors has been corrected to show the 4th SubFactor. PWS reference should read 1.16.11. This is now changed in Instruction to Offerors and is reposted.

4. Reference PWS, Page 82, Appendix G, Transition Plan Discussion: Paragraph 1 states, “the Contractor shall begin the orientation period up to 30 days (line item 0001 Section “B” of the solicitation/contract). Line item 0001 of Section “B” does not reference Transition.

Question/Comment: Please clarify the length of Transition. How are Transition costs to be shown in Section B.

Government Response: Transition Plan (Former Appendix G) is not a requirement and has been removed altogether from the PWS.

5. Reference PWS, Page 82, Appendix G, Transition Plan Discussion: Item c. Obtain security clearances, identifications and vehicle passes.

Question/Comment: Are personnel required to have security clearances? If so, what level?

Government Response: No.

6. Reference Instruction to Offerors, Page 4, Discussion: #4 Evaluation Factors and Offer Volume Content, b. Part II – Price Proposal, ii. States Enter unit prices and extended prices for CLINS 0001 through 4002. However, Section B has CLINs 0001 through 2004.

Question/Comment: Can the government please clarify all CLINs.

Government Response: Corrected. Now reads 0001-2004

7. Reference PWS Page 13; para. 1.9.6 Discussion: The Contractor shall install white-colored electrical receptacles, covers, switches, and plates Question/Comment: Will replacement be required as initial contract requirement or will the units be replaced when they become broken, cracked, or discolored or non-white? If the replacement is required as an initial requirement, please provide the number required for replacement, Government Response: White receptacles, covers, switches, and switch plates will be installed as they become broken, cracked, etc.

8. Reference PWS Page 1.11.4 Roofing Accessories Discussion: Damaged or deteriorated components shall be returned to a weather tight condition.

Question/Comment: Please identify the square footage, limit of roof component size or type , or number or dollar value of damage or deterioration that be under the contractors responsibility.

Government Response: The older dorms (Bldgs 1212, 1213, 1215 and 1216) have a concrete roof that was installed during construction in 1957-1968. This roof was then covered with a steel and standing seam metal roof in 1997. This roofing has a service life of 50 years. The two newer buildings have steel and metal roofing installed during construction. This is a maintenance and repair contract. If large portions or whole roofs were in need of replacement, we would request a project for a roofing contract.

9. Question/Comment: Will the Government provide a NTE value for CLIN 0003 and 0004?

Government Response: CLIN 0003 should allow for offeror’s rate to be entered, so will not include an Ceiling Value. CLIN 0004 is now updated to include Ceiling Value

10. Reference PWS 1.18.9 Lead Based Paint Discussion: “When disturbing any painted surface in dormitories on WPAFB which has not been tested by a licensed Lead Risk Assessor and found to be lead free (<1.0mg/cm2 or <0.5% by weight)….”

Question/Comment: How many dorm rooms have not been tested?

Government Response: None of the rooms have been tested as a whole. Only when grinding, sanding, etc. is to done is it necessary for the area to be tested. Then only the area to be disturbed is tested. Normal wall repair, filling of holes, gouges, etc. and sanding of the new patch material does not necessitate testing. Buildings 1218 and 1243 are exempt from this requirement as they were built in 2006 and 2010.

11. Reference Solicitation page 32 of 42 Discussion: States, “The total duration of this contract, including the exercise of any options under this clause, shall not exceed 36 Months.”; however, we are required to price a 6 month extended price.

Question/Comment: Should the “shall not exceed” be 42 months?

Government Response: The Government will evaluate the 6 month extension using the method explained in the Evaluation Factors under the paragraph “Total Evaluated Price (TEP)”. This will not be included in the total period of performance at this time (as directed by CO). No changes made to Solicitation regarding this question.

12. Reference PWS 1.9.8 Stairs and Handrails Discussion: Section is under CLIN 001 and states contractor will maintain as requested by COR.

Question/Comment: Since this is FFP service, please identify the scope of repair the contractor will be responsible to maintain.

Government Response: Stairs and Handrails in the dormitories are typically concrete with steel edging and handrails. Some stairs have a rubber non-slip covering installed. Some exterior handrails are aluminum. Most handrails are painted steel. If concrete stair treads were to become cracked and chipped to the point of failure (safety hazard) they would need repaired by replacement concrete, installation of rubber non-slip covering or some other method. Handrails would be repainted as necessary.

13. Reference PWS 1.9.7 Doors, Windows, and Related Hardware Question/Comment: Will repair or replacement of damaged or deteriorated components be an initial contract requirement or required as units become damaged or deteriorated?

Government Response: Doors, Windows and related Hardware would only be repaired or replaced as they become damaged or deteriorated. There is a project identified to replace doors, windows and the related hardware in Bldgs 1212, 1213, 1215 and 1216. Building 1243 is 6 years old and Building 1218 is 10 years old. These components have 20 and 30 year useful life expectancies.

14. Reference PWS, 1.10.17 Question/Comment: How many fire extinguishers must be serviced and when was the last 6 year maintenance performed?

Government Response: There are 119 fire extinguishers in the dormitories. Bldg 1218 has 27, which received 6-year maintenance in May of 2012. Bldg 1243 has 27 which will require 6-year maintenance in 2016. There are a total of 75 between buildings 1212 (18), 1213 (18), 1215 (18) and 1216 (21). These all received 6-year maintenance in August 2011.

15. Question: Who is the incumbent and what is the contract number Government Response: Alutiiq Mele LLC, FA8601-10-C-0050, and Bridge FA8601-15-C-0110

16. Question: When you evaluate past performance will you include subcontractors past performance?

Government Response: Both companies have to be 8(a) and the prime will still have to show that their company has at least 51% of the prior experience required.

17. Question: Will there be a site visit Government Response: Yes, Site Visit information has been posted to this Solicitation

18. Discussion: Many maintenance contracts place a dollar limit on the repair costs for a task order on a FFP CLIN with anything over that value usually falling into a Cost Plus or T&M CLIN. This is done to protect the contractor from paying for unusual expenses that cannot be planned for and fall outside traditional maintenance activities. In providing a ceiling amount the Government reduces the risk to the contractor which typically results in a lower overall cost to the Government. In this bid appliance replacement historic workloads were not provided, but could be required based on individual preference and/or product failure.

Question/Comment:

Are appliance replacements to be charged against CLIN X002 or X004?Would the Government consider placing a per task maximum on material costs for a work order with costs below that assigned to CLIN X002 and anything above the threshold to CLIN X004? If so, please provide a threshold amount.

Government Response: CLIN 0002 specifically says " 1.10.3. (repairs and replacement labor)". That entails all labor and materials to make repairs to appliances and labor involved in replacement of appliances. The historical data was supplied in two areas. The first is in the job order count under appliance work. The second is the parts list. It lists all appliance parts used. CLIN 0004 specifically says "1.10.3. (replacement)". That means we will be reimbursing them for the cost of the new appliance.

19. Question: Are security clearances required for contract performance. If so, would the Government provide a DD254.

Government Response: No clearances required.
