Integrated Solid Waste Management (Refuse)

FA8601-13-R-0026

QUESTIONS/ANSWERS

Front Load Dumpster Routing

1. Would the government consider a revised frontload schedule where upon the lifts are spread out more evenly across 5 days (currently the vast majority of lifts take place on

Tuesdays with zero lifts on Thursdays)?

- Yes, the government would consider adjusting the schedule as long as it does not impact the quality of service provided. The goal is to ensure that all containers are picked up and emptied on a basis that fits the needs of each specific facility.

Unscheduled Pickups & Special Events

In regard to CLIN # 0010; Unscheduled Pickup and Special Events:

2. Does this line item relate to front load dumpsters, roll-off containers, or both?

- This line relates to both front load and roll-off containers that are placed for a special event.

30 CY Recyclable Collection

In regard to CLIN #0003 (CE), #0029 (MED), #0038 (MUS): 30CY Recyclable

Collection

3. Please confirm that these recycling containers will be collected “On-Call”?

- All 30CY recyclable containers are “On-Call”

4. The total max quantity for these combined line items during the base period is 65 and the first option year is 212. Is there a minimum quantity guaranteed to be ordered during each contract period?

- Because these lines are based on what the facilities dispose of, there is no stated minimum for this line. The majority of these pick-ups occur on CLIN #0003 and the fewest will occur on CLIN #0038.

5. Could the government provide any historical data regarding the number of 30cy

Recyclable Collection hauls ordered during the previous 12-month contract period?

- During a 12-month contract period there is no guaranteed minimum amount for any disposal type on WPAFB.

Compost Material

In regard to CLIN #0005(CE), #0030(MED), #0039(MUS): Compost Material

6. Please confirm that these are “Roll-Off” containers collected “On-Call”?

- These contains will all be done on an “On-Call” pick up system using “Roll-

Off” containers.

7. The total max quantity for these combined line items during the base period is 70 and the first option year is 143. Is there a minimum quantity guaranteed to be ordered minimum for this line.

8. Could the government provide any historical data regarding the number of

Compost Material hauls ordered during the previous 12-month contract period?

Construction and Demolition Debris Pickup

In regard to CLIN # 0011(CE), #0031(MED), #0040(MUS): Construction & Demo

Debris Pickup

9. The total max quantity for these combined line items during the base period is 30 and the first option year is 102. Is there a minimum quantity guaranteed to be ordered

10. Could the government provide any historical data regarding the number of C&D hauls ordered during the previous 12-month contract period?

On Call Open Top Container Hauling

In regard to CLIN #0027 (CE), #0036 (MED), #0047 (MUS): On Call Open Top

Container Hauling

11. Does this line item refer to open top boxes containing any specific type of waste

(solid waste, recycling, compost, etc.)?

- These line items refer to Open Top containers for Solid Waste (trash).

12. Will the contractor be required to dispose of waste from these containers off-base?

- All waste that is disposed of from WPAFB, with, the exception of recyclable materials, is required to be taken to an off-base site.

13. Are these containers simply hauled from one location to another on base?

- If the container is full, it will be taken to an off-base location to be dumped. If the container is not full, the COR, contract officer representative, will inform the contractor of an alternative location it can be set in order for it to be used again immediately. Once it is full, it will be dumped at an off-base location.

14. The total max quantity for these combined line items during the base period is

230 and the first option year is 720. Is there a minimum quantity guaranteed to be ordered

15. Could the government provide any historical data regarding the number of On

Call Open Top Container hauls ordered during the previous 12-month contract period?

Common Use Receptacles

16. There are (2) two CLIN’s for Common Use Receptacles #0012 & # 0014. Please confirm that the contractor should not provide a price for #0012 (USAFM Reserved)?

- CLIN 0012 is reserved and no price is required as this is referring to the time period of October through March which is covered in Option clins. CLIN 0014 is referring to the time period of April through September. Given the nature of the USAFM, these container require more frequent pick-ups during April through September, thus the different lines. This difference should be annotated on the schedule provided.

Workload Data

In regard to the estimated workload data (Appendix A-Table A1); the annual estimated quantities provided differ from the quantities requested annually on the CLINs.

17. Is this data presented in this table representative of all 3 areas of the base?

- The data in this table is a summation of all areas of the base.

18. Does item 12 “Bulk Container Relocations”; correspond with “On Call Open Top

Container Hauling” on the CLINs #0027, #0036, #0047?

- Yes, this is correct.

Disposal

PWS 1.1.10: “Incoming and outgoing vehicle weights shall be recorded on weigh tickets provided by the operator at the weigh station.”; “The Contractor reimbursed for tipping fees according to submitted invoices.”

19. Please confirm that all roll-off containers (from all areas of the base) must be weighed when departing WPAFB and upon returning to WPAFB?

Q: If departing Area B, do you have to weigh in on base scales in Area A?

(Example) If departing Area B with a roll-off, the contractor would be required to go through security in Area A to weigh the roll-off at the Recycle Center before departing for the landfill. Upon returning from the landfill, the contractor would be required to enter Area A again, weigh in at the Recycle Center, obtain a 15 minute pass from security, and finally take the roll-off box back to Area B. Is this a correct scenario?

- The landfills have a weigh station available to for these trucks to weigh on before dumping. The contractor will use the scale in Area A for all recyclable containers.

20. Is the contractor reimbursed based on weight tickets from landfill or base scale?

- The contractor is reimbursed based on the weight ticket at each landfill. In the case of the recycling center, the base scale is the correct one to use. A weight ticket must be provided in order to receive reimbursement.

21. Please confirm that the contractor will be reimbursed for all disposal costs associated with disposal of all wastes generated on Wright Patterson AFB?

- The contractor will be reimbursed for disposal costs as written in the contract.

Please note, not all disposal costs are by ton, some are done by CY. A weight ticket must be provided in order to receive reimbursement.

Equipment Maintenance

Contractor shall perform all cleaning, painting, repair & other maintenance tasks off-base.

22. Can any maintenance task (painting or repair of containers) be performed at the staging yard on base?

- All maintenance can be performed on WPAFB if so desired. Depending on the work being done, burn permits may be required. Notice to the COR regarding repairs must be done before any repair is accomplished.

All broken or damaged government furnished containers identified in the original joint inventory shall be repaired by the contractor at the government’s expense.

23. Please confirm that the contractor will repair containers damaged after the initial inventory and continuing throughout the life of the contract at the government’s expense?

- Any repair maintenance that is performed on government containers will require a submission of an estimate to CO/COR before the work is slated to begin. Repair work will be done at the government expense. All damaged repairable containers not noted on the original or joint inventory and determined by the

COR to be caused by contractor abuse, negligence, or misuse, shall be repaired at the expense of the contractor.

24. Is the contractor or government responsible for providing paint and supplies for maintenance & repair of containers?

- The contractor will be responsible for providing paint and supplies for the maintenance and repair of WPAFB containers.

25. Should the government require new containers or replacement parts; please confirm that it is the contractor’s responsibility to purchase the new containers or replacement parts and submit invoices to the government for reimbursement.

- Any repair maintenance/replacement that is performed on government containers will require a submission of an estimate to CO/COR before the work is slated to begin. The government reserves the rights to obtain replacement containers through other sources as determined by the CO/COR. If work is performed or replacement containers purchased, the contractor will submit invoice for reimbursement.

26. 1.1.1.2 states that food waste containers are identified in Appendix A however this is not the case. Please provide this information.

- Food Waste containers are located at the following facilities o 10262 o 10828 o 10830 o 10893 o 11403 o 20016 o 20045 o 20489-8 o 20630 o 20653 o 26933 o 30022 (1) o 30206 o 31214 o 31221 o 31235 o 31250-2 o 31250 – B/K AAFES

27. 1.1.3.3 Does the government provides the liners for the public use receptacles or are this contractor expense?

- Liners for the containers that USAFM are a contractor expense.

28. 1.1.3.5 is the ash considered a Special Waste? If required by the disposal facility will the government provide the waste characterization and any testing? Please identify the current disposal location.

- The ash is not considered a special waste. It is able to be dumped at a solid waste landfill and does not require a manifest or any such paperwork. The current disposal location is Stoney Hollow.

29. 1.1.3.7 under which CLIN is the servicing of the “on call” refuse compactors

(bldg. 20306 and 31238-1) to be charged.

- I believe this question is referencing 20306 and 10828. These containers were referenced as “fuzz boxes” on the site visit. The CLIN that is servicing these facilities is 0023.

30. 1.1.3.8 “Verification that the asbestos waste is double bagged and properly tagged is the contractors responsibility.” How can the contractor be held responsible for this, when they do not bag the asbestos and do not load the container? The only way to verify this would be for the contractor to unload each container and inspect its contents, prior to servicing the container. Which would be impractical and unsafe. We respectfully request that this requirement be deleted.

- This will be Civil Engineering responsibility to ensure that all asbestos is double bagged and tagged. An amendment will be prepared to reflect this change.

31. 1.1.3.9 reimbursement for surge requirement services is only included under a few of the roll off service CLINS (x026, x027, x036, x047) how would the contractor be reimbursed for any other surge requirement work, such as additional front load service etc.

- Surge requirements will be handled by 30yd containers only, which are done by an on-call basis and handled on separate clins.

32. 1.1.3.11 could you please identify the current saw dust disposal location.

- The saw dust is currently taken to C&S tree disposal in Springfield.

33. 1.1.5 identifies numerous gates through which the collection vehicles can enter and exit the base, (once the vehicle has been inspected) which may be closed due to force protection, please confirm that these gates are available for use in normal circumstances.

- Once the vehicle has been inspected for the specific load it is entering the base for; it can use these gates to enter the base. Anytime a truck leaves the base, it will need to be re-inspected before re-entering the base.

34. 1.1.10 requires the weighing of all incoming and outgoing vehicles on the base scale in Area A. This has the potential to add a tremendous amount of time and cost to the operation.

For example: Servicing a roll off compactor in Area B.

Contractor’s roll off truck would proceed to the truck inspection facility in Area A, be processed, and receive the proper documentation to proceed to the Area B gate (within 15 minutes). After passing through the Area B security gate the truck would proceed to the assigned compactor and load it. The truck would then return to the Area A truck inspection facility, be processed, and proceed to the scale at bldg. 10293. The truck would weigh in and proceed to the off base disposal facility. At the disposal facility the truck would weigh in, empty the compactor and weigh out. The truck would then return to the Area A truck inspection facility, be processed, go to the scale at bldg. 10293, weigh in, and proceed to Area B security. (On this final leg the ability to get the security documentation at the Area A, weigh the truck at bldg. 10293, and proceed to security at

Area B within the allotted 15 minutes is questionable and may require another pass through the truck inspection at Area A) The truck would then replace the compactor in its service location in Area B.

Under this scenario the truck was weighed 4 times and inspected 4 to 5 times.

In lieu of this would the government accept the scale tickets from the certified scales at the disposal locations and not require weighing in and out at Area A bldg.

10293.

- Yes, a weight ticket must be provided in order to receive reimbursement.

35. 1.4.3.1 As containers have to be repaired within 7 days of notification by the

COR, would the government consider setting a limit on the number of containers that can be required to be repaired at one time. This would allow the contractor to project staffing requirements.

- The COR will work with the contractor on each container individually to ensure the workload is achievable. Upon the joint inventory the contractor will have a better idea of what work will be required to repair the containers and can project staffing requirements from that point.

36. 1.4.3.1 could the government please provide recent historical data on the number of containers that have required repair and the types of repairs required?

- Recent repairs have been done only when deemed mandatory to the operation of the container.

37. 4.5.3 are there any containers located within the restricted areas, which would require employees to have NAC clearance. If so please are they roll off, front load or lugger containers.

- No

38. Table A1 shows the estimated annual quantity of Municipal Solid Waste is 4,800 tons per year however the tons on CLINS 1015, 1032 & 1041 total 5,990 tons. Please clarify this inconsistency.

- Table A1 is an estimate of what is expected on an annual basis, however to help account for potential surge requirements, each CLIN is able to handle most increases we may occur.

39. Table A1 shows 780 bulk container relocations per year; please confirm that this is correct, as it seems very high.

- This is correct.

40. There are no 30yd open top roll off locations indicated on Table A2, however some were noted during the site visit, could you please provide a list of these locations and estimated service frequencies.

-Depending on the workload, frequencies may change. This is the current list of 30yd open top containers around WPAFB. Those highlighted in Red are picked up on a regular basis. The location of these containers do change frequently.

41. Table A2 indicates that there are 2 compactors at building 20306, a 30yd compactor and 42yd “Fuzz” compactor, is this correct?

- There is only one compactor at this facility; a 42yd “Fuzz” box container.

42. Table A2 indicates that there are 32 30gal trash cans at the AF Museum, during the site visit it was noted that there may be more than this. Could you please confirm the number of trash cans to be serviced.

- There are only 32 trash cans.

43. Could you please identify which of the locations are on Area A and which are on

Area B?

- On Table A2, any facility that begins with a “2” is in area B. Example, 20840 and 21661 are in Area B. Any building that starts with a “1” or “3” is in Area

A/Kittyhawk.

44. Which CLINS should be used for reimbursement of disposal fees for the Ash, Saw

Dust and Fuzz?

- Ash and Fuzz Box : 0015 and 0016

- Saw Dust: 0019

45. CLIN x010 Unscheduled Pickup and Special Events. Is this line item to be used for front load service only? Unscheduled/Special event front load and roll off services would have different pricing?

- This line item will be used for both front load and roll off services pertaining to special events.

46. Please confirm that we do not have to price 0012.

47. CLIN x026 is for 30yd services to building 1250-1 and 1250-2, however these buildings are not indicated on Table A2. Please provide container details and service requirements for these locations.

- These containers are listed under 31250-1 and 31250-2 on Table A2. The service is for (2) 30yd compactors and (2) 8yd trash containers. The schedule pickups are listed on Table A2

48. CLIN 0032 has a quantity of 26 tons for 4 months, but the Option Year quantity is

750 per year. Should 0032 be 260 tons?

- Yes it should. An amendment will be issued to correct this.

49. X038 has varying quantities in the last 2 Option periods from the earlier periods, is this correct?

- Yes, based on planned out projects, this is correct.

50.) There are many relocation requests for containers at WPAFB. The

Previous contract provided a CLIN Line Item for relocations. If this will

Not be a line item for the upcoming contract, will WPAFB provide the

Estimated number of relocations for 4/8-yd dumpsters and roll offs that will need to be accounted for in the contractor's operating costs?

- The government anticipates very little relocation of containers. Any relocations that are anticipate at this time are to be done within conjunction of special events, CLIN 0010.

51.) Please establish the cleaning expectations for containers so this can be accounted for in the contractor's operating costs?

- The government will not issue a cleaning schedule for the contractor. The contractor is responsible for maintaining all contractor and government provided containers ensuring they are free of unpleasant odors, dirt, debris, and pests.

52.) Can you please provide us with a list that tells us which containers are for recycling and which are trash.

- Only Trash containers will be done on this contract. All cardboard compactors are listed at the end of Appendix A Table A-2.

53.) Are there 64 x 30gallon containers listed at Bldg 20489-8? Are these located through out the building and will the contract require employees to go into the building to service them? Are the containers and liners provided by the government or will they be contractor furnished?

- There are 32 x 30 gallon containers for BLDG 20489-8. They are located throughout the border of the park and parking lot. The contract requires these containers be emptied and the bags be replaced by contractor furnished liners.

54.) Will the contractor be responsible for servicing all recycling FEL's and roll off containers? What role do the government employees play with recycling? Are they only sorting the material dropped off at the recycling facility and selling them on behalf of the WPAFB?

- The only recyclable containers that will be handled through this contract are the large 30yd containers on an “on call” basis. The contractor’s role is simply to transport the container to the recycling center on WPAFB and dump. All sorting will be done by the recycling center itself.

55.) What does "CE" mean in the Appendix A table A2 document?

- Refer to the bid Schedule. The CE reference will be helpful in dealing with estimated billing. CE, Med Center, and USAFM all have separate CLINs for most items.
