Solicitation FA8601-13-R-0026 Integrated Solid Waste Management
Questions and Answers – 20 March 2013
Additional Questions:
1. CLINs 0015, 0032, 0041 provide for Sanitary Disposal Fees. The closest facility authorized to accept this material charges different per ton disposal fees for material generated in Montgomery County and material generated in Greene County. Could the government provide separate Sanitary Disposal Fees CLINS for each County as it does for Generation Fees?
ANSWER: These three CLINS have the same unit price amount, regardless of being in Montgomery or Greene county. What the contractor can do on these CLINs is to break it out on their submitted paper bill. This will allow us to track the sanitary fees from Greene County and the Fees from Montgomery County, without having to add an additional CLIN. When submitting the invoice through the online pay site, the broken out parts of the CLIN will be combined and billed under CLIN X015, X032, or X041. The generation fees are already broken out; these fees are broken out because Montgomery county and Greene county have different prices per ton .
2. PWS Appendix A, Table A1-Estimated Workload Data. Can the government define "Construction and demolition (C&D) Container Placements." Does "Placement" mean the delivery of an empty container or the pick up and transportation to disposal (servicing) of a full container? This clarification is necessary as it is feasible that a once a C&D container is put in place, it may be serviced multiple times.
ANSWER: This refers to the pick up and transportation to disposal (servicing) of a full container.
3. Based on previous work performed on base, we would like to know what time we will be able to access front load containers? At one time, contractors were encouraged to perform front load service as early as 3 AM. Due to traffic on base, early service provides safer access and lowers the risk of accidents.
ANSWER: The contractor is correct, in most areas of WPAFB, it is encouraged that front load pick ups be done early in the morning. Work currently beings around 3-4am in area B due to the tightness of the turning radius and lack of permanent homes.
4. Will the drivers get badges and if so how many will be issued?
ANSWER: The authorized drivers for the base will need to pass a background check before being ID cards. Only the authorized drivers and project supervisors will be administered the ID cards. At this time, I am unaware of a limit.
5. Do all of the containers have to stay on their property or can some of the containers be stored in our yard or other locations for convenience?
ANSWER: All containers must stay on government property.
6. Can we get a sample of the material that is being hauled to Pay Gro and can it be hauled to a different location that the hauler chooses?
ANSWER: No samples of the product will be given. This material may be taken to a different location if the location accepts the product. The main goal is to ensure the product is diverted away from the landfill.
7. Are the officers housing included in the contract?
ANSWER: No.
8. In regards to section 4.7 Contractor Employees, is the government requiring a dedicated (full time) project manager for the contract who will be on base daily to interact with the CO or COR?
ANSWER: There needs to be a full time project manager is able to meet with the CO or COR within a reasonable time and is reachable during normal business hours. No office on base will be provided.
9. Again in regards to section 4.7, should a prime contractor have a teaming partner for the purposes of servicing the WPAFB contract, will vehicles and clothing have to display the name of the prime contractor or will the partner's logo be sufficient?
ANSWER: A uniform that signifies you are the contractor for the refuse contract is required and the logo of the partner company that is performing the action of the contract is sufficient.
REVISIONS TO PREVIOUS QUESTIONS
1. Would it be possible to re-post this chart with a different color highlight or font?
ANSWER: Please view attachment.

2. The answer to question 39 and 50 appear to be contradictory. Q 39 Confirms 780 container relocations and Q50 states "The government anticipates very little relocation of containers." Can you please clarify this.
ANSWER: Please reference question 18 on the response concerning how Bulk Container Relocations on table A1 corresponds with On Call Open Top Container Hauling.
Bulk Container Relocation includes special placement and relocations as well as pick up on this table A1. For a further break down, please view the document that breaks items done by each CLIN.
3. In addition to the Amendment that was issued, there are 3 other inconsistencies in the Cost Document. The amounts may be correct, but because they are inconsistent with the CLINs for other option years

ANSWER: See changes to contract line items in revised synopsitation document.
4. I have viewed all documents list on the FBO website but I didn't see the SF 1449 or the SF 30 for the amendments. Will they be posted at a later date?
ANSWER: Since this is a synopsitation document, there will be no SF 1449 nor SF 30s issued until award is made.
5. Would the government consider swapping the 8 luggers to front load dumpsters or 10 cubic yard rolloff containers to reduce costs associate with the purchase/operations of a lugger truck?
ANSWER: No, the government would not consider this option. The luggers that are used currently match up with specific jobs on base and are the best option for the specific facility they are located at.
6. Contractor requested the number of historical (actual) hauls for on-call recycling, compost materials, C&D, & solid waste open top containers; ordered by the government over the past 12-month contract period.
Answer: During a 12-month contract period there is no guaranteed minimum amount for any disposal type on WPAFB.
Follow up - The intent of these questions was to obtain the actual number of hauls ordered by the government for the past contract year.
7. Table A1 states the annual estimated quantity of Bulk Container Relocations is 780 and C&D placements is 100. However, there is no data supplied for compost or recycling hauls.
a) Is the historical information regarding the estimated number of pulls available?
b) Has the CLINs related to On-Call Rolloff collections been increased over the actual historical estimates to account for surge requirements?
ANSWER:
a. No, the historical information is not available. The tonnage amounts for each items are on table A1 and there is also a document available that shows expected amount of containers or cubic yards, including surge requirements, with the solicitation.
b. Yes, the excess items on the CLINs versus table A1 is to account for possible surge requirements.
8. Is the contractor or government responsible for providing paint and supplies for maintenance & repair of containers?
ANSWER: The contractor will be responsible for providing paint and supplies for the maintenance and repair of WPAFB containers.
Follow up: Will the contractor be reimbursed for paint and supplies used to repair government furnished containers?
ANSWER: If the contractor wishes to be paid for paint or supplies used for a repair, they will need to itemize these items on the quote they give for the project. A quote is required before any work is done on all containers.
9. Please confirm that the contractor will be reimbursed for all disposal costs associated with disposal of all wastes generated on Wright Patterson AFB.
Answer: The contractor will be reimbursed for disposal costs as written in the contract. Please note, not all disposal costs are by ton, some are done by CY. A weight ticket must be provided in order to receive reimbursement.
Followup: Are disposal fees paid to the contractor on a true cost-reimbursement basis (i.e. the government pays the actual amount of the invoice from the disposal site); or does the contractor receive payment based on the price per ton or cubic yard provided in each respective CLIN?
Answer: The contractor receives payment based on a price per ton or cubic yard provided for each respective CLIN.
10. CLIN x026 is for 30yd services to building 1250-1 and 1250-2, however these buildings are not indicated on Table A2. Please provide container details and service requirements for these locations.
ANSWER: These containers are listed under 31250-1 and 31250-2 on Table A2. The service is for the 30yd open top containers associated with these two facilities. The compactors at these facilities will be under CLIN X025.
