FA8553‐20‐R‐0009 Royal Saudi Air Force (RSAF) C‐130 On‐Call Maintenance Support Questions & Answers #1
1. Question: Section K, page 21 of 36, please confirm that small business size standard is $35M.
Answer: The Government confirms the small business size standard is $35M under NAICS code 488190 IAW clause 52.204‐8.
2. Question: Section L, page 31 of 36, please provide the legend which Offerors are required to place at the bottom of each proposal page.
Answer: Insert the language IAW amendment 01 shown below:

3. Question: Section M, page 35 of 36, please confirm that given this is a Lowest Price Technically Acceptable evaluation and if more than one offer is received, that price reasonableness and price analysis techniques will not be applied.
Answer: Price competition will support a determination of price reasonableness. Price analysis will consist of comparison of competing price quotes. IAW section M volume II (A) amendment 01.
4. Question: Wage Determination Rates and Places of Performance – Please confirm that the only Wage Determination Rates provided with the RFP are those for the State of Maryland, Counties of Frederick and Montgomery. Given that because of the requirements for PWS 4.1.2 Place of Performance, with an unknown quantity and specific locations of places of performance, please provide guidance on how offerors are to complete the CLIN 0002 Pricing Spreadsheet when Wage Determination Rates for the various locations will/could be different.
Answer: Additional wage determinations have been added in amendment 01. These locations are IAW PWS para 1.3 flight schedules. Note CLIN 0002 pricing spreadsheet should be loaded rates IAW FAR 52.232‐7.

5. Reference: PWS paragraph 1.1
Question: Will RSAF C‐130H configurations be provided prior to award?
Answer: No, configurations will be provided after award for use at the call center IAW PWS paragraph 4.15.
Changes Made: No changes were made to the PWS as a result of this question.
6. Reference: PWS paragraph 2.0
Question: Can the Government please define what they mean by suspense date?
Answer: Completion Deadline.
7. Reference: PWS paragraph 4.1.2
Question: Since Place of Performance may be outside of the US, please clarify how local non‐US direct and indirect taxation (if any) such as but not limited to GST, VAT, corporate income tax...
not covered by tax Treaties would be processed.
Answer: Our office has not come across this issue in other On‐Call Maintenance efforts. The Government team and contractor will work together to resolve any issues if they come up.
8. Reference: PWS paragraph 4.3
Question: Paragraph 4.3 is repeated. First for 4.3 Repair, then 4.3 Holidays and Facility Closings.
Please clarify the numbering and whether or not a paragraph is missing.
Answer: PWS paragraph Holidays and Facility Closings has been changed to 4.3.3.

9. Reference: PWS paragraph 4.3.1
Question: Will all packing and shipping be T&M since it is unpredictable/unknown?
Answer: Packaging is part of the material and handling rate to be quoted in the CLIN 0002 Pricing Spread sheet.
10. Reference: PWS paragraph 4.6.1
Question: There is no paragraph 4.9.2. Did the Government mean instead paragraph 4.10.3 Initial Response Report? Please clarify.
Answer: The correct PWS paragraph reference is paragraph 4.10.3.

11. Reference: PWS paragraph 4.6.1
Question: Did the Government mean project lead contact instead of contract?
Answer: Yes. It should have stated contact.

12. Reference: PWS paragraph 4.6.3
Question: After award will contacts for the various locations be made available?
Answer: Locations will be made available to the contractor usually when they are alerted to a trip, and points of contacts will be given in case of an event.
13. Reference: PWS paragraph 4.6.4
Question: Will RSAF C‐130H Tech Order Library be made available?
Answer: Yes. The Technical Order Library will be provided after award for use at the call center IAW PWS paragraph 4.15.
14. Reference: PWS paragraph 4.6.3 and 4.6.4
Question: Does the contract cover other C‐130 variants when they are in CONUS or enroute (for example L‐100, C‐130J)?
Answer: Yes. The contract covers both C‐130H’s and C‐130J’s.

15. Reference: PWS paragraph 4.10.1
Question: Can the Government please clarify what the correct name of CDRLs A003 and A004 are?
Answer: The correct name for each CDRL is below:
CDRL A003: Meetings and Reviews Agenda CDRL A004: Meetings and Reviews Minutes.
Changes Made: PWS Section 4.2 has been corrected to reflect the correct CDRL names. See PWS Rev 1 dated 20 Aug 2020.
16. Reference: PWS paragraph 4.11
Question: The referenced CDRL is mislabeled as CDRL A010 DI‐MGMT‐81238/T, Contract Field Status Report, CFSR – Final Repair/Recovery Plan Price Estimate Report). The CDRL is not included in the CDRL pdf package. Could the Government correct the PWS reference and include the correct CDRL for MGMT‐81238/T?
Answer: This CDRL was referenced in error and has been removed from PWS paragraph 4.11.

17. Reference: PWS paragraph 4.15
Question: Will the contractor be able to acquire/purchase the necessary publications and technical data from the RSAF or USAF?
Answer: Technical data will be available for contractors to access, but some specialized data for the C‐130Js will require a relationship with the OEMs on the part of the contractor.
18. Reference: PWS paragraph 5.2.4
Question: Will the Government issue a DD254 and sponsor a Facility Clearance package should it become necessary?
Answer: Yes, the Government will issue a DD254 and sponsor a Facility Clearance package should it become necessary.
19. Reference: PWS paragraph 5.2.7
Question: Is it correct the Government will not require clearances?
Answer: Though the Government does not expect a need for security clearances, we cannot completely rule out the possibility. If security clearances are required, the Government will issue a DD254 and sponsor a Facility Clearance package should it become necessary.

RFP Language:
Troubleshooting Ran engines found #2 and #4 propellers leaking excessively Repairs Remove and replace #3 and #4 props
Question: We believe this is a typo. If troubleshooting finds #2 and #4 props leaking, shouldn't the repair and replace be for #2 and #4?
Answer: Yes it should be #2 and #4 for both troubleshooting and repair.

21. Reference: RFP Section L, Volume Organization, Page 30 of 36
Question: Due to the 25 page limit for the technical response and the amount of detail requested, will the Government consider a 10 point font for tables, charts, graphs, drawings, diagrams, supporting illustrations, spreadsheets, etc.?
Answer: Rather than allow a smaller font size, the Government has increased the page limit to 50 pages.

22. Reference: CDRLs A006, A007, and A008
Question: Does CDRL A008 require submission with initial response of A006 and A007?
Answer: A006 should be submitted before A008. However, it is acceptable to deliver both simultaneously.

Question: Given the nature of the on‐call maintenance, does the 60 day advance notice of shipping apply in CDRL A001 and A002?
Answer: No. We can't task any action in advance before an event.
