Next Generation Self-Contained Breathing Apparatus Pre-Solicitation Questions & Answers Round 1 12 Aug 2020

1. Question: The delivery of 1 EA CWC Pre-Production Unit is 240 calendar days after receipt of order, but most other delivery dates are 30 days. What is the reason behind the 240 days for the delivery of 1 pre-production unit?

Answer: The delivery requirement for CLIN 0001 of 240 calendar days ARO effective date of delivery order is due to the fact that the CWC Pre-Production Unit will be subject to pre-production testing requirements that will be made available at the release of the solicitation. The allowance of 240 calendar days is to provide sufficient time to accomplish this testing.

2. Question: At what point can the manufacturer that is awarded the contract expect to receive the first order for the SCBA Airpak, SCBA COTS Mask, SCBA CWC Mask and SAR Kit? Will the order be placed immediately upon award, with first delivery after 30 days, or will the placement of the order be delayed in anticipation of protests?

Answer: There is not an anticipated date of issuance of the first delivery order for the SCBA Airpak, SCBA COTS Mask, SCBA CWC Mask, and SAR Kit at this time.

3. Question: A rate of delivery is given for each item under the Basic Period and Option I. Would the Air Force accept delivery of more units per 30 day period than required?

Answer: Offerors may propose a shorter duration for delivery and may propose a higher output per month, and such will be incorporated into any resultant contract award. Any proposed shorter duration and/or higher output per month shall be annotated under the applicable CLIN under “Proposed Delivery”. Please see RFP for details when it is released.
