ATSA-I NEWSLETTER is intended provide updates to inform industry of the latest information and announcements supporting the development of the ATSA-I program acquisition. The ATSA-I NEWS updates are to relay the most current program events/plans and highlight DRAFT documentation postings for review and comment.
Note: All documentation is to be considered DRAFT until the formal Request for Proposals (RFP) is released. The ATSA-I team members appreciate your interest and values all your comments, recommendations and/or questions submitted during the development stages of this new exciting Automatic Test Systems acquisition effort.
Industry is encouraged to review all posted SAM.gov program announcements, events, draft documentation, and submit all comments, recommendations, concerns, and/or questions to the ATSA-I Procurement Contracting Officer (PCO), Sandra E. 18 JUN 2024: The purpose of this newsletter update is to provide industry notification of SAM.gov posting of updated draft documents, Pre-Solicitation Conference, and the anticipated release date timeframe of the ATSA Request For Proposal (RFP).
1) Posted responses to questions submitted from Industry regarding the ATSA- I DRAFT RFP FA8533-24-R-0002 and other draft documents posted on 23 April 2024
2) Posted revised DRAFT Statement of Objectives (SOO), dated 6 May 2024
3) Updated ATSA-I Sections L and M, dated 3JUN2024
4) Pre-Solicitation Virtual Conference Notice Posted. The conference will be an interactive virtual conference to walk through the contents and requirements of the ATSA-I Request for Proposal. The Pre-Solicitation Conference is scheduled for Thursday afternoon, 11 July 2024 at 12PM Eastern Time. See the posted notice for registration details.

5) ATSA-I RFP: The anticipated RFP release date is expected to toward the end of August. The goal date for release is on or around 20th AUG 2024. RFP proposal response date will be 30 calendar days from the RFP issuance date.
6) DRAFT RFP and attachments: Prior to the issuance of the Final RFP, the Government will continue to post DRAFT RFP/attachments for industry review and comment.

01 MAY 2024: The ATSA-I team provides this newsletter update to remind industry of the following:
All comments, recommendations, concerns, and/or questions related to ATSA-I program announcements, events, and draft documentation are to be submitted to the ATSA-I Contracting team via email as listed above.
23 APR 2024: The ATSA-I team provides this newsletter to inform industry of the following:
1) New RFP location and information. All posting of data associated with the ATSA-I Program will now be found under the solicitation number RFP FA8533-24-R-0002. No further updates or information will be posted on the informational request, FA8533-22-A-TSAI. Please refer to the new RFP number for all acquisition information. All postings and Sources Sought information is also posted for convenience.
2) Draft RFP and several draft attachments are hereby posted to the new SAM.gov under the new solicitation number offered in #1 above, today, Wednesday, 24 April 24. Request review and all feedback be received NLT 4pm EST, Thursday, 2 May 24. Date for Final RFP release will be forthcoming in a future update of ATSA-I News.
3) The posted DRAFT RFP, FA8533-24-R-0002, includes the DRAFT Section L, DRAFT Section M, DRAFT ATSA-I Self-Scoring Matrix, DRAFT ATSA-I Work Sample Coversheet, and the Statement of Objectives (SOO).
4) A deviation request is currently pending to address FAR 19.702(a)(2) as it relates to the development of subcontracting plans.

07 FEB 2024: The ATSA-I team provides this newsletter update to inform industry of updated and new attachments posted on SAM.gov under notice ID: FA8533-22-A-TSAI.
Section L and M has been updated to include Small Business Participation evaluation content and addition of (including educational) wording after non-profit in Section M, page 6, A. Source Selection Methodology. The ATSA-I Self-Scoring matrix has been updated to the including education verbiage. ATSA-I Questions with Government Responses posted.
The date submission for all comments, recommendations, and/or questions to be submitted to the contracting team has been extended to 0800, Monday, 12 Feb 2024. The ATSA-I team thanks industry for all the interest and communication we have received this far.

31 JAN 2024: The purpose of this update is to provide industry with 1) provide notification that the contract specialist team has changed. Tyrelle Stephens is no longer a contract specialist on this effort. His name has been removed from the team listed above; 2) DRAFT documents are posted on SAM.gov for industry review and comment; 3) draft RFP is in work and will be posted shortly; and 4) provide notification that around the second week of February, we will begin posting updates on the new Notice ID: FA8533-24-R-0002. The current notice ID: FA8533-22-A-TSAI will no longer be used or updated. Request all comments, recommendations, and/or questions be submitted to the contracting team no later than 9 FEB 2024.

The ATSA-I team expresses their gratitude to all those that attended our Industry Day and have provided us with recommendations, suggestions, comments, and questions.

10 AUG 2023: The purpose of this Enterprise News is to provide industry notification of SAM.gov postings. The Government posted an updated Industry Day Agenda and provided an announcement of the addition of virtual attendance capability via Microsoft TEAMS. The industry day agenda was revised to remove CAT-F Program Description and Digital and Government Reference Architecture (GRA) and to accommodate more one-on-one sessions. This industry day will not include any updates or communication on the CAT- F or Digital and (GRA). To attend the industry day virtually, the Government requires all companies submit an email to all the following ATSA-I team members listed below.

07 AUG 2023: This newsletter update is to inform industry that the ATSA-I Industry Day Agenda – 7 AUG 2023 was posted today on SAM.gov under notice ID: FA8533-22-A-TSAI with an updated ATSA-I newsletter. As of this newsletter update, the one-on-one session times were issued to each industry partner that had requested a one-on-one session. One-on-One sessions will be conducted on Tuesday, 22 Aug 2023.
27 JUL 2023: This newsletter update is to provide industry notification of 1) the posting of questions with responses received up to this date on the upcoming Industry Day; 2) inform industry when one-on-one sessions times will be issued to each industry request; 3) acknowledge delay in publishing the Industry Day Agenda and provide new estimated date of posting Industry Day Agenda; and 4) express gratitude to industry for all the responses, comments, and questions received thus far.
Industry Day Agenda Update: The ATSA-I Industry Day agenda date posting is now estimated to be posted NLT 8 Aug 2023. The team is taking great strides to exceed the new date.
21 JUL 2023: The purpose of this newsletter update is to inform industry that a DRAFT ATSA-I Statement of Objectives (SOO), dated 11 JUL 2023 was uploaded to SAM.gov under Notice ID: FA8533-22-A-TSAI for review and comment. We encourage and appreciate all feedback and recommendations on the DRAFT SOO.
29 JUN 2023: SAM.gov posted Industry Day Announcement, ATSA-I ENTERPRISE NEWS, dated 29JUN2023 and the Robins AFB Requirement Symposium_WNA Brief – Innovation charts briefed by Lt Col Mark Lewis, Deputy Chief, Automatic Test Systems Program Office at the 2023 Robins AFB Requirement Symposium, held on 23 March 2023 at the Museum of Aviation, Century of Flight Hanger, Robins AFB, GA. WNA – 2022 Robins Requirement Symposium Briefing (2) additionally posted from the 2022 Robins Requirements Symposium briefed by William C. Williams, Chief, Automatic Test Systems Division, held on 24 March 2022 at the Museum of Aviation, Century of Flight Hanger, Robins AFB, GA.
12 DEC 2022: SAM.gov posted of Distributed Robins Contracting Outreach charts that briefed this effort and two others (Common Armament Tester - Fighter (CAT-F) and Aircraft Smart Weapons Test Set (ASWTS)) at the Automatic Tests Systems Industry Outreach Event held on 01 NOV 2022. The posting stated there should not been a response date revision posted with the 12 NOV 2022 notice. The response date has been returned to the original response date for all three (3) efforts. There is no requirement to submit responses or update previously submitted responses on any of the 3 (three) postings.
