Performance Work Statement for
T-10 Enclosure for T-56 Engines
PR # FD2060-16-67040
20 November 2015
1.0 Description of Services
1.1 Objective(s): This Performance-based Work Statement (PWS) defines the requirements to perform fabrication and installation of two T-10 Enclosures for T-56 Engines (hereinafter referred to as Enclosures,) one each at Bradley IAP ANG, CT and Great Falls IAP ANG, MT. The Enclosures will work in conjunction with Enclosed Noise Suppressor System Aircraft/Engine (Hush House) Type A/F37T-10s with T-21D test stands and T56 engines. This effort shall include, but is not limited to, (a) Coordination and inspection of predetermined gaining sites at Bradley IAP and Great Falls IAP, (b) Transportation planning and scheduling, (c) Fabrication of new Enclosures, (d) Unloading at new sites as required, (e) Assembly/Installation to bring to full operating capability, (f) Verification testing/inspections and (g) updates to technical data and submission of Technical Data Package.
1.2 Benefit to United States Air Force (USAF): This repair will benefit the USAF by allowing the warfighter to test and maintain engines critical to USAF mission success. This effort will be considered successful if the Enclosures are fabricated and installed in accordance with the requirements detailed in this PWS per the associated Technical Orders (T.O.s).
1.3 Background: The T-10 Enclosure for T-56 Engine Testing was originally developed in support of USAFE. One enclosure was designed and built as a sustaining engineering project, completed in 2006. The intended purpose was to allow testing of the T-56 engine within the T-10 noise suppressor; however, due to a mission change, this enclosure passed acceptance testing but was never commissioned. Since then several other units have expressed interest in the ability to test T-56 engines within the enclosed environment of the T-10. Two Enclosures are currently in use at Hurlburt Field, FL.

4.1.2 Place of Performance: These services shall be performed at USAF installations (Continental United States (CONUS)).
4.2 Task Requirements: The standard Enclosure configuration covered in this PWS is defined by the Enclosure drawing package and technical order, and the existing Enclosures at Hurlburt Field. After the Hurlburt Field Enclosures were installed, a necessary modification was noted to protect operability. This modification, which is not reflected in the drawing package, is described in Section 4.2.2. The new Enclosures shall include this modification and the contractor shall submit non-proprietary new and/or redlined drawings in USAF format to capture the modification and any associated changes.
The standard Hush House configuration and original design for the Hush Houses covered in this SOW is defined by the Hush House drawing package – top level drawings 8045881 (T-10) and all applicable sub drawings. The Hush Houses that are receiving the enclosures are equipped with the Gold Plate programmable logic control (GP-PLC) system identical to those at Hurlburt Field.
The Contractor shall ensure the enclosure works correctly with the GP-PLC facility control system of the receiving Hush Houses.
4.2.1 The Contractor shall fabricate two (2) new Enclosures. All drawings, instructions, and other technical documentation for the Enclosure shall be provided. No modifications or changes to the existing Enclosure design (as described by the drawing package and technical orders) shall be made without the approval of the Gov’t; if approved, any changes must be fully documented in drawings and other relevant technical data.

TDP data includes, but is not limited to, Computer Aided Design (CAD) data, CAD models, model based definition data sets, Gerber data and Master Bill of Materials (BOM). The TDP shall provide the necessary design, engineering, manufacturing, testing and quality assurance requirements information necessary to enable the procurement or manufacture of an interchangeable item that duplicates the physical and performance characteristics of the original product without additional design engineering effort or recourse to the original design activity or any third party. Vendor Item Control Drawings shall be used to specify the requirements for purchased items when such items have been approved for use in the design and are used without alteration, selection or source qualification (testing of an item prior to procurement action to ensure that it satisfies the specified requirements).
All engineering product definition data created using Government funding as a result of this contract shall be considered a part of the TDP and shall be delivered to the Government with
