Request for Information Engine Test Stand Long Term Repair Contract

CAUTION:

The Government is conducting market research to identify potential sources that possess the data, expertise, capabilities, and experience to meet the requirements for qualification and the repair of Engine Test Stands to include A/M37T-20 and A/M37T-21 type test stands, the associated equipment and engine adapter kits. Additionally, the T-20 associated instrumentation, data and collection in the A/M32T-9 and A/M32T-4 Noise Suppressors will need to be repaired under this effort.

The Repair Method Code (RMC) is R3 as the Government does not own the data or data rights. The Government does not own or have access to the data for these items. No samples are available for potential supplier to evaluate. This is planned as a Sole Source requirement.

The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.

INSTRUCTIONS:

1. Below is a description of the Engine Test Stands including the adapter kits requirement and a Contractor Capability Survey, which allows you to provide your company’s capability.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)

a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

Engine Test Stand Long Term Repair Contract

PURPOSE/DESCRIPTION

The T-20 type test stand supports testing, at the Intermediate Maintenance Level, of turbojet and turbofan aircraft engines that exist in the Air Force inventory to evaluate problems so that repairs can be accomplished. The T-21 type test stands accomplish the same objective for T56 turboprop engines. Each test stand consists of four major parts (Thrust Trailer, Fuel Trailer, Control Cab, and the Instrumentation, Data Acquisition, and Control (ID&C) System) plus the Miscellaneous Equipment Kit. In the case of the T-21 Series test stands, the Thrust Trailer is replaced by the Turboprop Trailer Assembly. The Data Acquisition, and Control (ID&C) System that is used are the ENDAS Monitor Assembly (P/N: 20-1710-1) and the ADAQ Data Acquisition System (P/N AHT63574). The adapter kits allow the engines (F-100, F-110, F-119, F-101, F-118, TF-34, T-56, TF-33) to be mounted to the test stands. The adapter kits include hardware, cables, bellmouths, engine inlet, etc.

The T-9 and T-4 are noise suppressors that test strictly off airframe engines. The T-9 and T-4 uses throttles and computer systems that are identical to what is used in the T-20 Engine Test Stand. However there is not the other typical test stand equipment in a T-9 and T-4 such as the thrust trailer, fuel trailer, or control cab.

This work is required to extend the capability, performance, and mission of the test stands and engine specific test stand adapters. The objective is to support Full Mission Capability (FMC) for associated aircraft. The work may be performed at any location CONUS and OCONUS that does intermediate engine testing.

This requirement is for repair services. Our repair services strategy is a five year contract for calendar year 2018-2022. With a one year Basic contract and four one year options.

Part II. Capability Survey Questions

A. General Capability Questions:

1. Describe briefly the capabilities of your facility and the nature of the goods and/or services you provide. Include a description of your staff composition and management structure.

2. Describe your company’s past capabilities based on previous projects similar in complexity to this requirement. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). On a specific note, has your company had any working involvement with the repair of Engine Test Stands and associated adapter kits?

3. Describe your company’s capabilities in generating technical data, production level (Level III) engineering drawings and manuals, and Air Force specific Technical Orders and product level engineering data. Identify what software programs are utilized to generate these data products and what formats are available for delivered items (i.e. SGML, Provisioning) and provide samples of delivered SGML, AutoCAD, tech data and drawings, if available.

4. What is your company’s current maximum production and repair capacity per year? Do you possess capability to increase production, if required? The majority (>75%) of work will be T-20 and T-21 test stands.

5. Does your company possess the capability to work on CONUS and OCONUS Military Installations?

6. What are your limiting factors with personnel, material production, fire suppression system agents, engineering data, etc., if any?

7. Describe your companies experience if any on customer support through telephone assistance, troubleshooting procedures, root cause analysis, etc.

8. What quality assurance processes and test qualification practices does your company employ? Please provide a description of your quality assurance program (ISO 9001, AS9100, etc.)

1. Describe your capabilities and experience in modifying existing systems/equipment (hardware and software) to solve maintenance and support problems. (legacy equipment, obsolescence, diminished sources of supply, etc.)

2. Describe your capabilities and experience in developing/modifying repair or maintenance procedures.

3. Describe your configuration management processes and how you identify and resolve parts obsolescence and diminishing manufacturing sources problems?

Commerciality Questions:

1. Are there established catalogs or market prices for our requirement? If you offer this product and/or service to both U.S. Government and commercial sources, is the same workforce used for both the U.S. Government and general public? Is our requirement offered to both under similar terms and conditions? Briefly describe any differences.

2. Describe your standard warranty and return process for goods and services furnished to the government for items similar in nature to this requirement.

Testing:

1. Describe the contractor's capabilities and experience (commercial or military) performing acceptance and operational testing, physical configuration audits, validation and verification (val/ver), Preliminary Design Reviews, and Critical Design Reviews. Provide examples of depth and breadth of the contractor's involvement.

2. Describe your experience as the prime contractor or subcontractor in the prior efforts. Describe if the experience is directly related to Engine Test Stands.

Services Questions:

1. Please provide an overview of your company’s capability and experience with managing supply chain operations both domestically and internationally.

a. Do you have the required experience in integrating supply and value chain processes, including e-commerce, e-business, information technologies, warehousing and distribution channel management?

b. Do you have the required experience in inputting requisitioning into the supply system and releasing assets from the Original Equipment Manufacturer (OEM) warehouses?
