Questions and Answers
FA8533-12-R-30317
08 May 2013 Questions 1, 2, and 3 are regarding paragraph 3.3 of the R-11 Refueler Specification.
1. Question: Is there a European Union (EU) standard or regulation which can provide additional information?
Answer: No.
2. Question: Specifically, which EU directives apply to this requirement of the specification?
Answer: There are no specific EU directives that apply.
3. Question: Is self-certification acceptable?
Answer: Yes, self-certification shall be acceptable. See Tables III and IV of MIL-PRF-32080E.
4. Question: Are any of the equipment optional accessories to be included in CLIN 0001, First Production Unit: HSM; Overwing Hose Assembly; Additional Moisture Removing Device; CT Hose?
Answer: The First Production unit to be tested shall include the following optional accessories; additional moisture removing device (see 3.9.11.3), CT hose (See 3.10.13.1), Overwing hose assembly (See 3.10.13.2), and the Hydrant Service Module (HSM, See 3.13). The HSM shall be tested with the EI 1584 coupler only. The cost for each individual optional accessory shall be included under its respective CLIN: 0006, 0007, 0009, and 0011. All cost for the First Production unit testing, inclusive of all optional accessories, shall be included under CLIN 0001.
See RFP Amendment 0003.
5. Question: The CLINs for the 351GF-14S Coupler (0012, 1008, 2008, 3008, and 4008) would indicate a requirement to provide a price for only the coupler. Since the coupler stowage device and related safety interlock provisions for the 351GF-14S coupler will be different than those for the EI 1584 coupler, the two couplers are not interchangeable within the same HSM design. Is it possible that the above CLINS should be for "HSM w/351GF-14S Coupler" and CLINs 0011, 2007, 3007, 4007 should be for "HSM w/ EI 1584 Coupler"?
Answer: The HSM with EI 1584 coupler shall be standard with each truck, unless the HSM w/351GF-14S coupler is specified (See 6.2g). When the 351GF-14S coupler is requested, the contractor will need to make the necessary configuration changes to both the coupler stowage receptacle and related safety interlock system. Please note the description for CLINs 0011 and 0012 has been revised to read as follows:
CLIN 0011: Hydrant Service Module with EI 1584 CLIN 0012: Hydrant Service Module with 351GF-14S Coupling See RFP Amendment 0003 for these changes.
6. Question: Paragraph 3.10.7 of the Specification states: "...Additionally the set-up will include pneumatic lines from the (DCS) ran into the vehicle cab to allow the Government supplied Fuel Master Truck Interface Module to be placed in line via a 1/4" brass male (P/N BH3C) fitting and a 1/4" female quick disconnect coupler (P/N B23) fittings to control the pneumatic DCS when attached. ...." Can an electric DCS be used rather than a pneumatic one (which is allowed by paragraph 3.10.14)?
Answer: The DCS design shall be air operated only. See Requirement clarification for paragraph 3.10.14 See RFP Amendment 0003.
