Questions and Answers 29 June 2011
1. This question pertains to PD08WRGBGBEA10, Rev. D, Paragraph 3.2.1, RVSM compliant, and Table V Required Certifications. The RVSM compliance and certification item in PD Rev D requires the supplier to prove RVSM compliance and to certify to these criteria (Table V). To determine the suitability of the ADTS equipment for aircraft RSVM certification, detailed knowledge of the specific aircraft Pitot Static system test altitudes and acceptable tolerances (as approved by the manufacturers of all aircraft types being serviced) are necessary. For the ADTS supplier to provide the certification of compliance, it is requested that the USAF provides affirmation that the ADTS altitude accuracy of + or - 29 ft at the elevation of 29,000 feet and + or - 41 ft at the elevation of 41,000 feet (+ or - .1% of setting) requested in Table III provides the industry recommended 4 times better metrication margin when measuring the aircraft manufacturer's stated maximum allowable altimeter error within the RVSM band, for all the USAF aircraft expected to be serviced by this equipment and fly in RVSM airspace.
Federal document 91-RVSM (Guidance Material on the Approval of Operators/Aircraft for RVSM Operations) and Appendix G to Part 91 - Operations in Reduced Vertical Separation Minimum Airspace Section 1 and 2, have no requirement for ADTS accuracy criteria, only the criteria for uncorrected residual position error for the airframe. Please clarify the tolerance requirements that are to meet the USAF's criteria for meeting RVSM operation of their aircraft in the designated RVSM airspace.
Answer: The +-0.1% is a Government user requirement.

488 Bus and RS 232 Interface
Discussion: With respect to the above PD references, please clarify the following points:
Are all 3 types of bus interface (i.e., IEEE 488, RS 232, and Ethernet) required on the Test Set or is the Air Force asking for a combination of the 3 types (e.g., IEEE 488 and Ethernet or IEEE 488 and RS 232 or just one of the interfaces)?
Answer: All 3 types of bus interface are required
The purpose of the RS 232 and Ethernet interface is not specified (e.g., for control of the Test Set). Please clarify the purpose.
Answer: They will be used for calibration and to increase compatibility capabilities with the Test Set.
Clarification Request: More specific definition of the interface bus will clarify and improve the PD and technical compliance of the proposed test set.

3. We would appreciate your help in clarifying the following Specification items;
3.3.14 EtherNet Bus connection _ we have this feature available on some of our existing testers, but we need to clarify the exact format envisaged by yourselves for this interface.

3.3.20 Static Pressure Limiting _ is called for with a minimum of 3.343inches Hg.
Yet Maximum altitude is also requested to be 80,000 feet which is equivalent to 0.815inchesHg. We would appreciate further clarification.
Answer: The 3.343 inches Hg is the pressure when the test set is set at the lowest simulated altitude, and the .815 inches Hg is the pressure for the highest simulated altitude.
