BASIC EXPEDITIONARY AIRFIELD RESOURCES (BEAR) WATER DISTRIBUTION SYSTEM

REQUEST FOR PROPOSAL (RFP) QUESTIONS and ANSWERS

18 JUNE 2009

Question 1: With regards to CLIN 0010AA Investment Type Spare Parts. This CLIN is listed as a “To Be Negotiated” item, and in accordance with Exhibit D and DD1423. Can the government please clarify this CLIN. We find no Exhibit D or DD1423 in regards to this item, nor can we find reference in the SOW. Is there any information or pricing required to be submitted with the proposal for this item?

Response: The purpose of CLINs 0010AA and 0010AB is to allow the customers to purchase spare parts and long lead items that will be identified as part of the provisioning effort (CLINs 0009AA, 0009AB, and 0009AC) directly via this contract rather than ordering them through DLA. Because the items will not be identified until the provisioning effort is complete and the provisioning data, which should include top down/break down provisioning to include recommended spares and long lead items is submitted, a firm fixed price cannot be assigned at this time, hence the reason for the “To Be Negotiated” included in the RFP for these CLINs. As such, no pricing information is required at the time of proposal submission as this will be provided as part of the provisioning effort.

The Government erreanoulsy identified these CLINs as “in accordance with Exhibits D and E.” The correct reference should be Exhibit C (to coincide with the provisioning CDRLs). Offerors are advised to see amendment 0001 posted to FedBizOpps for the correction from Exhibits D and E to Exhibit C.

Question 2: With regards to CLIN 0010AB Investment Type Spare Parts. This CLIN is listed as a “To Be Negotiated” item, and in accordance with Exhibit E and DD1423. Can the government please clarify this CLIN. We find no Exhibit E or DD1423 in regards to this item, nor can we find reference in the SOW. Is there any information or pricing required to be submitted with the proposal for this item?

Response: See response provided to question above.

Question 3: With regards to CLINS 0020, 0021, 0022, 0023, and 0024 (and the corresponding out-year CLINS) for MRSP Kits. We find no information provided as to what is to be included in those kits. Can the government provide that listing of required parts? How will the government address the situation that some of those parts may reference a manufacturer’s particular part, which may or may not be a part of an offers proposal? How are the MRSP Kits to be packaged?

Response: The detailed list of parts to be included in the MRSP kits was mistakenly omitted from the RFP. Offerors are advised to see amendment 0001posted to FedBizOpps as the detailed list of parts to be included in the MRSP kits has been added as an attachment to the RFP.

All proposed parts to be included in the MRSP kits must be the same or equivalent. If equivalent parts are proposed, then specification cut sheets should be provided as discussed in paragraph (d) of the L-900, Proposal Requirements, provision of the RFP.

The MRSP kits should be packaged in accordance with the AFMC Form 158, Packaging Requirements, which is provided as an attachment to the RFP. Specifically, the AFMC Form 158 references packaging requirements for “spares.”

Question 4: With regards to CLINS 0025, 0026, 0027, 0028, and 0029 (and the corresponding out-year CLINS) for ISK Kits. We find no information provided as to what is to be included in those kits. Can the government provide that listing of required parts? How will the government address the situation that some of those parts may reference a manufacturer’s particular part, which may or may not be a part of an offers proposal? How are the ISK Kits to be packaged?

Response: See response provided to question 1 above. Additionally, the intent of CLINs 0025, 0026, 0027, 0028, and 0029 was to allow the Government to order long lead items for each of the major components in the water system. However, this will be accomplished via CLINs 0010AA and 0010AB once the provisioning process is complete and the long lead items have been identified. Therefore, offerors are advised to see amendment 0001 posted to FedBizOpps for the deletion of CLINs 0025, 0026, 0027, 0028, and 0029 in the Basic Year as well as the corresponding CLINs in the option years.

All proposed parts to be included in the interim spares kits must be the same or equivalent. If equivalent parts are proposed, then specification cut sheets should be provided as discussed in paragraph (d) of the L-900, Proposal Requirements, provision of the RFP.

The interim kits should be packaged in accordance with the AFMC Form 158, Packaging Requirements, which is provided as an attachment to the RFP. Specifically, the AFMC Form 158 references packaging requirements for “spares.”

Question 5: With regards to packaging/shipping of the various CLINS for the systems. Paragraph 5.1 of the PD references two modes of packaging (air and surface), and GFE containers. The SOW references only surface transportation and contractor furnished containers, and the CLINS in the RFP do not reference a shipping configuration. Please clarify what pricing is required, and what modes of shipping are the prices to be based upon.

Response: Paragraph 5.1 of the PD and SOW dated 27 January 2009, provided as attachments to the RFP, clearly refer to surface transportation configuration only as there is no mention of air transportation. Further there is no mention of any GFE containers.

As the RFP specifically states FOB Origin and the PD and SOW discuss surface transportation only, it is an offeror’s responsibility to review the packaging requirements and packing plans provided as attachments to the RFP and account for any packaging costs in its proposed unit prices.

Question 6: With regards to the packaging and shipping requirements of the various CLINS for the major, stand alone components ( ROPWU, Dual Pump, 400 GPM Pump, etc) How are these to be packaged and shipped?

Response: The AFMC Form 158 provides packaging instructions for all sub-systems and stand alone components. Additionally, packing plans have been provided as attachments to the RFP for the following sub-systems: Source Run, ROWPU Water Production, 500 Initial, 550 Follow-On, and Industrial Operations and Flightline Extension. As such, the sub-systems and stand alone components shall be packaged in accordance with the AFMC Form 158 and packing plans and shipped surface transportation. FOB Origin applies.

Question 7: With regards to packaging plan provided for the ROWPU Water Production Set. We understand the note on the front of the document, but we do require some clarifications. Are we correct in assuming that the WPP will be packaged primarily as the 1500 ROWPU WPP is? Where will the additional components be located? Are we correct in assuming that no 20’ ISO containers are required? What is the total number of BICON/TRICONs required to package a Water Production Package for surface transport configuration?

Response: The 1500 ROWPU Water Production shall be surface pack configuration in Tricons and Bicons. No 20’ containers are required. The 600 ROWPU Water Production and the 1500 ROWPU Water Production Packages have been combined into what is specified in PD and SOW dated 27 January 2009, called out as ROWPU Water Production. Location of the additional components shall be located in the same location as the similar components listed in the pack plan. 3 bicons and 1 tricon are required to pack the ROWPU Water Production with the 1500 ROWPU. NOTE: the 1500 ROWPUs will be procured separately on a CLIN line. Plan to pack the ROWPU Water Production Sub-System excluding the 1500 ROWPU. ADDITIONAL NOTE: After contract award and verification of the Pack Plan the Pack Plan name will change to ROWPU Water Production.

Question 8: How are the FAT Units to be packaged?

Response: The First Article Units shall be packaged in accordance with the AFMC Form 158 and the packaging plans.

Question 9: Can the government please clarify the Technical materials/provisioning efforts intended? Do the existing Technical Materials (manuals and data) have the detail and level of information now requested? The provided TMCR document provides guidance which we do not fully understand, and we would like to ensure our proposed LOE reflects what is desired by the government. The TMCR notes that this is to be a “changes” type of effort, while also referencing guidance documents such as MIL-PRF-38807 and a combined I&D Maintenance.(per MIL-STD-38784) philosophy. Are we correct in our understanding that the effort anticipated is larger than that of a typical “changes only” effort?

Response: The Provisioning Contract Data Requirements are clearly spelled out in the

Initial Provisioning Performance Specification (10 April 2007).

The previous contract did not request full Provisioning (PPL) Top-down Sequence. As such, the current AF Technical Order does not list Source/Maint/Recoverability Codes.

Reference paragraph 16.1 of the TMCR as it advises that the offerors shall propose change pages/revision. The number of changes required will determine whether a Change or Revision is the best option. The revision option of current manual may be required to meet Provisioning requirement. The TMCR clearly defines that Offerors(s) shall propose the methods, equipment and personnel required to support government T.O. verification and ensure all schedules reflect the completion of the engineering drawing and provisioning/cataloging events before scheduling the IPB verification

Question 10: Where in our proposal should we address our proposed effort for the technical materials/documentation/LMI and training material development? The RFP only references a subfactor for Major Components and one for integration.

Response: Offerors are advised that any costs associated with the development of the technical manual documentation, training materials, and provisioning material should be adequately accounted for in the proposed prices for the applicable data CLINs. The Government is not requesting any information relative to the technical manual documentation, training materials, or provisioning material as part of an offeror’s technical volume as discussed in RFP provision L-900, “Proposal Requirements.”

Question 11: Will the government consider adding the applicable progress payment clauses to the solicitation?

Response: Offerors are advised to see amendment 0001 posted to FedBizOpps for the incorporation of clause 52.232-16, Progress Payments.

Question 12: Are the hoses required under this program required to be suitable for use with potable water? Are FDA (or other specification) compliant liners required?

Response: Yes, the hoses are required to be suitable for use with potable water.

Question 13: Under which CLIN will the 2 each 1500 ROWPU’s (that are required for the FAT on the ROWPU and the Water Production Set) be purchased?

Response: The CLIN needed for the 2 each 1500 ROWPU first article units was mistakenly left out of the RFP. Offerors are advised to see amendment 0001 posted to FedBizOpps for the addition of this CLIN.

Question 14: Reference page 26 of the solicitation for the 1500 ROWPU, CLIN 0019. The BEQ is 10 each; however, the required and proposed delivery references a quantity of 34 each.

Response: Offerors are advised to see amendment 0001 posted to FedBizOpps for the correction of the BEQ from 34 each to 10 each.

The same pump appears on p. 27, section 3.2.4.1 with identical part number, but with a 3” Female QD X 3” Male QD. Which Female QD size is correct, or should the part numbers be different?

Response: Both should be a 3” Female QD x 3” Male QD and the part # is correct. PD has been corrected to reflect the correct size of 3”.

Question 21: Purchase Description p. 24, Section 3.2.3.1, “The pump station shall be capable of allowing manual operation and addition of chlorine, such as in the event of a power failure.” The dual pump station is electric and so is the chlorinator pump. If power failure were to occur, why would the chlorinator have to be capable of manual operation? Will pressure and flow come from a component prior to the dual pump station? If so, what pump(s) will accomplish flow and pressure through the dual pump and beyond?

Response: If power failure occurs, field expedient measures would be implemented to reintroduce power with a back up gen set at the dual pump station. The 125gpm diesel pump would be introduced into the system where needed to continue the pressurization of the water system. Manual capability on the chemical feed pump is required to adjust chlorination as determined by the operator.
