Ref Blocks 8a, 11c & 11f: In addition to work accomplished at the Contractor's facility, as specified in

Block 6a., field service representatives (FSR) will accomplish work at Hurlburt Field, FL, both in intermediate level maintenance shops (1 SOAMXS, 1SOCMS and 1 SOEMS) and on SOF aircraft. FSRs will deploy to meet worldwide maintenance requirements as necessary. The contractor requires access to classified source data up to and including SECRET in support of the work effort. Any extracts or use of such data requires the contractor to apply derivative classifications and marking consistent with the source documents. The use of "Multiple Sources" in identifying the source of derivative information necessitates compliance with the NISPOM, paragraph 4-208a., and the use of a bibliography. Classification

Ref Blocks 10a & 11h: The contractor is governed by NSA/CSS Policy Manual 3-16, dated August

2005, in the control and protection of COMSEC Material/Information. Access to COMSEC material by personnel is restricted to U.S. citizens holding final U.S. Government clearances. Such information is not releasable to personnel holding only reciprocal clearances.

Ref Blocks 10b & 10d: Access to Restricted Data and Formerly Restricted Data is required and requires a final U.S. Government clearance at the appropriate level.

Ref Block 10e(2): Contractor will require access to and comply with AFI 14-303 and AFMC

Supplement 1. Release of intelligence information does not create an unfair competitive advantage for the contractor nor a conflict of interest with the contractor’s obligation to protect the information.

Ref Block 10h: Information provided to the United States by a foreign government. This item includes any foreign government except NATO. Prior approval of the contracting activity is required for subcontracting. Access requires final U.S. Government clearance at the appropriate level.

Ref Block 10j: FOUO information provided under this contract shall be safeguarded as specified in DoD

5200.1-R, Information Security Program, Appendix 3, Controlled Unclassified Information.

Ref Item 10k: Prior to contractor personnel accessing classified government networks (i.e., SIPRNET), they must provide a signed AFMC Form 210 and a letter requesting access to the government facility security office where access is to be granted along with a copy of the contract DD Form 254. A copy of the request letter and AFMC Form 210 must be sent to:

Ref Block 11d: Contractor must provide adequate storage for classified hardware to the level of Secret which exceeds two cubic feet but not more than 10 cubic feet.

Ref Item 10e(2): Contractor will require access to non-SCI intelligence information, AFPD 14-3, AFI 14-302, AFI 14- 303, AFMC Sup 1 to AFI 14-303, and DoDM 5105.21 V1-3 and DoD 5220.22-M. Access to intelligence information requires a US Government clearance at the appropriate level.

RAFB Intel POC Information/Coordination:

Contract Monitor (CM) POC Information:

1. Authority: SSO Robins - AFLCMC/INGS is the Senior Intelligence Officer (SIO) designated representative for all contracts issued by Robins AFB, GA, requiring access to intelligence information. The SSO, or originator of the material, is authorized to approve the release of intelligence information to US contractors. No Government official shall authorize contractor use of intelligence materials or release to subcontractors without expressed authority from the SSO or the originator. Intelligence information will not be released to contractor employees without the specific release approval by the SSO or originator of the material as outlined in the governing directives and based on prior approval and certification of “need-to-know” by the Contracting Officer’s Representative (COR). A listing of all CORs is listed in a separate memorandum and/or database maintained at by the FSO/CSSO or Program Office and will be furnished to the SSO upon request.

2. Release of Intelligence Information to US Contractors: Specific procedures for release of intelligence information are outlined in AFI 14-303 (as supplemented by AFMC). All intelligence released must be under the US Government representative’s control and supervision. The US Government representative must access each document prior to contractor review to confirm the classification of each document. All information, to include access of Electronic Intelligence Databases/Networks, released to the contractor must be used, solely, to fulfill or be in accordance with contractual obligations and DD Form 254 requirements.
