Questions resulting from Presolicitation Notice – FA8509-12-R-32444

1. Q: Is this a follow-on requirement? If so, is there an incumbent?
A: This is not a follow on requirement so there is no incumbent.
2. Q: What is the estimated dollar value of this acquisition?
A: The estimated dollar value for this acquisition is not being released.
3. Q: Will a draft solicitation be posted?
A: I do not anticipate posting a draft solicitation.
4. Q: When will the solicitation be posted?
A: The presolicitation notice period is 30 days, which will end 27 Sep 2012. The solicitation will be posted as soon as possible after the presolicitation notice period ends. I anticipate this occurring toward the beginning of October.

5. Q: Does the Government intend to hold an Industry Day for this requirement?
A: An Industry Day has not been planned at this time.
6. Q: In the presolicitation notice the Government states “It is anticipated to award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract.” Does the Government intend to make this a multiple award IDIQ or a single award? If multiple award, approximately how many awards could be made?
A: The Government anticipates a single award at this time.
7. Q: The requirement appears to be similar in scope to the small business awarded IDIQ Special Operations Forces (SOF) Support Services (SSSC II) Contract. Does FA8509-12-R- 32444 IDIQ contract replace the SSSC II contract or will it remain an active contract?
A: FA8509-12-R-32444 does not replace the SSSC II contract.
8. Q: In the Questions and Answers posted on FBO 30 Aug, Answer 1 to Question 1 states:
“This is not a follow on requirement so there is no incumbent.” However, in the presoliciation notice, the Government states in the Place of Performance section of the presolicitation notice, that there are currently “Contractor personnel supporting WR-ALC/GRUA programs are currently assigned to: Robins AFB, GA, Hurlburt Field, FL, Fort Walton Beach, FL, and Harrisburg ANGB, PA.” Would any of the task orders issued under the new IDIQ contract result in similar or same task(s) being currently performed by the contractors listed in the presolicitation notice? If so, would they not be considered incumbents and should be identified?
A: The Performance-Based Work Statement (PWS) contains the tasks that will be required under this contract. Some tasks may be similar to tasks performed under the SSSC II Multiple Award contract, but this effort/contract does not/will not replace the SSSC II Multiple Award.
9. Q: Is it the intent of the Government that the majority of support contracts will perform tasks in Government facilities or in contractor facilities? If both, what would be the estimated ratio between Government and contractor facilities?
A: Advisory and Assistance will be at Government facilities.
10. Q: Will this solicitation be released under North American Industry Classification System (NAICS) code 541330?
A: The presolicitation notice identifies the NAICS as 541611 – Administrative Management and General Management Consulting Services. The resulting contract will include A&AS support in logistics management, configuration management, and engineering support categories.
NAICS 541330 – Engineering Services would be too narrow to represent this requirement, so the solicitation will only be released under NAICS 541611.
11. Q: I have submitted an application to receive Service-Disabled Veteran-Owned status for my company but have not received official notification that my application has been approved;
can I still submit an offer for this requirement?
A: Contact your Small Business Representative; however, note that Federal Acquisition Regulation (FAR) 19.1403(b)(1) and (2) state that an offeror must be able to represent that it is a service-disabled veteran-owned small business at the time that the offer is submitted. Proposals submitted by offerors who cannot represent themselves as service-disabled veteran-owned small business concerns at the time the offer is submitted will be considered non-responsive and will not be considered for award.
