Questions resulting from Solicitation FA8509-12-R-32444, questions received after 26 Oct 2012 thru 30 Oct 2012, 3:00 PM EDT
1. Q: The Air Force Proposal Adequacy Checklist (AFPAC) has the header title of “Air Force Proposal Adequacy Checklist for Sole Source Actions above TINA Threshold.” If we believe this solicitation will be based on competition, do we have to fill out this form?
A: The AFPAC is not applicable to this solicitation as this is a competitive effort and this document has been removed from Section J of the solicitation as stated in amendment FA8509- 12-R-32444-0004 dated 30 Oct 2012.
2. Q: Volume III requires a completed Attachment 4 to be submitted. Is the contractor to submit any additional supporting documentation in Volume III?
A: The only documentation required to be submitted as part of Volume III is attachment 4 Cost/Price Proposal Spreadsheet.
3. Q: Is there a transition period as discussed in para 4.6?
A: See amendment FA8509-12-R-32444-0004 dated 30 Oct 2012 for clarification of PWS para 4.6 and note 6 added to solicitation Section B.
4. Q: Pursuant to inclusion of clause 52.222-46 Evaluation of Compensation for Professional Employees (FEB 1993), what volume should this information be provided?
A: As stated in paragraph (a) of clause 52.222-46, this information should be submitted as part of proposals.
5. Q: Will the Government post a conformed PWS?
A: A PWS updated as of 30 Oct 2012 has been posted to FBO.
6. Q: In regards to our submittal to this solicitation, will you allow the volumes to be hand delivered if we coordinate with you in advance of the 9 Nov due date?
A: Proposals should only be submitted in accordance with Section L of the solicitation.
Section L does not address hand delivery of proposals, so this method of delivery will not be accepted.
