1.0 DESCRIPTION OF SERVICES

The objective of this PWS is to obtain Manpower Support for the 330 ACSG to help managers achieve maximum effectiveness and economy in the operations required to manage the numerous aircraft platforms, systems and sub-systems, with diverse requirements under the Single Manager concept. This PWS outlines the contractor tasks and activities required to support a wide range of C-130, and other 330 ACSG program office supported aircraft (e.g. the G-222), acquisition, modification and sustainment activities and management operation in Air Force Materiel Command (AFMC) categories of Modification Support, Production Support, and Depot Maintenance Activities Group (DMAG) and Supply Material Activity Group (SMAG) to include Foreign Military Sales (FMS) support. These tasks enable the Government to develop management plans, reports, databases, analyses, cost estimates, programming and budgeting documents, configuration management, and other single manager related documents/actions. Support of the mission will be realized in cost savings and maximizing effectiveness of program execution. This will benefit the Air Force in that this program support will enable aircraft availability, which is essential in supporting the war fighter.

3.0 GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES

3.1 General: The Government will furnish appropriate office space, office supplies, computer equipment, restrooms, reproduction facilities, all required software, output devices, facsimile equipment, and other applicable incidentals for assigned work, except as rules of establishment curtail such use, for all work performed on-site (e.g. at Robins AFB).

The contractor may be required to provide office space at their facility for some or all of their personnel on specified tasks. The contractor will be responsible for providing computer equipment, reproduction facilities, facsimile equipment, telephones, office supplies, and other applicable incidentals for all assigned work by personnel that are located at their facility. The contractor shall have office space within a 35 mile radius of Robins AFB to fulfill off-site performance requirements.

Each task order shall specify the availability of GFP, including facilities space.

3.1.1 All residual Government-furnished materials shall remain the property of the Government upon completion of the contract. Contractor-furnished materials used for deliverables shall become the property of the Government upon receipt of the deliverables.

3.1.2 Materials are to be provided by the contractor when essential to the task performance specifically approved. All materials purchased by the contractor for the use or ownership of the Federal government, become the property of the Federal Government. The contractor in the Monthly Status Report shall document the transfer of materials. (A001, DI-MGMT-80368)

3.1.3 The Government will provide access to all systems, subject to approval of DD Form 2875, necessary to perform the requirements of this contract. Upon completion of the contract the accounts associated with the databases will be terminated.

3.1.4 The Government will also supply the contractor with a Common Access Card (CAC) to access the facility and computer system.

3.2 Maintenance and Return of Items: The Government will perform all necessary maintenance on all Government property and facilities. Contractor Personnel will make prudent use of all Government-furnished supplies and equipment. At the conclusion of the subject task order, the Contractor shall be responsible for the return of all Government equipment in the same condition as received with the exception of normal wear and tear. Contractor/ Contract Personnel shall adhere to Federal Acquisition Regulation (FAR), Part 45, concerning maintenance, use, and safety of GFP.

3.3 Emergency Medical Service: The Government will provide emergency medical treatment and emergency patient transportation service for Contract Personnel located at the Government facility. Incurred expenses for said care are to be reimbursed by the Contractor.

4.0 GENERAL INFORMATION

4.1 Security Information: Contract Personnel shall establish and administer personnel and physical security programs in accordance with DoD 5200.2-R and RAFI 31-101, Installation Security. All security programs shall include requirements and procedures necessary to meet PWS and mission requirements within each functional area.

4.1.1 Classification and Position Sensitivity Designation: SECRET security clearance is required.

4.1.2 Access to Data: The contractor may be required to directly interface with competitive system development and/or modification contractors and/or have access to source selection sensitive information. The contractor must therefore have a corporate profile that permits such access without potential conflict of interest. Non-disclosure agreements shall be accomplished prior to access of competitive-sensitive or proprietary data, information, or documents.

4.2 Continuation of Essential DoD Contractor Services During Crisis: The Functional Commander has determined that these services are not mission essential and shall not continue in the event of a crisis IAW DoDI 3020.37

4.3 Place of Performance/ Normal Hours of Operation: Task performed at Robins AFB, GA will take place during the normally scheduled work hours of 7:00 am through 5:30 pm, Monday through Friday, and shall consist of 8 hour workdays. Off-site performance of tasks shall coincide with these hours of operation.

4.4 Holidays: Government holidays and closings, such as energy down days, as observed by the general base civilian populace. The Government currently observes ten scheduled federal holidays. The Contract Personnel shall only be permitted access to Government facilities when Government personnel are present.

4.5 Travel: The contractor may be required to travel for the performance of the work described within this PWS. Travel may include locations within the continental United States and outside the continental United States. The number of trips and personnel traveling shall be limited to the minimum required to accomplish work assignments in accordance with the assigned tasks. Travel will be reimbursed according to the rates outlined in the Federal Travel Regulations for travel within the continental United States (CONUS); Joint Travel Regulations for travel to Alaska, Hawaii and outlying areas of the United States; and the rates established by the Department of State for travel outside of the continental United States(OCONUS). The applicable rates are those in effect at the time of travel and are subject to the limitations outlined in FAR Part 31. All contractor travel, when required, shall require prior written approval of the PM and PCO prior to costs being incurred. In no event will airfare expenses in excess of the standard or coach rates in effect at the time of airline booking be reimbursed.

4.6 Training

4.6.1 EMS: IAW 1 Aug 07, AFMC/CV Policy Letter, and 11 Dec 06, SAF Policy Letter, Conformance with AF Environmental Management System (EMS) Requirements for Contracts Performed on AF Installations, any contractor employee working on Robins Air Force Base will require EMS training within 30 days of beginning work. The prime contractor is responsible for ensuring that all subcontractors comply with this requirement. Training will be provided by the 78 Civil Engineering Group Environmental Management Division (78 CEGICEV). Training is computer based and takes approximately 11 minutes to complete. Training can be obtained through:

1) Logon with Common Access Card (CAC) to 78 CEGICEV website (https://cev.robins.af.mil) and click on EMS Awareness Training, chose option 1

2) Without a CAC, request a copy of EMS training from 78 CEGICEV Workflow mailbox 78cea.cev.FrontOfc@robins.af.mil

4.6.2 Government-specific training, when requested by the QAP and/or the applicable Government Program Manager and pre-approved by the CO, in writing via e-mail, may be provided to Contract Personnel by the Government.

4.7 Records, Files, Documents, and Work Papers: All records, files, documents, and work papers provided by the Government or generated in support of this work effort, are Government property and shall be marked, stored, maintained, and disposed of per FAR 3.104 and AFI 37-131.

4.8 Deliverables: The contractor shall provide all items shown on the Contract Data Requirements List (CDRL) attached to individual task orders. These reports shall be provided in the format called for in each specific CDRL. All deliverables must meet professional standards and the requirements set forth in the applicable contracting documents.

4.8.1 The contractor is responsible for submitting a Monthly Status Report for each task order (A001, DI-MGMT-80368).

4.8.1.1 The Monthly Status Report will highlight the work accomplished by the contractor during the billing period. Tasks shall be outlined according to the applicable paragraph of the PWS. The Monthly Status Report shall also outline all travel performed during the billing period including the names of the parties that traveled, dates traveled, location, purpose of trip and associated costs.

4.8.1.2 The Monthly Status Report will also detail, as applicable, any Time-and-Materials hours billed during the billing period and the corresponding dollar value for those hours. The contractor shall also include a running total of all contract billings and detail the funds remaining to be expended by Contract Line Item Number (CLIN).

4.8.1.3 Invoices shall be submitted electronically within 45 days following the end of the monthly performance period for review and acceptance/rejection. All necessary supporting documentation, (i.e. time sheets, travel authorization requests, expense reports, receipts for travel expenses, etc.) shall be provided as requested.

4.9 Contractor Acquired Property (CAP): When specifically pre-approved by the PM and PCO, materials may be purchased by the contractor when essential to the performance of tasks noted in this document subject to the pre-established ceiling price in the subject Task Order. All materials purchased by the contractor as provided for in this section of the PWS become the property of the Government unless otherwise noted, and the contractor may bill the Government for such purchases as provided for in the Task Order. The transfer of all CAP must be documented by the contractor in the Monthly Status Report for the month in which it is billed. In addition, the contractor must furnish a copy of invoices for all CAP purchases to the QAP and authorizing PM identifying the item(s) purchased, quantity, unit cost, and total cost. Contractor is subject to the Green Procurement Program (GPP). GPP is a mandatory federal acquisition program that focuses on the purchase and use of environmentally preferable products and services. GPP requirements apply to all acquisitions using appropriated funds, including services and new requirements. FAR 23.404(b) applies and states the GPP requires 100% of EPA-designated product purchases that are included in the Comprehensive Procurement Guidelines (CPG) list that contains recovered materials, unless the item cannot be acquired (a) competitively within a reasonable timeframe; (b) to meet appropriate performance standards, or (c) at a reasonable price. The Prime Contractor is responsible for ensuring that all subcontractors comply with this requirement. (A001, DI-MGMT-80368)

4.10 Tasks/Subtasks to be performed by Contractor Personnel

4.10.1 Administrative Support: Contract Personnel shall provide administrative assistance if/when necessary including, but not limited to, routine office duties such as filing and telephone communications; preparing for and conducting meetings and reviews; performing operations and maintenance; duplicating documents as necessary both in digital and hard format; managing supply requisitions and access control; preparing and reviewing technical documentation, operational reports, and operational data; performing post award contract administrative functions; performing contract closeout; following security regulations; maintaining schedules as required. The contractor is responsible for filling ninety-five percent of all positions within 15 business days of order award or position vacancy. The remaining five percent of all positions will be filled within 30 business days of order award or position vacancy.

4.10.2 Supply and Deployment Management Services: Contract Personnel shall provide maintenance and management support of program and Air Force (AF)-unique systems' documentation and software applications, planning and implementation of supply support and repair requirements, and distribution of program assets supporting the Group weapon systems' requirements; shall develop memorandums, including milestone planning, tracking, scheduling, briefing preparation, and staff coordination and decision documentation memorandums; shall draft inputs to programmatic documentation including reports, plans, letters and manuals. The contractor is responsible for filling ninety-five percent of all positions within 15 business days of order award or position vacancy. The remaining five percent of all positions will be filled within 30 business days of order award or position vacancy.

Contract Personnel shall assist in the development of long-term depot level repair strategies by analyzing existing data and technical material to include: end item failure data; component failure data; repair turnaround times; component interchangeability; component and consumable obsolescence studies; life cycle and out-year system support cost projections.

4.10.3 Program and Logistics Management Services: The contractor shall provide all necessary non-personal labor and services, including engineering support, to complete tasks specified in support of the C-130, or other 330 ACSG program office supported aircraft, Modification and Sustainment Programs. These tasks assist in supporting program office management operations and/or individual or multiple programs or projects supporting United States, Foreign Military Sales, and/or weapon system users. The contractor shall organize resources and personnel needed to efficiently and effectively meet the objectives of each task, as well as explore new approaches as applicable within the performance of these tasks. The contractor is responsible for filling ninety-five percent of all positions within 15 business days of order award or position vacancy. The remaining five percent of all positions will be filled within 30 business days of order award or position vacancy.

4.10.3.1 The contractor shall support Multi-Functional Team (MFT) meetings and interfaces with 330 ACSG customers in support of assigned projects, identify potential project impacts, assist in the formulation of alternative problem solutions/strategies, and assist with the identification, assessment and tracking of action items arising from subject meetings.

4.10.3.2 The contractor shall provide Manpower Support Services (MSS) to support the initiation and execution of acquisition/management of selected modifications and sustainment actions on selected C-130, or other 330 ACSG program office supported aircraft.

4.10.3.3 The contractor shall track modification and sustainment requirements throughout all acquisition phases. The contractor shall trace the requirements through all program documentation and identify unallocated and improperly allocated requirements.

4.10.3.4 The contractor shall assist the Program Manager in generating, preparing and executing an Interim Contract Support (ICS)/Contract Logistics Support (CLS)/Organic Plan to handle modification and sustainment support for the C-130, or other 330 ACSG program office supported aircraft, fleet. The contractor shall identify long-term support options for items purchased under the program. The contractor shall indicate possible courses of actions to the program manager and C-130, or other 330 ACSG program office supported aircraft, user.

4.10.3.5 The contractor shall assist in implementing program actions, changes in maintenance concepts, levels of repair, sparing strategy, Source of Repair Assignment Process (SORAP), requirements substantiation, accuracy of technical data, training philosophy, support equipment recommendations, depot and interim contractor support strategies and requirements, and any reprogramming actions required to support those actions or changes.

4.10.3.6 The contractor shall assist the 330 ACSG in taking the necessary actions to favorably sustain the C-130, or other 330 ACSG program office supported aircraft, weapon system support posture through the timely provisioning of the new system hardware. The contractor shall work through the BP1600 fund to provide adequate spares to support base level requirements, Readiness Spares Package (RSP) requirements, and standard supply system spares requirements.

4.10.3.7 The contractor shall assist in developing presentations, quarterly updates, and briefings to support acquisition strategy positions and/or provide C-130, or other 330 ACSG program office supported aircraft, modification/sustainment status/results. The contractor shall prepare draft correspondence, analyses, and reports as necessary to support the modification effort, assist in editing and issuing documents in final form and attend Multi-Functional Team (MFT) meetings, field surveys, and ACSG meetings with customers in support of the 330 ACSG.

4.10.3.8 The contractor shall provide technical and logistics plan inputs, maintain various databases, examples include but are not limited to action item tracking, system reliability, and asset tracking, and prepare studies/reports for various program/projects. The contractor shall assist in preparing, monitoring, tracking and researching kit availability to support C-130, or other 330 ACSG program office supported aircraft, Modification/Sustainment efforts.

4.10.3.9 The contractor shall assist the 330 ACSG by making acquisition strategy recommendations for various modifications and system purchases, assess risk to cost, and conduct market research. The contractor shall identify potential program impacts and recommend alternative modification strategies. Support program office participation in quality, design and production readiness reviews, analyze results, and recommend management actions.

4.10.3.10 The contractor shall analyze the C-130, or other 330 ACSG program office supported aircraft, modification/sustainment and associated system design and operation, cost estimates, and cost performance reports using standard government funding tools and procedures. The contractor shall use these products in assessing budgetary requirements for acquisition and sustainment support. The contractor shall insure timely partitioning of program funds to insure trial installation and production installation efforts are not negatively impacted. The contractor shall prepare reports, when necessary or as requested by the program manager, regarding funds plans for use by the program manager.

4.10.3.11 The contractor shall assist in drafting acquisition requirements documents such as the PWS, Statement of Objectives (SOO), Contractor Engineering Task (CET), etc. The contractor shall research technical orders and create database spreadsheets to collate National Stock Number (NSN) numbers, part numbers, nouns, and quantity per aircraft. The contractor shall use formal processes and procedures to document the performance requirements. The performance requirements shall reflect current technology and shall include relevant interface, human factors, data, logistics, training, testing, and environmental requirements. The contractor shall be familiar with both commercial and government specifications and standards.

4.10.3.12 The contractor shall be familiar with current government acquisition processes and policies, and provide expert program and logistics management advice regarding C-130, or other 330 ACSG program office supported aircraft, modification/sustainment. The contractor shall research acquisition policy changes and collect data on prior purchases, for the drafting of key acquisition documents such as Purchase Requests (PRs), PWS or SOO, Air Force Technical Manual Contract Requirements (TMCR 86-01), Time Compliance Technical Order (TCTO) Requirements, AFMC Form 873, etc. As necessary, assist in preparing and coordinating DD Forms 448, Military Interdepartmental Purchase Request (MIPR) Acceptance; AF Forms 616, Fund Cite Authorization; AF Form 406, Miscellaneous Obligation/Reimbursement Document; AF Form 3525, Configuration Control Board (CCB) Modification Requirements and Approval Document; and AFMC Form 36, Purchase Request.

4.10.3.13 The contractor shall analyze and coordinate C-130, or other 330 ACSG program office supported aircraft, modification/sustainment flight test activities including, but not limited to, aircraft availability, aircraft readiness, flight test group support, maintenance group support, chase plane participation, and contractor support infrastructure. The contractor shall coordinate scheduling and make recommendations regarding funding associated with the various agencies. The contractor shall propose solutions as problems arise regarding issues which may impact the timeliness or success of scheduled flight tests.

4.10.3.14 The contractor shall assist the program manager to optimize the program manager’s ability to provide program oversight on the generation, review, publication, and distribution of Technical Orders, Job Guides, and other technical documentation associated with the C-130, or other 330 ACSG program office supported aircraft, modification/sustainment. The contractor shall analyze technical and formatting problems and provide possible options within a timeframe that ensures timely resolution so as to not negatively impact trial installation validation and verification efforts, kit proof verification efforts, and final publication schedules. When requested by the program manager, prepare report(s) of progress on actions to address program problems/issues.

4.10.3.15 The contractor shall analyze the technical, cost, and schedule impacts associated with C-130, or other 330 ACSG program office supported aircraft, modification and sustainment programs. The contractor shall assist in verifying regulatory agency compliance of proposed upgrades and potential impacts to the military mission. The contractor shall assist in determining logical execution strategies for incorporating the upgrades onto the aircraft with minimal impacts to system readiness.

4.10.3.16 The contractor shall continually evaluate scheduling options regarding installation efforts. The contractor shall also provide scheduling options to the program manager to ensure the smooth installation of modification kits. The contractor shall coordinate with the users and contractors to maintain and update detailed schedules, in government-approved format, and deliver to the program manager to assure program success.

4.10.3.17 The contractor shall maintain tracking systems for the delivery of hardware required to complete installations. The contractor shall track required deliveries from production contractors to the Defense Logistics Agency (DLA) or to field activities, as required. The contractor shall maintain various program databases as required by the Program Manager; i.e. Data Item Description database and document tracking.

4.10.3.18 The contractor shall track C-130, or other 330 ACSG program office supported aircraft, assets, provide input on distribution/disposition instructions, and otherwise assist in managing the day-to-day logistics of executing the modification/sustainment program.

4.10.3.19 The contractor shall assist the program manager as necessary in managing various C-130, or other 330 ACSG program office supported aircraft, modification/sustainment actions such as Contract Field Team (CFT) assignments, resolving CFT technical problems, and arranging Work Load Agreements between C-130, or other 330 ACSG program office supported aircraft, customers and Major Command (MAJCOM) representatives to ensure maximum aircraft availability.

4.10.3.20 The contractor shall review and revise Air Force Technical Orders changed as a result of C-130, or other 330 ACSG program office supported aircraft, modification/sustainment activity, review Air Force Technical Order (AFTO) Forms 22 Technical Manual Change Recommendation and Reply, pertaining to air defense components for technical accuracy and applicability to specific versions of the C-130, or other 330 ACSG program office supported aircraft, and associated technical orders, and propose technical order changes for related data using AFMC Form 252, Technical Order Publication Change Request.

4.10.3.21 The contractor shall prepare formal and interim technical order operational supplements or change pages to reflect current Aircraft Modernization Program (AMP) technical data/change information. The contractor shall review AMP data contained in technical order publications for content, format, style and compliance with applicable specifications and standards.

4.10.3.22 The contractor shall assist in developing supplemental TCTOs to provide follow-on instructions to the field and depot for aircraft inspection and modifications associated with changes to the C-130, or other 330 ACSG program office supported aircraft,. The contractor shall prepare Immediate, Urgent Action and safety TCTOs for the C-130, or other 330 ACSG program office supported aircraft.

4.10.3.23 The contractor shall review, evaluate, interpret and implement changes to procedures, specifications, drawings, diagrams, schematics, manuals and related documents to achieve effective, timely equipment management. The contractor shall analyze, Materiel Deficiency Reports (MDRs), failure data, test reports and suggestions relating to C-130, or other 330 ACSG program office supported aircraft, equipment, and assist in developing and implementing corrective action.

4.10.3.24 The contractor shall attend provisioning conferences relating to C-130, or other 330 ACSG program office supported aircraft, equipment. The contractor shall participate in research and development tests, environmental and suitability tests, equipment prototyping and TCTO kit proofing, and evaluate test data to determine test adequacy and formulate test reports.

4.10.3.25 The contractor shall participate in pre-publication and post-publication technical order reviews that impact C-130, or other 330 ACSG program office supported aircraft, components. The contractor shall initiate technical order changes as required to maintain compatibility with C-130, or other 330 ACSG program office supported aircraft, new equipment or to correct technical order deficiencies reported via AFTO Form 22, Precision Measurement Equipment Laboratory (PMEL) Technical Order Information. The contractor shall review technical publications on new C-130, or other 330 ACSG program office supported aircraft, equipment for technical accuracy and coverage, and periodically review operational equipment technical publications for possible updating.

4.10.3.26 The contractor shall provide support to initiate and execute the logistics support, technology assessments, workload descriptions, depot facility requirements, system inventories, reliability and maintainability data, subsystem peacetime inventories, subsystem peacetime usages depot hours requirements and system expected/planned life. The contractor shall assist in identifying the candidate Air Logistics Center (ALC) for organic support or vendors for organic support. Where feasible, the contractor shall also assist in identifying a second source of repair.

4.10.3.27 The contractor shall trace the requirements through all program documentation and identify unallocated and improperly allocated requirements.

4.10.3.28 The contractor shall interface with the other support contractors to assist in the development of alternate system concepts for the various modification programs. The contractor shall be familiar with the latest technology and innovations that could be applied to the modification program and identify to the program manager the advantages, disadvantages, and rough order of magnitude acquisition costs of each concept.

4.10.4 Financial Analysis: The contractor shall provide program support in the area of financial management by conducting financial studies and research; compiling, and reviewing financial data, evaluating program funding plans and changes, and providing comments for program budgeting and execution. The contractor shall assist in the preparation and routing of financial documents. The contractor is responsible for filling ninety-five percent of all positions within 15 business days of order award or position vacancy. The remaining five percent of all positions will be filled within 30 business days of order award or position vacancy.

4.10.4.1 The contractor shall participate in various aspects of the requirements determination process. This support shall include developing, modifying, and coordinating Memorandums of Agreement (MOA) with various ACSG customers. The contractor shall assist in the preparation of the Air Force Planning, Programming and Budgeting System (PPBS) documents and with life cycle cost estimating. The contractor shall assist in developing cost estimates and cost/benefit analyses for various alternative acquisition strategies and develop alternative Integrated Budget Documentation and Execution System (IDECS) forms P3As P3 profiles to address trial installation, kit proof, kit fabrication, and kit installation.

4.10.4.2 The contractor shall input all 330 ACSG requirements into the J041 management system. The contractor shall support the Modification element by inputting funding requirements using automated information systems such as the Automated Purchase Request System (APRS), Comprehensive Cost and Requirement System (CCAR) and Automated Business Services System (ABSS), as required.

4.10.5 Technical Support: The contractor shall provide support to managers on the whole range of office activities to include, but not limited to, collecting data and preparing presentations, suspenses, studies, analyses, metrics, Program Management Reviews, Program Support Plans, strategic and tactical plans, financial planning, progress reports, metrics status reports, configuration control board activities, digitization efforts, acquisition/sustainment activities, graphics support, administrative support, organizing and participating in reviews, workshops, configuration conferences, meetings, Video Teleconferences, diminishing resources program, locating assets, parts, supply management, coordinating the shipment and redistribution of critical parts between applicable bases, etc. The contractor is responsible for filling ninety-five percent of all positions within 15 business days of order award or position vacancy. The remaining five percent of all positions will be filled within 30 business days of order award or position vacancy.

4.10.5.1 The contractor shall also participate in C-130, or other 330 ACSG program office supported aircraft, Configuration Control Board (CCB) activities to include, but not be limited to, facilitating the meeting, preparing and distributing CCB agenda(s), directive(s), minute(s), etc. The contractor shall analyze C-130, or other 330 ACSG program office supported aircraft, requirements and functional processes and provide input on updating operating instructions for configuration management of the C-130, or other 330 ACSG program office supported aircraft, weapon system. The contractor shall assist in modifications processing including Temporary and/or Permanent Modification Requests (AF Forms 1067). The contractor shall support and maintain management system software/data, as required, to provide configuration control support for the entire weapon system and/or for specific programs/projects. The contractor shall perform the CCB secretarial duties.

4.10.5.2 The contractor shall maintain programmatic data files for the whole spectrum of program/project management, including but not limited to, areas such as training, configuration and data management/control, safety, modification, budget, quality, administration, production, etc. The contractor shall conduct research and retrieve data as required and provide this data in the form of correspondence, reports, briefings, and studies in the appropriate format.

4.10.5.3 The contractor shall assist the 330 ACSG/GFEA and 560 ACSG in all phases of managing business areas, sustainment actions, and program operations/activities. Some examples are, but not limited to, graphics support, administrative support, participation in and organizing management reviews, workshops, configuration conferences, meetings, Video Teleconferences, etc. The contractor shall assist program managers by providing requested logistics/sustainment support efforts to meet valid requirements and configuration management support.

4.10.5.4 The contractor shall provide administrative support to the 330 ACSG/GFEA and 560 ACSS. The contractor shall update and maintain various program office information systems, requirements analysis, specifications, design, suspense, documentation, Defense Message System, and other information systems development. The contractor shall accomplish data gathering and data entry, plus perform analysis with extracted data for program office information systems. The contractor shall prepare summaries and reports detailing these data systems information upon the request of users needing the information.

4.10.5.5 The contractor shall perform customer support action item tracking and provide subject matter experts to take and prepare conference, meeting, and workshop minutes, after action reports, action item tracking, etc. The contractor shall maintain a suspense system/database to provide a historical perspective of customer support and to track responsiveness to customer requests for assistance.

4.10.5.6 The contractor shall maintain programmatic data files for the whole spectrum of program/project management, including but not limited to, areas such as training, configuration and data management/control, safety, modification, budget, quality, administration, production, etc. The contractor shall conduct research and retrieve data as required and provide this data in the form of correspondence, reports, briefings, and studies in the appropriate format.

4.10.5.7 The contractor shall maintain tracking systems for the program office’s specific programs and projects, Multi-Functional Teams (MFT), and individual action items to permit real-time assessment of issues, problems, action items, suspenses, and potential solutions.

4.10.5.8 The contractor shall maintain an official 560 ACSS level file plan(s) using the Records Information Management System (RIMS). The contractor shall maintain system(s) for program files, engineering reports, drawings, and all applicable reference documents. The contractor shall accomplish organizing, labeling, purging, and archiving in accordance with DOD regulations.

4.10.5.9 The contractor shall assist 560 ACSS/330 and 330 ACSG/GFEA personnel with filing and retrieving information from the filing system. The contractor shall comply with DOD, USAF, HQ AFMC, and local directives/instructions, and conduct periodic inspections to assure compliance with said directives. The contractor shall minimize discrepancies identified during annual inspections and correct as appropriate. The contractor shall instruct new government employees and support contractors on the filing system.

4.10.5.10 The contractor shall assist with the completion of travel orders for managers.

4.10.5.11 The contractor shall manage the Materiel Improvement Program (MIP) process to include suspense and track the MIPs for closure and Points of Contact (POC) actions.

4.10.5.12 The contractor shall provide support to managers on the whole range of office activities to include, but not limited to, collecting data and preparing presentations, suspenses, studies, analyses, metrics, Program Management Reviews, Program Support Plans, strategic and tactical plans, financial planning, progress reports, metrics status reports, configuration control board activities, digitization efforts, acquisition/sustainment activities, graphics support, administrative support, organizing and participating in reviews, workshops, configuration conferences, meetings, Video Teleconferences, diminishing resources program, locating assets, parts, supply management, coordinating the shipment and redistribution of critical parts between applicable bases, etc. Contractor shall meet all Government established suspense dates for technical support and each contractor individual shall receive no more than 3 customer complaints (validated by the program manager and QAP) per individual per year.

4.10.5.13 The contractor shall maintain programmatic data files for the whole spectrum of program/project management, including but not limited to, areas such as training, configuration and data management/control, safety, modification, budget, quality, administration, production, etc. The contractor shall conduct research and retrieve data as required and provide this data in the form of correspondence, reports, briefings, and studies in the appropriate format.

4.10.5.14 The contractor shall perform customer support action item tracking and provide subject matter experts to take and prepare conference, meeting, and workshop minutes, after action reports, action item tracking, etc. The contractor shall maintain a suspense system/database to provide a historical perspective of customer support and to track responsiveness to customer requests for assistance.

4.10.5.15 The contractor shall maintain tracking systems for the program office’s specific programs and projects, MFTs, and individual action items to permit real-time assessment of issues, problems, action items, suspenses, and potential solutions.

4.10.5.16 The contractor shall update and consolidate all DLA submissions if /when necessary for 330 ACSG/GFEA engineering division.

4.10.5.17 The contractor shall update and consolidate all Foreign Military Sales/Technical Coordination Group (FMS/TCG) submissions if /when necessary for 330 ACSG/GFEA engineering division.

4.10.5.18 Contract Personnel shall provide assistance if/when necessary including, but not limited to the following: System Administrator for Auto 202 System to include C-130, or other 330 ACSG program office supported aircraft, F-15’s and Special Operation Forces (SOF).

4.10.5.18.1 Complete DD Form 2875’s for all 202 users. Check status of DD Form 2875 in the system for all users. Process and submit new users in the Auto 202 system and C5galaxy system. Edit/Update new users in the system. Modify users in the system. Reset passwords in the system. Unlock accounts in the system. Create second user accounts for those individuals with more than one role. Contact users by phone/email regarding coordination passwords. Contact users by phone/email regarding updates and changes to the system, Track Auto 202’s for C-130, or other 330 ACSG program office supported aircraft, F-15 and SOF. Manage and provide instructions/training to all users in regards to the Auto 202 system. Logging in/out, Initiating, Planner functions, Engineering Assignment, Engineering Disposition, Engineering Approval, TO Change, 252 Assign, 252 Disposition, Status, Utilities, Printing, Viewing Reports, Deleting, Rejecting. Provide process overview while working closely with webmaster and other system administrators to ensure completion, updates and modifications to the system. Provide 202/107 metrics data for 330 ACSG Engineering.

4.10.5.19 The contractor shall perform duties if/when necessary including, but not limited to the following: Accessing the Joint Deficiency Reporting System (JDRS) database to pull reports for 330 ACSG engineering and accessing the Reliability & Maintainability Information System (REMIS) database to pull reports for 330 ACSG engineering.

4.10.5.20 Processing and maintaining all incoming/outgoing suspense’s in 330 ACSG tracking database to include MIPS, AFTO 22s, MODs, AFTO 135s and manage the Service Bulletin database.

AIRCRAFT STRUCTURAL ENGINEER:

This position covers professional aerospace engineering positions involved in planning, research, development, design, test and evaluation, analysis, production, fabrication, operation, type certification, and/or maintenance of aerospace vehicles or integrally associated equipment. It also includes positions involved in investigating phenomena encountered in aerospace flight, monitoring and analyzing unknown or unfamiliar aerospace vehicles, piloting aerospace vehicles, developing aviation safety standards and regulations, and positions providing staff leadership and guidance related to aerospace engineering programs. The work requires application of scientific and engineering principles in the field of aeronautics and astronautics, such as aerodynamics, aeroacoustics, astro-dynamics, computational fluid dynamics, fluid mechanics, flight dynamics, flight structures, thermodynamics, flight propulsion, and energy conversion and use. A college degree in mechanical or aerospace engineering or mathematics is required.

GENERAL ENGINEER:

This position’s duties are to advise on, administer, supervise, or perform research or other professional and scientific work of a special or miscellaneous character that is not specifically classifiable in any other engineering series, but that involves the application of a knowledge of such engineering fundamentals as the strength and strain analysis of engineering materials and structures, the physical and chemical characteristics of engineering materials such as elastic limits, maximum unit stresses, coefficients of expansion, workability, hardness, tendency to fatigue, resistance to corrosion, engineering adaptability, engineering methods of construction and processing, etc.; or positions involving professional work in several branches of engineering. A college degree in mechanical, aerospace or electrical engineering is required.

ELECTRICAL/AVIONICS ENGINEER:

This position covers professional engineering positions that require primarily application of knowledge of: (1) the physical and engineering sciences and mathematics; (2) electronic phenomena; and (3) the principles, techniques, and practices of electronics engineering. The work pertains primarily to electronic circuits, circuit elements, equipment, systems, and associated phenomena concerned with electromagnetic or acoustical wave energy or electrical information for purposes such as communication, computation, sensing, control, measurement, and navigation. A college degree in electrical; aerospace; or mechanical engineering or mathematics is required.

PROGRAM MANAGER:

This position entails the duties of which are to manage or direct, or to assist in a line capacity in managing or directing, one or more programs, including appropriate supporting service organizations, when the paramount qualification requirement of the positions is management and executive knowledge and ability and when the positions do not require competence in a specialized subject-matter or functional area.

LOGISTICIAN:

These positions are concerned with directing, developing, or performing logistics management operations that involve planning, coordinating, or evaluating the logistical actions required to support a specified mission, weapons system, or other designated program. The work involves: (1) identifying the specific requirements for money, manpower, materiel, facilities, and services needed to support the program; and (2) correlating those requirements with program plans to assure that the needed support is provided at the right time and place. Logistics work requires: (1) knowledge of agency program planning, funding, and management information systems; (2) broad knowledge of the organization and functions of activities involved in providing logistical support; and (3) ability to coordinate and evaluate the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet each requirement on time.

Positions in this series require some degree of specialized knowledge of some or all of the logistics support activities involved. The paramount qualification requirement, however, is the ability to integrate the separate functions in planning or implementing a logistics management program.

EQUIPMENT SPECIALIST:

These positions supervise, lead, or perform administrative work that involves collecting, analyzing, interpreting, and developing specialized information about equipment. Work also involves providing advisory services to those who design, test, produce, procure, supply, operate, repair, or dispose of equipment. Work may also involve developing or revising equipment maintenance programs. The work requires applying an intensive and practical knowledge of the characteristics, properties, and uses of equipment. Knowledge is of the type gained from technical training, education, and experience in functions such as repairing, overhauling, maintaining, constructing, or inspecting equipment.

ADMINISTRATIVE SUPPORT:

The primary duties of this personnel involve supervising, directing, or planning and coordinating a variety of service functions that are principally work-supporting; i.e., those functions without which the operations of an organization or services to the public would be impaired, curtailed, or stopped. Such service functions include (but are not limited to) communications, procurement of administrative supplies and equipment, printing, reproduction, property management, space management, records management, mail service, facilities and equipment maintenance, and transportation.

ANALYSTS:
