STATEMENT OF WORK
BASEWIDE ROOFING IDIQ CONTRACT – ROBINS AFB
1. GENERAL
1.1 Bid Proposals – The R.S. Means Facility Construction Cost Data Guide shall be used for the purpose of this IDIQ contract. Coefficients shall be added to bare cost prices to cover such expenses as overhead, profit, minimum design costs, and G&A expenses including employee access needs, bond premiums, and gross receipt taxes. No Delivery Order will be awarded on bid proposals that contain more than 15% non-pre-priced line items. Contractor bid proposals should include accurate applicable line items, quantities, unit price, total price, applicable multiplier, and written work plan that include all materials and labor required to install a complete roofing system that meets all requirements listed in the SOW and contract specifications. All Delivery Order shall be supported by necessary documentation to indicate that adequate engineering and planning to accomplish the requirements specified in the Delivery Order Statement of Work and contract specifications.( Examples of acceptable documentation are: drawings, calculations, catalog cut sheets, specifications, or architectural renderings.) Delivery Order proposals will be evaluated on all submitted documentation. Proposal line items, quantities, coefficients, documentation, contract specifications, and delivery order statement of work will become a part of delivery order requirements upon award of each delivery order.
1.2 Roofing Requirements – Roofing, roof accessories and roofing design shall meet the requirements of UFC 3-110-03. Design shall meet the requirements of UFC 3-200-01, IBC 2012 (International Building Code) and ASCE 7 (2010 Edition). Use Exposure Category C per ASCE 7 for the roof design requirements for all buildings.
1.3 Base Facility Standards – The current Robins AFB Base Facility Standards (BFS) at the time of the Delivery Order shall be used. The BFS can be found on the Robins public website at http://newpreview.afnews.af.mil/robins/library/generalinformation.asp.
1.4 Federal Requirement Links

1.5 Allowable Roof Types – Acceptable roof types will be Standing Seam Metal and PVC.
Modified Bitumen roofing may be allowed if specifically stated within the individual Delivery Order. If Modified Bitumen roofing is allowed, it shall be hot mopped SBS polymer (torch applied is not allowed due to higher hazard and potential of combustible decks/blocking).
Unless stated within the DO SOW otherwise, all roofing systems must be certified and labeled according to the Cool Roof Rating Council (CRRC).
1.6 Roof Accessories
1.6.1 General: All roof accessory components and component installation requirements shall be compatible with and acceptable by the roofing manufacturer for the issuance of the required warranties.
1.6.2 Fall Protection: All reroofing projects shall incorporate certified fall protection systems as required by OSHA unless noted otherwise in the DO. The system shall be certified for use by the contractor and left in place for Govt. use after the project is complete (certification shall extend to Govt. use). These include perimeter systems for each applicable roof section and roof access penetrations (i.e. access hatches). Repair projects shall define the extent for installing fall protection systems within the individual DO SOW.
1.6.3 Lightning Protection: All reroofing projects shall incorporate new Franklin type lightning protection systems unless exempted within the individual DO SOW. Repair projects shall define the extent for installing fall protection systems within the individual DO SOW. All systems removed and reinstalled must have a continuity test performed and a copy of the results provided to Civil Engineering.
1.6.4 Roof Drainage System: All reroofing projects shall incorporate modifications and/or complete replacement of roof drainage system to meet the roof drainage requirements.
Underground storm water systems and retention/quality systems may also be required based on individual DO SOW.
1.6.5 Other Accessories: Provide roof accessories as required within individual DO SOWs.
1.7 Design Analysis: Provide a Design Analysis for all reroofing projects and where required within the DO SOW for repair projects. Design Analysis Engineer shall be present at initial site visit.
1.8 Quality Control
1.8.1 Superintendent: Provide superintendent as required by FAR. Superintendent shall not have a workload greater than 3 projects to adequately provide supervision for each DO.
1.8.2 Foreman: Contractor shall employ a job foreman for each active delivery order who is a certified installer of a qualified manufacturer for each of the following roof systems:
Standing Seam Metal Roofs, PVC Roofs and Modified Bitumen Roofs.
1.9 Safety: Perform all work activities in a safe manner in conformance with current OSHA, AFOSH and USACE requirements (EM 385, Latest edition). All workers shall wear fluorescent reflective vests with the general contractor’s name at all times.
1.10 Liquidated Damages: Damages will be assessed per the FAR in accordance with attached Form 820.
1.11 Contractor must be capable of supporting the GOV with a site visit within 4 hours of a phone call in an emergency situation.
1.12 Contractor must be capable of supporting the GOV with a site visit within 24 hours of a phone call in an urgent situation.
2. DESIGN ANALYSIS
2.1 General: Contractor must provide a Professional Engineer or Registered Architect, registered in the State of Georgia who derives the majority of their income from roof design work to perform and seal all required Design Analysis and drawings.
2.2 Fall Protection Systems: All projects requiring fall protection systems will require a professional structural engineer (PE) registered in the State of Georgia to analyze the existing structure and design the required fall protection systems. A professional structural engineer registered in the State of Georgia will also be required for the design of the sub-framing for re-slope applications.
2.3 Lightning Protection Systems: All projects requiring a lightning protection system shall be designed and installed by a lightning protection installer certified in the State of Georgia.
2.4 Elements
2.4.1 Substrate Analysis
2.4.1.1 Work involving existing Low Slope Membrane Roofs: Provide a detailed analysis of the existing roof deck and roof insulation. The requirement will also include DOs involving the over laying or retrofitting of the roof with the same or different type of roofing. The analysis shall include a test cut and core sampling of the existing roof system and will determine the composition of the existing roofing system, nondestructive moisture testing and the presence of asbestos containing materials.
The contractor will be responsible for repairing the test areas to a weather-tight condition immediately after the samples are taken.
2.4.1.2 Existing Metal Roofing: Provide sufficient testing on panel coatings to determine the presence of asbestos and lead based paint.
2.4.1.3 All testing (including the resulting reports and recommendations) shall be performed by an independent testing laboratory and included as a part of this DO.
2.4.2 Structural Analysis
2.4.2.1 General: Structural systems shall conform to the requirements of UFC3-301-01 Structural Engineering and UFC 3-310-4 Seismic Design for Buildings.
2.4.2.2 Analysis: Provide a detailed analysis of the existing roof and deck structure.
Analysis shall take into consideration the existing structural configuration and integrity (live, dead and collateral loads), existing roofing weight (for comparison to new roofing), existing / future anticipated equipment (as defined within the DO) and load transfer (i.e. in re-sloping projects) with respect to meeting the requirements of the current building codes and UFCs.
2.4.3 Roof Configuration Analysis
2.4.3.1 Rooftop Units: Analysis shall consider rooftop mounted equipment and ductwork and their impact on the roofing to be installed. Verify that sufficient clearances are provided to allow access for maintenance and future reroofing requirements.
Provide information on types of flashing, equipment mounting and roof curbs required.
2.4.3.2 Expansion Joints: Analysis shall consider expansion joint configuration to compensate for building expansion joints, differential movement of various roof structural/substrate components and movement limitations for roof areas (i.e. area separators).
2.4.4 Lightning Protection Analysis
2.4.4.1 General: Provide an analysis of the existing lightning protection system. Include test for continuity thru existing grounding system and a measurement of resistance to earth. Analysis shall determine whether existing grounding system is sufficient for the new lightning protection system.
2.4.5 Roof Drainage Analysis
2.4.5.1 General: Provide an analysis of the existing roof drainage system and new required drainage. Analysis shall show runoff calculations and the required sizes for drainage elements. Include in the analysis site storm drainage where indicated within the individual DO.
2.4.6 Engineering: All engineering shall be performed and sealed by an engineer (PE) registered within the state of Georgia. Include all narratives, calculations and test results within the
DA.
2.5 Submittal: The DA shall be submitted and approved by the Govt. prior to the ordering of any materials or the start of any construction activities. The DA shall include a narrative of the existing roof condition, integration of the new roof system, structural analysis (including all calculations), lightning protection analysis and roof drainage system analysis (including existing and new site drainage changes). Structural, substrate and roof and site drainage deficiencies identified during the DA and not included within the SOW for the DO will be negotiated through the Contracting Officer.
Submit four (4) hardcopies and one (1) CD of the submittal for approval (including any subsequent submittals).
3. SPECIFIC ROOF CRITERIA
3.1 Metal Roofs
3.1.1 Manufacturer: Shall be accredited by the International Accreditation Service Inspection (IAS) Programs for the Manufacturers of Metal Building Systems, AC472. Provide copy of the current accreditation.
3.1.2 Requirements: Comply with additional requirements of UFGS Section 07 41 13. Where reroofing involves structural modifications as in a retrofit/re-sloping application, also comply with structural requirements of Specification Section 13 34 19 Metal Building Systems. Provide testing, including vacuum testing of fasteners, as required to ensure a weather-tight system.
Refer to the individual DO to determine whether retrofit systems will be allowed for that particular project.
3.1.3 Configuration:
3.1.3.1 New Industrial and Simple Commercial Roofs (no valleys): 3” minimum height trapezoidal mechanically seamed standing seam roof panels, 360° seam (90°/180° seams not allowed). Maximum width – 24”. Panels shall have intermediate low profile ribs, flat pans not allowed. Panels shall be structural not requiring a substrate.
3.1.3.2 New Commercial Architectural Roofs (may contain valleys) – 2” minimum height vertical leg mechanically seamed standing seam roof panels, 360° seam (90°/180° seams not allowed). Maximum width – 16”. Panels shall have intermediate low profile ribs, flat pans not allowed. Panels shall be structural not requiring a substrate.
3.1.3.3 Roof Repair Projects – Profile shall be defined in each Delivery Order as either new (with the appropriate transition between roof profile types), matching existing or a special profile (also with the appropriate transition).
3.1.4 Minimum Roof Panel Thickness: Minimum bare metal thickness of 24 gauge
3.1.5 Finish:
3.1.5.1 New Roofs – Kynar 500 or Hylar 5000 polyvinylidene fluoride (PVDF) meeting the required finish warranty requirements.
3.1.5.2 Roof Repair Projects – Where practical, use same finish as new roofs with a new roof finish warranty. Refer to each Delivery Order for specifics on finish.
3.1.6 Manufacturer’s Warranty
3.1.6.1 New Roof Projects – Shall be a 20 year single source NDL (no dollar limit) material and labor warranty. Warranty shall cover weather-tightness, roof design wind speeds as per Design Analysis requirements, and finish of the roofing and flashing components. Prior to acceptance, the manufacturer shall perform the necessary roof inspections required to determine that installation is per the manufacturer’s instructions and issue a letter to that effect. COTR shall be notified 10 days in advance of manufactures inspection and be present during inspection. Roof will not be accepted without this letter.
3.1.6.2 Roof Repair Projects – Shall be a 20 year material finish warranty covering all roof and wall panels and exposed trim.
3.1.7 Installer’s Warranty
3.1.7.1 General – General - Installer shall provide a one (1) year material and labor warranty for all items not covered by a manufacturer's warranty.
3.2 Membrane Roofs
3.2.1 General: PVC single ply membrane roofs shall be mechanically fastened. Ballasted systems will not be allowed. Fully adhered systems may only be allowed where specified within individual Delivery Orders. Provide breather vents extending to the roof deck and installed as per the PVC manufacturer recommendations. Where fully adhered PVC systems are allowed, existing roofing system shall be removed to the substrate (see individual DO for mechanically fastened systems).
3.2.2 Thickness: PVC single ply membranes shall have a minimum thickness of 60 mils. Where direct adhered membranes are allowed, felt thickness shall not be counted as a part of the required membrane thickness.
3.2.3 Manufacturer’s Warranty
3.2.3.1 New Roof Projects – Shall be a 20 yr. single source NDL (no dollar limit) material and labor warranty. Warranty shall cover weather-tightness. Prior to acceptance, the manufacturer shall perform the necessary roof inspections required to determine that installation is per the manufacturer’s instructions and issue a letter to that effect. COTR shall be notified 10 days in advance of manufactures inspection and be present during inspection. Roof will not be accepted without this letter.
3.2.4 Installer’s Warranty
3.2.4.1 General - Installer shall provide a one (1) year material and labor warranty for all items not covered by a manufacturer's warranty.
3.3 Metal Wall Panels
3.3.1 Metal wall panels shall have a minimum bare metal thickness of 26 ga.
3.3.2 Wall panel profile shall have primary ribs spaced at 12” o.c., trapezoidal in shape. Ribs shall have a minimum depth of 1 ¼”.
3.3.3 Metal wall panel finish shall have a color finish, Kynar 500 or Hylar 5000 polyvinylidene fluoride (PVDF) with a 20 year finish warranty.
3.3.4 Comply with additional requirements of UFGS Section 07 42 13 Metal Wall Panels.
3.4 Flashings
3.4.1 General: Flashings (including copings) shall have a minimum bare metal thickness of 24ga. Provide all components as required for a weather tight roof system in conformance with the manufacturer’s requirements.
3.4.2 Finish: Provide factory applied painted finish to all components. Where components are exposed to view, finish shall be a color finish, Kynar 500 or Hylar 5000 polyvinylidene fluoride (PVDF) with a 20 year finish warranty. Refer to individual DO for exemptions.
3.5 Roofing Specialties
3.5.1 Building Expansion Joint Covers: Assemblies shall meet the following requirements:
3.5.1.1 Sheet metal slip type expansion joints are preferred. Alternate expansion joint covers for PVC roofs only will be considered (requires prior Govt. approval) if recommended by roofing manufacturer. Joints shall comply with the roofing manufacturer’s details where applicable. Where no preference is given for the configuration, use the requirements of the NRCA Roofing and Waterproofing Manual, latest edition.
3.5.1.2 Differential movement joints consisting of extending the roof membrane over a round foam backer will not be allowed for building expansion joint covers.
3.5.2 Roof Curbs: All new roof curbs shall be prefabricated assemblies with fully welded seams.
Configuration and attachments to the roof shall meet the requirements of the roofing manufacturer for warranty requirements. The curbs shall be factory painted to match the roof.
4. MATERIAL AND SYSTEMS SUBMITTALS
4.1 General: Provide four (4) copies of material and system submittals in accordance with Section 01300.
4.2 Warranty Signage: Provide and install a sign with the following information:

5. INSPECTIONS
5.1 Manufacturers Inspections: Notify Contracting Officer and COTR in writing 10 days in advance of inspection requested date.
5.2 Pre-final Inspection: Notify Contracting Officer and COTR in writing 10 days in advance of inspection requested date.
5.3 Final Inspection: Notify Contracting Officer and COTR in writing 5 days in advance of inspection requested date.
6. CLOSEOUT DOCUMENTS
6.1 General: Provide three (3) CDs of all required closeout documents. Provide four (4) hardcopies of all forms requiring signatures. Information must be approved by Govt. prior to closeout. All copies to be retained by the Government.
6.2 As-Builts: Provide CD of As-built drawings of the installed roofing system. Drawings shall show cross sections for each differing condition referenced to a roof plan for locations. Format shall be in CADD (AutoCAD 2010) and PDF formats.

6.3 Certifications: Provide certifications for the following items: Lead-based Paint Certification, Asbestos Containing Material Certification, AFMC 299 Fire, Safety and Health Review, AF 2519 Welding and Safety Checklist, Fall Protection Certification for OSHA compliance.
Provide in hardcopy format and in PDF format.
6.4 Warranties: Provide all required warranties in hardcopy format and in PDF format.
7. EMERGENCY / URGENT RESPONSE REQUIREMENTS
7.1 Emergency Response Time Requirements: Contractor must be capable of supporting the GOV with a site visit by a qualified roof technician within 4 hours of a phone call in an emergency situation. Reference to an emergency situation may involve any roof on Robins AFB and will be identified as emergency by CE during the initial call.
7.2 Urgent Response Time Requirements: Contractor must be capable of supporting the GOV with a site visit by a qualified roof technician within 24 hours of a phone call in an urgent situation.

8. ROBINS AFB DIVISION 1 SPECIFICATIONS

PART 1 - GENERAL
1.01 SPECIAL REQUIREMENTS:
A. Controlled Areas (General):
1. This project may include include work in one or more Controlled Area(s). The Contracting Officer will assist in getting proper notation on personnel badges for applicable areas. (, such as warehouses, the Flight-line, Command Posts, and similar.)
2. Use no radios, pagers, or walkie-talkies in these areas.
3. Allow 15 minutes wait at arrival for escorts.
4. The contractor is responsible for all controlled/restricted area badges issued for this project. Fifty dollars ($50.00) per badge will be deducted from the final contract payment for badges lost or not returned, regardless of the reason for said loss/nonreturn. If a receipt is desired for badges turned in during the contract period, the contractor must furnish it for coordination.
B. Airfield Zone Waivers:
1. Construction Waiver: UFC 3-260-01, Appendix B, Section B1-2.5.4.7, requires a temporary waiver be obtained for construction on the airfield. This applies to any construction, construction equipment storage, or hauling of materials or waste products that will take place within the boundaries of the Airfield Zone as shown on the Location map of Drawings. The Base Project Manager has advised the Base Community Planner to accomplish the necessary internal documents to obtain the temporary construction waiver for that area, and they are in process. Do not start any work in the Airfield Zone until the Technical Representative of the Contracting Officer (TRCO = CE Inspector) has provided a copy of the approved waiver to the Contractor.
2. Crane Permit: If a crane is required for construction on the airfield, the Contracting
Officer will work with the Civil Engineering Community Planner to obtain this permit. Any crane activity on the airfield requires approval from the 78 ABW Commander prior to starting work. Submit a request in writing to the Contracting officer at least 45 days prior to the start of the work. The request shall detail the schedule for such work, hours of operation, height of the crane, and location of the crane. Be prepared to abide by any restrictions noted on the approval documents.
C. Airfield Zone Site Requirements:
1. The Airfield Zone is shown on the Location map of Drawings. It is also referred to as the Flightline. Note that Section 01580, Safety Requirements, contains additional guidance on eliminating Foreign Object Damage (FOD) to the aircraft on the Flightline.

2. Schedule: Furnish a schedule to the Contracting Officer on the anticipated work schedule for each area in the contract.
3. Storage Site Request: Request in advance and obtain approval from Airfield
Operations Management for any storage sites for all equipment and materials used on the contract.
4. Haul Route Request: Request in advance and obtain approval from Airfield
Operations Management for all haul routes or other travel requirements on the Flightline.
5. Prior to driving on the Flightline, the contractor shall ensure that all personnel required to operate vehicles on the Flightline are trained and certified. The contractor is responsible for scheduling the training through 78 OSS/OSAB, (478) 926-2114, with adequate lead-time so as not to interfere with the contract schedule. Upon completion of the training, an AF Form 483 (Certificate of Competency) will be issued by the Airfield Manager’s office, which certifies that the individual has been trained on Flightline driving. This certification must be in the possession of the vehicle operator when driving on the Flightline.
6. Forms to Return: Upon completion of the contract, turn in the AF Forms 483 to the
Contracting Officer so that final payment will not be delayed.
7. Prior to the start of work each day, coordinate with the Chief of Airfield
Operations Management at (478) 926-2114 or (478) 926-2115. The contractor will advise Airfield Operations Management of the current work schedule, location and duration of work, and the type of equipment at the site for the day. The contractor shall also coordinate with Airfield Operations Management before leaving the site for the day.
8. Contractor employees requiring vehicle access to the controlled area of the
Flightline shall display their company's name on both the right and left sides of the vehicle.
Lettering shall be at least one and one half inches high and may be either permanently or magnetically affixed to the vehicle. The Government will deny entry to contractor vehicles not displaying the company name.
9. Provide an escort for all material suppliers or vendors transporting equipment or material to/from the Flightline job site. The certified escort can be a passenger or operate a lead vehicle no further than three vehicle lengths in front of the escorted vehicle. Ensure that all subcontractors comply with all Flightline requirements.
10. In addition to the validated AF Form 483, vehicle operators shall have valid state driver's licenses in their possession when driving on the Flightline. Vehicle operators shall adhere to Flightline driving procedures contained in RAFB Instruction 13-206, Control and Operation of Vehicle on Robins AFB Flightline and Industrial Area.
11. The contractor is responsible for ensuring that all contractor personnel, subcontractors, and suppliers meet all Flightline requirements. The Government may, at its

01040 - 3 of 19 discretion, remove any contractor, subcontractor, or supplier employee from and prohibit access to the Flightline for the duration of this contract for violations of Flightline procedures.
12. Employ a minimum of one person for each area where construction activity is underway whose full time job is to monitor radio traffic from the base control tower to ensure that no Flightline violations occur.
13. Under no circumstances shall contractor employees enter any Flightline building or area not covered by the contract or authorized for access to the contract area.
14. If a crane is required and approved for construction on the airfield, store the crane in such a manner as to not pose a hazard to flight operations. Contact, through the Inspector, 78 OSS, 926-2114, to receive instructions on how to store the crane each night.
15. Provide continuous cleanup at the work site. All areas shall be kept so clean as to prevent the spread of materials that may be tracked into other aircraft areas or which may be windblown in such a way as to cause a hazard to aircraft traffic. Materials will not be allowed to accumulate in such a manner as to create an eyesore. Clean all haul routes as required to maintain aircraft safety and site order.
D. MFH projects: Submit a courtesy slip for approval. Notify occupant with courtesy slip at least three (3) workdays but no more than five (5) workdays before starting work. Include in the courtesy slip the telephone number and name of the Technical Representative to call for schedule problems.
E. AMC/Joint STARS Area:
1. Submit a letter with the following information through Contracting Officer to 78
SFS/SFOS (62118) 7 days prior to proposed entry by personnel:
a. Name, Social Security Number, place and date of birth, and citizenship of each person to enter area. PRIVACY ACT STATEMENT: Section 6311 of Title 5 to the U.S. Code authorizes collection of this information. The primary use of this information is to identify persons present in area. Furnishing the above information is voluntary, but failure to do so may result in disapproval of admission request.
b. Type of vehicle to enter area with license number.
2. Also request permission to enter any special restricted areas (such as the Mass
Parking Apron or Alert Area) one day in advance each time entry is needed. Repeat visits may be arranged if a firm schedule is established.
F. Electronic Warfare Complex (Bldg 229): Arrange for daily escorts with using agency.
G. Avionics Complex: The following apply for Bldgs 640, 645, and others inside the fence:

1. Submit a letter to Contracting Officer (for 78 SFS/SFOS, 62118 and WR- ALC/LYPSO, 62223) at least five (5) working days before admittance with the following information:
a. Name, Social Security Number, place and date of birth, and citizenship of each person to enter area. PRIVACY ACT STATEMENT: Section 6311 of Title 5 to the U.S. Code authorizes collection of this information. The primary use of this information is to identify persons present in area. Furnishing the above information is voluntary, but failure to do so may result in disapproval of entry request and default of the contract.
b. Make, model, and license number of vehicles to enter the area.
c. Submit proposed changes to the list of approved people/vehicles by same procedures.
2. Request entrance permission from WR-ALC/LYPR (66095) at least one day in advance each time access is needed. Arrange repeat visits if a firm schedule is established.
3. Vehicles used for the delivery of equipment, supplies, or tools which cannot be carried in by hand will be admitted if they have the company logo prominently displayed and the vehicle is properly registered with the LYP Security Manager.
1.02 UTILITY REQUIREMENTS
A. Outages: Request utility outages in writing to the Base Civil Engineer, with a copy to the Contracting Officer, a minimum of 21 days before the proposed outage. These will be scheduled at Government convenience and may be at times other than normal working hours. For example, the times may be on weekends or during the second and third shifts (including holidays, holiday weekends, and work curtailment days). These are at no additional cost to the Government.
B. Metering.
1. Credit Unions, banks, public schools and other non-Federal organizations at their expense furnish, install, operate and maintain all facilities required to obtain service, including suitable metering and regulating equipment and service connections to the government’s utility system.
2. For DoD agencies, including MWR activities and Air National Guard Units; Defense Base Operating Fund activities; non-DoD Federal agencies, including post office facilities; occupants of privately owned mobile homes located on Air Force installations; government civilian employee renting quarters owned or controlled by the Air Force; and occupants of military housing projects insured by the government under Title 12 U.S.C., Sections 1701 and 810, install meters on all:
a. New facilities or renovated facilities, using applicable constructions funds.

b. Existing facilities at government expense when the total cost to install the meter does not exceed the estimated gross revenue for 1 year. For energy management purposes, install permanent or temporary meters at government expenses, regardless of gross revenue for 1 year, on new or existing individual buildings, structures, appliances, or equipment. For installing meters on existing facilities, the Base Civil Engineer budgets for and prioritizes installing meters using fund sources that include Operations and Maintenance; Research, Development, Test and Evaluation; Military Family Housing (P713 or P722); Medical Support Facilities; and, DBOF facilities.
3. Meter family house using a master metering system according to DoD Instruction 4165.37.
4. Provide service entrance metering on the facility for electrical, natural gas, and steam utilities, as applicable.
1.03 SUBMITTALS:
A. General: Provide the following submittals in accordance with instructions found in Section 01300, Submittals and Contractor Furnished Items.
B. Material Submittals: None required under this section.
C. Other Submittals: Provide the following submittals as required by the contract or as directed by the Contracting Officer.

1.04 SAFEGUARDING COMMUNICATION FACILITIES: For work that will interfere with Local Area Network (LAN) cable, aerial cable, house cable, underground cable, or other communication facilities, notify the Contracting Officer in writing 21 days before the scheduled construction. Do no work until receiving written approval.
PART 2 - PRODUCTS - OMITTED
PART 3 - EXECUTION
3.01 DIGGING/EXCAVATION REQUIREMENTS: The Drawings show underground utilities and structures as presently shown on the best available record drawings of the site, and these may have some inaccuracies. The information is provided for general bidding purposes only. Actual locations and quantities must be determined at the site while obtaining the form below.
A. Digging/Excavation Permit (Obtained on Base): Digging permits are obtained at 0800 Monday mornings, only, in Building 1555. The Contractor, along with the technical representative, shall meet with Civil Engineering utility personnel at this time to make all necessary arrangements for the excavation permit before any digging. The Contractor will be given instructions on how to prepare and properly complete Digging/Excavation Permit. This includes coordination before beginning any work involving digging/excavation and location of buried structures and utility lines. Before getting signatures, provide a drawing indicating the full extent of digging/excavation (width/depth/length of trench or hole). Civil Engineering utility personnel will meet with the Contractor at the site and locate their underground utility lines and buried structures that might be affected by any digging/excavation.
Do not do any digging until all parties have approved the permit (three day maximum). The digging/excavation permit shall be effective only for the time period indicated by the final signature authority.
B. Re-coordination of the Digging/Excavation Permit with all organizations and the technical representative shall be required for any additional time required after expiration of the original time period. No digging/excavation shall be done after l600 hours on weekdays or anytime on weekends unless prior approval is obtained.
C. Location of Buried Structures and Utility Lines: Accurately locate and stake buried structures and utility lines indicated.
D. Excavation, trenching, and backfilling: Excavate to the required depth by hand digging within three (3) feet either side of the buried structures or utility line. Do not use motorized equipment within these parameters. Only open those trenches for which material is ready for replacement. As soon

01040 - 7 of 19 as approved by the technical representative, backfill trenches as required by the drawings or specifications. As a minimum, replace topsoil and grass the disturbed area by seeding and watering.
E. Damage: The contractor is responsible for any damage to underground structures and utility lines identified on the drawings and any identified and marked in the field as a result of obtaining the digging/excavation permit. If any underground utility is damaged, notify the technical representative immediately.
F. Cutting of Roads, Streets, and Paved Parking Areas:
1. Mark, barricade, and illuminate construction work on or near roads or streets which may present a traffic hazard in accordance with the Manual on Uniform Traffic Control Devices (MUTCD) 2000. Closures of streets, parking lots, and other traffic areas will not be permitted unless approved by the Contracting Officer after written request 30 days before the scheduled closure.
2. Road cuts shall be backfilled immediately after completion of associated utility work. When the road is reopened, the cut shall be filled with temporary or permanent materials to a smooth condition, or metal plates or other approved methods shall be employed to prevent discomfort or damage to vehicular traffic. Road cuts shall be permanently closed within 5 working days unless approved otherwise by the Contracting Officer. Provide advance signage warning motorists of the condition in accordance with the MUTCD. Repair streets as shown on the drawings.
3.02 REPAIR OF WORK AND MATERIAL: Carefully lay out cutting, channeling, chasing, or drilling of finish or structure or other surfaces for the installation of equipment or material to avoid damaging Government property or adjacent materials not involved in the project. If Contractor personnel or equipment inadvertently damage such items, then follow the procedures below. Failure to follow the notification procedures below shall be considered a serious violation of the contract.
A. Notify the Contracting Officer by telephone immediately and confirm within 3 days with a typed letter if damage to Government property occurs. The Government reserves the right to require the Contractor to work overtime and purchase material for repair before the end of the workday at no additional cost to the Government.
B. Repair damage to building or equipment to match existing as directed by the Contracting
Officer with skilled workmen of the trades involved at no additional cost to the Government.
C. Repair Fire Resistant Assemblies that have been violated before the end of the day. In the event the work is incomplete, provide fire-rated gypsum board to cover holes 2-inch and greater in any dimension.
D. Reconnect Disconnected Equipment before the end of the day and insure that it is operating.
E. Existing Equipment and Material to remain or to be relocated is the property of the
Government. However, the Contractor is responsible for items to remain.

F. Labels on equipment plates with information shall be properly protected before any operation that could damage or cover the label.
(G. Fire Alarm: This contract involves work requiring existing fire alarm equipment either to remain or to be removed and reinstalled. The Contractor shall comply with the requirements of the inspection forms in the Appendix at the end of this section. One form is to notify the appropriate personnel that work is being accomplished on fire alarm systems. The other two forms are used to establish the conditions of the system components prior to and following the contractor’s work.)
3.03 IDENTIFYING UNDERGROUND LINES AND STRUCTURES:
A. Regardless of statements in other Spec sections, provide tracer wires and warning tapes over buried underground utilities and structures. Follow these requirements if the other Spec sections are less detailed and stringent.
B. These include all underground items such as utility lines, oil/water separators, fuel and water storage tanks, and utility pits and manholes with tops below grade.
C. Provide a warning tape of standard industrial width and thickness with imprinted words identifying the type of utility line or structure below it. Place along the length (and width if not a utility line) of the protected item at one-foot depth below grade.
D. For buried non-metallic lines and structures also provide a tracer wire placed just above them, so conventional locating equipment may be used to locate the lines or structures. These items may be made of plastic, fiberglass, or similar non-metallic material. Design basis of the tracer wire is BMS Heavy Tracer Wire by Utilitronics, PO Box 480, Stoughton, MA 02072 - phone 1-800-245-8850. Use no less than #12 AWG copper solid wire, 5/64” HMWPE insulation, with white color.
