Questions and Answers

1. Q: What is the estimated percentages roof repair work versus the reroofing work?

A: Based upon historical records the percentages are approximately 2% repairs and 98% reroofing. This is an assumption that roof repairs will resolve a particular roof issue.

2. Q: Our company competes nationwide, and we have bona-fide offices in various regions, but not yet in Region IV. On this particular solicitation, can a bona-fide office be opened after submitting a proposal, if perchance we are considered for an award? Or are we required to have a bona-fide office established in Region IV prior to submitting a proposal for this RFP?

A: According to 13 CFR 124.507(c)(2)(ii), "In order for a Participant to establish a bona fide place of business in a particular geographic location, the SBA district office servicing the geographic area of that location must determine if that location in fact qualifies as a bona fide place of business under SBA's requirements." Furthermore, 13 CFR 124.507(c)(2)(iii) states: "The effective date of a bona fide place of business is the date that the evidence (paperwork) shows that the business in fact regularly maintained its business at the new geographic location." Also, paragraph (iv) stipulates: "In order for a Participant to be eligible to submit an offer for a 8(a) procurement limited to a specific geographic area, it must receive from SBA a determination that it has a bona fide place of business within that area prior to submitting its offer for the procurement."

So, as set forth above, the bona fide place of business must be established and recognized by the SBA before proposal submission.
