1. QUESTION - CBA - Does the MECHANIC category perform both aircraft and Ground Support Equipment (GSE) maintenance duties?

RESPONSE: The government does not specify how the contractor must utilize their personnel, only that all tasks in the PWS are accomplished satisfactorily. For reference, the incumbent has a separate GSE maintenance function that does not rely on the supervisor, worker, or dispatcher to conduct GSE maintenance duties.

2. QUESTION - CBA - Does the SERVICER category perform both aircraft and Ground Support Equipment (GSE) maintenance duties?

RESPONSE: See Above Response.

3. QUESTION - CBA Cryogenics Mechanic category - Who performs the Liquid and Gaseous Oxygen maintenance such as purging and Changing oxygen components on the assigned carts?

RESPONSE: TA duties are limited to those tasks authorized for GSE maintainers. i.e. chassis maintenance, hose replacement, grounding reel and cable, etc.

4. QUESTION – PWS, Appendix B, Estimated Workload Data - Does the contractor provide services for the arriving and departing Depot aircraft? If so, could you provide the average monthly data and what the contractor’s responsibilities are?

RESPONSE: OC-ALC handles launch and recovery of depot functional test flights. Appendix B of PWS contains all data pertinent to TA workload.

5. QUESTION – CBA Amendment - Will there also be an Amendment with the updated/changed documentation?

RESPONSE: Amendment document uploaded with new CBA attachment on 21 August 2014.

6. QUESTION - Rates - Since this CBA doesn't take effect until after the submission date, but applies new wage rates that will be effective prior to contract start, can I assume that we should include the updated rates (1 September 2014) in our pricing?

RESPONSE: Contractors must understand that they will be obligated to pay the wage increase that will occur September 1, 2015 and therefore should price their proposals accordingly.

7. QUESTION – POP - Will the government clarify the periods of performance for the CLINs in the solicitation and advise offerors?

RESPONSE: Amendment 02 document uploaded to reflect Periods of Performance information listed in Amendment 01, Notice Details.

8. QUESTION – Response Date - Will the government extend the response time and date to allow for changes to be made based on the Government's response to question 1?

RESPONSE: Response: Amendment document uploaded reflects new response date of 27 August 2014.

9. QUESTION - CBA Article 17 - Is the 10% differential in base rate, excluding Lead Mechanics, already calculated in the negotiated differences in the day and night rates referenced in Section I or shall and additional 10% be added to the rate specified in Section I for the night shift employees as indicated in Section II?

RESPONSE: The information included in the CBA is a matter between the employer and employees. Please refer to the collective bargaining agreement.

10. QUESTION - CBA page 25, defines NIGHT SHIFT DIFFERENTIAL as "...beginning work after 1300 and before 0600."

How could night differential start at 1300 in the afternoon? Is this a typo?

RESPONSE: The information included in the CBA is a matter between the employer and employees. Please refer to the collective bargaining agreement.
