1. QUESTION - Due date: the SF33 cover page lists 25 August, but the proposal preparation instructions lists 18 August as the due date. Can you please clarify which is correct?

RESPONSE: Aug. 25th is the correct date

2. QUESTION - Site visit: will there be a site visit for this solicitation? If so, is the time/date available for scheduling purposes?

RESPONSE: The Government does not anticipate conducting an organized site visit for this requirement. Please see the attached Appendix C of the PWS for TA Work Area. If you have any questions/concerns please contact via email Sebrina Ingram-Hayes or Carol Cherisse McMillar.

3. QUESTION - Dispatch position: Para 1.2.1 of the PWS requires a dispatch position. Is this required as a separate position in a dispatch office, or are servicers allowed to work on the flight line while keeping constant radio contact?

RESPONSE: It is intended to mean that the dispatcher is a separate body that is dedicated to dispatch functions only. It would be unacceptable for the this to be combined.

4. QUESTION - Ground Equipment Services: Paragraph 1.6 of subject solicitation's PWS states "the contractor will provide service to maintain Ground Support Equipment (GSE) with fuel, oil, coolant/ water, hydraulic fluid and compressed air.” Will the contractor be required to provided fuel, oil, coolant/water, hydraulic fluid and compressed air as part of the service in paragraph 1.6 or will the material be government furnished?

RESPONSE: Materials in question shall be furnished by the government. Key point in this paragraph is "provide service."

5. QUESTION – Materials: Paragraph 3.3.1 states the government will provide the same materials for aircraft. If materials are to be contractor provided, is there a limited on the cost of materials the contractor will be required to purchase"?

RESPONSE: N/A...see above, Response #4.

6. QUESTION - Where will maintenance of the GSE take place at Robins?

RESPONSE: A work area/bay is provided in Building 127 (adjacent to GSE ready line) for dedicated GSE maintenance.

7. QUESTION - Ground Equipment Service: Paragraph 1.6.1 requires the contractor, to "Perform Annual and Semi-Annual Periodic Maintenance Inspections (PMI)". Since Corrosion Control is considered a part of PMI, will it be required and if so, where will Corrosion Control take place on base?

RESPONSE: "Limited" corrosion control is expected with this contract. While there is no paint facility, nor approved GSE wash area/facility provided, it is expected that the contractor can perform limited corrosion control activity, i.e. wire brush, replacement of hardware, etc.

8. QUESTION - Is the contractor responsible for cost of materials to perform maintenance on GFE such as filters, belts and other materials for PMI's. If there is a unit failure such as an alternator or engine who is responsible for the material cost.

RESPONSE: As GFE, the government shall be responsible for either reimbursing the contractor via the over and above CLIN for non-supply system parts/supplies. Items in the supply system shall be ordered through the COR/Resource Advisor on the 78 OSS TA Supply account. In a nutshell, the contractor is only responsible for the labor on the GFE, while the government pays the parts/POL expenses for the GFE.

9. QUESTION - Reference L 900 Proposal Requirements Paragraph D Past Performance:

Can all three Past Performances come from a major subcontractor?

RESPONSE: The Section L advises offerors of the following: The offeror shall submit past performance information for itself and any joint venture member, as well as each proposed critical subcontractor and further provides a definition for what constitutes a critical subcontractor. Therefore, the prime offeror must submit past performance information for itself (if available) as well as any proposed critical subcontractor. In order to evaluate past performance for a critical subcontractor, they must meet the definition of a critical subcontractor. Otherwise, the information will not be evaluated for a subcontractor.

10. QUESTION - Reference L 900 Proposal Requirements Paragraph D Past Performance:

If the Prime contractor has no relevant Past Performance but has teamed (not a joint Venture) with a subcontractor with past performance will the Government give a favorable rating if the past performance is relevant and recent?

RESPONSE: The Government is unable to predetermine confidence ratings without performing an evaluation of the information provided in an offeror's past performance volume as well as information available to the Government as discussed in Section L/M. The information in Section L which advises offerors to submit information as identified for question 1 above. Additionally, the Section M language advises offerors that considering the offeror's/joint venture member's respective role and their work in the aggregate as well as the critical subcontractor(s) role and their work in the aggregate, a confidence assessment rating will be assigned for the team as a whole.

11. QUESTION - Reference L 900 Proposal Requirements Paragraph D Past Performance:

What is the due date for proposal submissions? The SF 1449 states August 25th ; however, L900 paragraph C states proposals are due 18 August?

RESPONSE: Due date for proposal submissions is August 25th.

NOTES

This is a Firm Fixed Price contract with a Period of Performance of 5 Years, one (1) 12-month Basic Year and four (4) 12-month Options.

Basic Contract Period: Date of Award through 12 months thereafter.
