MEMORANDUM FOR ALL ELIGIBLE CONTRACTORS

SUBJECT: Request for Quote (RFQ) – Basic Ordering Agreement for DevSecOps Pipeline & Platform Integration & Licensing Services, FA8307-R-19-0134
Notice to Offerors: While the RFQ identifies the possibility of multiple contract types: i.e. Firm-Fixed Price (FFP), Time&Materials (T&M), Labor Hour (LH), and Cost (for Travel and ODC CLIN only), approval is still pending for the use of T&M and LH. Note that no orders will be issued with these contract types until approval is received. The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse an Offeror for any costs.
1. This RFQ is being issued in accordance with (IAW) FAR 16 and under NAICS 541512 (size standard $30M). The Government anticipates executing up to 15 BOAs to a mix of large and small businesses. The Government reserves the right to execute one (1) or more small business, small business team or joint venture if qualified and eligible for a BOA. If the Government chooses to exercise this right and two or more small businesses/teams/joint ventures are determined qualified and eligible for a BOA, the Government will consider small disadvantaged business status in its selection for a BOA. This effort shall be completed in accordance with the attached Statement of Objectives (SOO), dated 9 October 2019. The period of performance will consist of a five (5) year ordering period from date of BOA issuance. The performance period for all orders placed under this BOA shall not exceed five (5) years from the completion of the ordering period.
2. Your company is invited to submit a quote for this effort. Please note that some orders placed under this BOA will require contractor access to proscribed information, i.e., Top Secret, Sensitive Compartmented Information, Special Access Program, Communication Security, and Restricted Data. As a result, any prospective Offeror that has foreign ownership, control or influence (FOCI) as defined in National Industrial Security Program Operating Manual, Chapter 2, Section 3, will need to make that known to the Government Contracting Officer with the submission of its quote. In addition, to be found responsible and eligible for a BOA by the Government Contracting Officer, that prospective Offeror will also need to provide proof it has put in place security measures to negate or mitigate FOCI. The Government will verify this status during evaluations.
3. Offerors shall submit one (1) electronic copy of their quote via email on or before the RFQ closing date of 17 October 2019, 12:00 PM CDT to the Contract Specialist, Ms. Dawn Davenport at dawn.davenport@us.af.mil and the undersigned Contracting Officer at christina.fernandez@us.af.mil.
Quotes received after the designated due date for quotes will not be considered or evaluated for receipt of a BOA.
