MEMORANDUM FOR ALL ELIGIBLE CONTRACTORS

SUBJECT: Amendment 5 to Request for Quote (RFQ) – Basic Ordering Agreement (BOA) for DevSecOps Pipeline and Platform Integration and Licensing Services, FA8307-R-19-0134
1. The purpose of this Amendment is to incorporate the following changes:
- Change from Blanket Purchase Agreement to Basic Ordering Agreement o All documents have been changed to reflect BOA o No difference in the acquisition strategy o This is simply a change in agreement type o All previous terms and conditions outlined remain the same and are still applicable
- Revised BOA RFQ Cover Letter
- Revised Attachment 1 – ITO
- Revised List of Licenses
- Revised Statement of Objectives with sample solicitation
- Revised BOA Ordering Guide included with the sample solicitation
- Solicitation o This is not a formal solicitation o Document does not need to be returned with quote submission o CLIN description updated to reflect BOA o CLIN description updated to reflect order o Provisions and Clauses updated to reflect BOA and order
2. The Government is not accepting any additional questions.
3. Reminder: Offerors shall submit one (1) electronic copy of their quote via email on or before the RFQ closing date of 17 October 2019, 12:00 PM CDT to the Contract Specialist, Ms. Dawn Davenport at dawn.davenport@us.af.mil and the undersigned Contracting Officer at christina.fernandez@us.af.mil.
Quotes received after the designated due date for quotes will not be considered or evaluated for award.
4. All other terms and conditions remain the same. Any communications shall be directed in writing to the Contracting Officer, Ms. Christina G. Fernandez at christina.fernandez@us.af.mil and the Contract Specialists, Ms. Dawn Davenport at dawn.davenport@us.af.mil. You are directed to not contact anyone other than the Contracting Officer and Contract Specialist to discuss this effort.
