QUESTIONS RESPONSES
1. The Attachment 3 pricing template includes a column for FFP profit in the “FFP – Rate Buildup” tab, but the “T&M_LH – Rate Buildup” tab does not include a column for profit. Can the Government amend the template, or should offerors revise the template to include profit within those T&M/LH rate calculations?

2. The Attachment 3 pricing template asks for a rate for
“Management Services”. Is the Government looking for one rate that would apply for any management services, or is that simply in there as a placeholder and offeror needs to identify potential labor categories that would be utilized?

3.Please identify the number of tools utilized by the Government in support of this effort. Can the Government provide the following details for each of the tools identified in the Pricing Template?

4. Reference Attachment 3 – Pipeline Pricing Sheet. The T&M/L-H Rate Buildup tables do not include profit columns. Will profit be proposed for T&M and labor hour task orders when responding to a task order request?

5. Reference Attachment 1 – ITO Pipeline p. 7, Attachment 3 – Pipeline Pricing Sheet, and FAR 15.404-1.
The Factor 3: Price evaluation states that a “Price Analysis will be conducted”. However, Attachment 3 requires offerors to provide the rate buildup associated with FFP and T&M/L-H rates, which implies a cost analysis rather than a price analysis. Please clarify the Government evaluation plan.

6. In regards to the software licenses, are quotes required with the BPA submittal or at the order release?

7. The Air Force is asking for 10-year pricing on software licenses, which will be a challenge to receive from the companies. Is the AF expecting initial license cost capture with a basic escalation of rates, presuming the ability for equitable adjustment if companies either change offering or license costs?

8. Can the Air Force be more specific as to the license type they are looking for in the software presented in the pricing excel sheet (i.e. Oracle...what software from Oracle specifically are you looking for?)?

9. Within the product portion of the BPA, only DevSecOps Pipeline tools are mentioned. I do not see any platforms (PKS, OpenShift, etc) listed. What is the plan to provide pricing for the platform?

10. What is the pricing evaluation process and criteria for both the BPA and the Task Orders?

11. Are contractors allowed to add software products not listed in Attachment 3 as part of their bid package?

12. Does the contractor need to supply all of the software items in Attachment 3 to be considered for award?

15. In reference to Attachment 3, Pipeline Pricing Sheet, it details 53 software items, but does not detail software versions, add-ons, or modules that may be included with the listed software. Will the Government provide an updated list detailing specific software requirements to allow industry to confidently and accurately price each line item?

16. In reference to Attachment 3, Pipeline Pricing Sheet, it asks for 11 years of pricing for each software item. Most of the software listed is used in support of cyber capabilities designed to operate in an environment with regularly shifting requirements that, in many cases, cannot be adequately addressed by the same software for that many years. Would the Government be willing to accept base year pricing alone for the listed software given the nature of the cyber environment and industry standards for software life-cycle?
17. In Attachment 3, the labor rate sheets for both FFP and T&M are set up as cost accounting-type rate buildups.
Most COTS software resellers and distributors do not operate according to cost accounting standards, and do not build labor rates using the variables listed in Attachment 3 (fringe, overhead, G&A, etc.). Any labor rates sold by distributors are sold as a percent discount-from-MSRP, with MSRP being an hourly rate in USD for the specific labor being provided (Project Manager, Systems Engineer, etc.). Can the contracting office revise the format of Attachment 3 to allow offerors to show labor rates properly, or provide permission for offerors to modify the labor rate submission as needed to reflect the way they sell labor rates?

18. It is not clear how offerors are supposed to fill out the Summary – FFP tab in Attachment 3. The sheet currently asks for a price per unit, but lists entire OEMs in column A, not specific products. Typically, offerors would represent pricing to the government as a discount-from-MSRP for specific product lines, or for all products offered by a specific OEM. Can the contracting office revise the format of Attachment 3 to allow offerors to show discounts-from-MSRP for product lines?

19. In Attachment 1, page 4 contains a short description of how to respond to Volume III Management Review.
However, the instructions are unclear as written. Are offerors supposed to discuss the resellers/partners they would use to sell to the government, with the prime offeror acting as a distributor? Can the contracting office add additional information describing the request for Volume III?
Contractor must discuss partnerships with certified/authorized resellers and/or partner networks that would be used to sell to the
Government, acting as the distributor.
20. The solicitation as currently written does not include a requirement for a Letter of Authorization from the OEM.
Recommend adding a requirement for all offerors to provide an LoA (specific to this opportunity) with the response to make sure all offerors are qualified/authorized to sell the products being offered.
This will be coordinated/requested at the call level.
21. Are resellers/agents permitted on this contract? If so, will the solicitation be amended to describe how agents are to be incorporated contractually into the award?
Only authorized Government resellers/agents will be eligible for a BPA.
22. The solicitation documents state that this BPA is for a 5 year ordering period, with potential orders lasting for 5 years from the completion of the ordering period.
However, the price sheet is set up for a full 10 year PoP.
Can the contracting office clarify if new orders will be accepted in years 6-10 post-award, or how the out-year pricing provided in Attachment 3 will be used in the performance of the contract?
Calls can be placed within the first five years after award of the BPA. All performance must be completed within five years from the end of the ordering period. No new calls will be issued after the first five years (ordering period).

23. Can offerors unilaterally suggest new OEMs to be included in Attachment 3?
Suggest – yes. However, only the Government will determine a need to add additional OEMs.

24. How does the government intend to handle manufacturer’s End User License Agreements (EULAs)?
Will they be provided to the customer at time of order, or incorporated at the BPA level? Should they be included with the bid submission?

25. Where will this BPA fall within the Air Force procurement policy order of precedence?
This is one of many vehicles available and policy regarding order of precedence will be determined as appropriate.
26. Is the government planning to conduct a formal round of Question and Answer for this solicitation, or will the informal Ask Me Anything sessions be the sole manner in which questions are solicited?
AMAs and the written responses to submit questions will be the sole manner in which questions are solicited and answered.
27. Does the government intend to revise Attachment 3 to include additional OEMs that fit the scope of the proposed BPA?
The items included with Attachment 3 currently reflect the OEMs for the scope.

28. If an OEM’s product are included on an ESI BPA, are they precluded from being added to the BPA for DevSecOps Pipeline & Platform Integration & Licensing Services?
OEM products that are available on an ESI BPA will be precluded from being added to the BPA.
29. In regards to the bidder’s RFQ responses, do you seek from the bidders their qualifications or recommendations of the tools that are listed in attachment 3?

30. In regards to the tools listed in attachment 3, some tools seem to be conspicuously absent i.e. Red Hat OpenShift and Pivotal Platform. Are these tools not considered options for LevelUp? Or, are they being addressed through a different avenue?
Items that are available via ESI will not be included under this BPA.
31. Many of the list of tools listed in the pricing volume are suites of tools, not specific tools (e.g. Fortify). How shall we provide pricing in their template for the tools listed that are suites of tools?

32. Many of the tools offer a wide range of licensing options based on levels of services (e.g, Standard, Professional, Enterprise), number of users, remote access, managed services, SaaS access and/or features desired.
Can the government clarify specific software products, number of users and licensing model desired?
The licensing and support requirement will be identified at the call level based on the requirement.
A list (not all inclusive) of current potential licenses was provided in attachment 3 of the solicitation, the
Government has the discretion to add or take away from this document.
33. On page 2 in Section F.B of Attachment 1 ITO, the Government states “If an Offeror chooses to obtain an NDA, to facilitate that process the Government is providing Abacus Technology Corporation, MITRE, and P3I, Inc. points of contact, with address, to whom Offerors should submit both their and any subcontractor NDAs for signature:” however it appears that the points of contact are missing after the colon. Please provide the POCs, with address, for Abacus, MITRE, and P3I referenced so that we (and our subcontractors) may obtain an NDA with them.

34. The government is evaluating in Volume II Technical Capability the firms capability to “be co-located in various geographic locations.” Can the government clarify in what geographic locations the place of performance will be for these BPA orders?

35. In Section IV.8 of Attachment 5 BPA Guide, the Government states “Work will range from Unclassified to TS/SCI with special access required. Security requirements will be determined at the BPA call level.” In order to deliver best price for the life of the BPA, can the government confirm that offerors should price the ceiling amount for the management services labor category to cover TS/SCI clearance and discount at the call level based on security requirements and location?

36. On page 5 of Attachment 1 ITO, the Government states “Note that the rates proposed will be considered base rates and locality rates may be applied at the Call level.” However, in order to deliver best price for the life of the BPA, will the government provide location(s) (onsite locations & collocated locations) for the management services labor category as rates vary widely between regions?

37. In Attachment 3, Pricing Sheet, the Government asks for an FFP and T&M rate buildup to include Fringe, Overhead, and G&A. Can the Government confirm that it desires government site rates? Does the Government desire to see contractor site rates for the BPA?

38. In order to level the playing field between offerors, will the government provide a labor category description for Management Services labor category (including requirements for education and years of experience) included in Attachment 3, Pricing Sheet?

"The contractor is NOT being asked to develop an end to end solution, rather purchase the license for and/or support the integration of a capabilities within the
LevelUP DevSecOps pipelines and platforms".
"If requested, provide software engineering expertise and troubleshooting to ensure software tools are integrated into the CI/CD pipeline or LevelUP or LevelUP pathfinder platform to be readily available for LevelUP or LevelUP pathfinder product and platform teams"

47. Attachment_3_Pipeline_Pricing_Sheet: Only one Labor category is provided. What is the government’s anticipated use of labor on this BPA vs. actual license purchases? Will be awardees be allowed to provide value add labor to provide thought leadership to guide the USAF in broader aspects of this critical capability?

48. Attachment_1_Pipeline_IYO: The evaluation of Technical Capability includes support to “various geographic locations”; however, those locations are not specified. If this BPA is only for license purchases, will the Government consider removal of this element of the evaluation criteria?
BPA scope also includes the procurement of the licenses for and/or support the integration of a new or existing capability within the LevelUP DevSecOps pipeline.
49. Attachment_3-_Pipeline_Pricing_Sheet requests unit pricing for many tools, which one would expect to find as part of a DevSecOps Pipeline. However for the Government to assess the prices provided by bidders more specification is required for each product. For example, the Government requests a unit price for Oracle.
Bidders would most likely correctly assume this is the Oracle RDBMS, but would also need to assume the edition (standard / enterprise / RAC) and the operating systems (Windows / Linux). Another such example is ElasticSearch.
ElasticSearch is available as self-managed and cloud deployments, for different operating systems, and with or without the commercial feature pack. Even if bidders were to provide additional worksheets defining what they bid, it will be difficult for the Government to determine if prices are fair and reasonable, as the Government will be required to develop an independent Government Cost Estimate for each permutation of software bid. To ensure equitable evaluation and to lesson Government workload will the Government consider fully specifying the products requested?

50. Attachment_3-_Pipeline_Pricing_Sheet requests unit prices for a wide variety of tools, however no associated software maintenance or subscription prices are requested. For evaluation purposes should any level / duration of software support or subscription be included within the prices offered?

51. Attachment_2_-_SOO_Pipeline states that the following services are included within the BPA: 1) “License management of current software tools”, 2) “Providing recommendations and market research on future tools”, and 3) “Providing recommendations to continuously improve current software tools”. The SOO also includes opportunities for the BPA holder to perform cyber security hardening and tool support. Attachment_3- _Pipeline_Pricing_Sheet, “Summary – FFP” tab, row 7, requests a fixed price for Management Services. Should the FFP for management services include the labor to meet all requirements of the SOO including the three service areas listed above?

52. Attachment_2_-_SOO_Pipeline states that the following services are included within the BPA: 1) “License management of current software tools”, 2) “Providing recommendations and market research on future tools”, and 3) “Providing recommendations to continuously improve current software tools”. The SOO also includes opportunities for the BPA holder to perform cyber security hardening and tool support If the FFP is intended to meet see above 3 requirements, the labor categories on the “FFP – Rate Buildup” tab do not seem sufficient to execute this work. For example to perform license management a logistics labor category is required, and develop recommendations for existing and current tools engineering labor categories would be required. Are bidders allowed to add labor categories? If so, where should bidders describe the added categories so the Government may assess that the prices for these categories are fair and reasonable. If bidders are expected to add labor categories, will the Government update the pricing sheet to include labor categories required to execute the scope of the BPA? This same question also applies to the T&M_LH tabs.

53. The definitions contained within Attachment_1_- _ITO_Pipeline, Factor 2: Management Review refer to “positive aspects” and “negative aspects”. Will the Government define what constitutes a positive and negative aspect to ensure bidders fully understand how this factor is evaluated?
The Government has revised the definitions included with Factor 2 – Management Review.
54. Is the government willing to accept recommendations for modifications to the ITO that would benefit the USAF?
The Government is not accepting any additional questions/comments.
55. Will the Government consider providing a representative call order for this BPA? A representative call order allows bidders to clearly understand the commitment being made to the AF as a BPA participant.
This ensures all bidders understand the level of support required to participate in the BPA meeting the Government’s expected 10 day turnaround for call order proposals. Providing the representative call order is also advantageous to the Government as bidders not willing to make the required commitment to the AF will not burden the Government with evaluation of a BPA proposal.
The Government is not considering a representative call at this time.
56. Technology recommendations to be added to
Attachment 3 – Pipeline Pricing Sheet (Summary – FFP).
Accordingly, we believe that it would be in the best interest of the Government to include the following:
Oracle Linux Cloud Native Environment
The Oracle Linux Cloud Native Environment (OLCNE) consists of Cloud Native projects (including Kubernetes, Docker, Prometheus, Kata, Jenkins … and more) along with other open source technologies that have been curated to work together in support of a comprehensive
DevSecOps offering. These tools are included and covered in the Oracle Linux Premier support agreement.
Relative to other ‘platform’ type offerings, the OLCNE protects vender independence by keeping Cloud Native and Open Source technology truly open. The Government can ‘lift’ the environment off of Oracle Support without operational impact. Also, OLCNE does not limit the usage of other Cloud Native projects. The Government and
‘pivot’ to add new technologies without contractual restriction.
Pricing will be requested at the call level. An template is forthcoming.
57. Attachment 1 ITO SW – 1.I., pg 3: If tables, figures, and charts aren’t used on a 11x7 fold out, the font size shall be not less than Times New Roman 12 pt. font, correct?
Please refer to paragraph I of the ITO. As stated, Fold-outs may be used for tables, figures, and charts only, on 11 x 17 paper and not less than Times New
Roman 10 pt. font.
58. Attachment 1 ITO SW – Factor 2, Pg 7: What is the
Government’s preferred methodology to review the detailed portfolio and/or source code repository?
Offerors shall provide a portfolio and/or source code repository with links. In addition to source code repositories, contractors can provide links to demonstrations, detailed technical write-ups, screenshots of web applications, etc. The
Government acknowledges access to source code repositories may be limited. For this reason, the portfolio review is not limited to just source code repositories. Limited/no access to source code will not negatively affect evaluations.
59. Attachment 2 SOO SW, pg 1: The Government references the contractor may embed with engineers to familiarize themselves with LevelUp at various locations – is this reimbursable and how does the Government want the contractor to price this?

60. Attachment 2 SOO SW, pg 1: The Government states that the contractor must provide qualified manpower within ten (10) business days of Government request or of a vacancy. Is this for all personnel, to include non-key personnel or just for key personnel?

62. Attachment 5 BPA Guide SW, II Ordering Procedures, pg 4: Will the Government clarify the micro-purchase threshold value?
$10,000; Micro-purchase threshold as defined in FAR

63. Attachment 5 BPA Guide SW, II Ordering Procedures, pg 4: In the Instructions to Offerors, the Government states the BPA will be best value, but at the call level, LPTA is acceptable. Please specify if the Government intends this BPA to be best value or a mix of best value and LPTA.

64. Attachment 5 BPA Guide SW, IV I. General, pg 6: Does the Government intend this to be a LPTA BPA since “lower prices established in any resulting BPA calls take precedence over higher prices within the BPA”?

65. Attachment 5 BPA Guide SW, IV 8. Security, pg 6: Are all personnel supporting this BPA required to be adjudicated at the TS/SCI level and maintain that level for the life of the BPA even if they are not supporting a call that requires a TS/SCI clearance?
No, security requirements will be done at the call level.
66. Attachment 6 BPA Guide SW, IV 8. Security, pg 6: Will the Government sponsor contractors for TS/SCI clearances by providing billets to hold their clearances?
Security requirements will be handled at the call level. If necessary and required, the Government may sponsor clearances at its discretion.
67. Attachment 6 BPA Guide SW, IV 8. Security, pg 6: Will the DD 254 flow down to the lowest level sub contractor to ensure their clearances are held on the project?
The DD254 will be requested at the call level, as applicable.
68. Attachment 6 BPA Guide SW, IV 11. Confidentiality and Nondisclosure, pg 6: Are individual employees required to sign NDAs or is a company-level NDA sufficient?
Company level NDA is sufficient.
69. Attachment G LCAT SW, all pages: Each LCAT is required to attain a Secret clearance. In the BPA guide, it states a TS/SCI clearance is required. Will the
Government please clarify what the minimum level of security clearance is required for all personnel?
The “ability to attain a security clearance”, the minimum clearance is unclassified with the potential for TS/SCI. The clearance level will be determined at the call level.
70. During the Ask Me Anything session on 9/25, it was mentioned that a new excel pricing sheet would be provided that includes Platform products such as PKS and
OpenShift. Can you please advise when we will see this revised excel pricing sheet?

71. The list of software provided seems to be the company name which happens to have many products and different types. Is there a specific software needed from each vendor?

72. Each of the vendors has several different licenses/software levels and types. For example, Apigee Edge includes Evaluation, Standard, Enterprise and Enterprise Plus licenses. Aporeto offers Distributed Firewall, Identify Aware Proxy and Cloud Privileged Access licenses/software. Can the Government provide clarity on the desired software to include anticipated number of users? Volume of data being ingested?

73. Is the Government going to provide the a complete list of Labor Categories in the Pricing Sheet (Attachment 3) and a separate document for LCAT description and qualifications/clearance requirements, similar to what has been provided for FA8307-19-R-0133.

SOO states that "The contractor shall procure software tools within (5) business days from Contracting Officer direction." Should the offeror assume that the
Government will resolve any Foreign Ownership, Control, or Influence (FOCI) concerns about the product that it directs the contractor to procure prior to directing the contractor to make the procurement?
