Statement of Objectives - DevSecOps Tools, Pipeline and Platform Integration and Licensing

The contractor may provide DevSecOps tools, pipeline and platform integration and licensing to help support a wide collection of software, data and programming tools including continuous integration and delivery (CI/CD) software products and support for the LevelUP or a LevelUP pathfinder platform.

Software licenses may also included software business tools that enable LevelUP and LevelUP pathfinder operability. The contractor’s team shall perform the necessary services to support the existing and evolving commercially-available software needs. The contractor is NOT being asked to develop an end to end solution, but rather purchase the license for and/or support the integration of a capabilities within the LevelUP DevSecOps pipelines and platforms.

The CI/CD pipeline is a set of programming tools utilized to perform complex software development tasks or to create a software application within a DevSecOps pipeline. The pipeline is a combination of software tools that LevelUP and LevelUP pathfinder product managers, software developers, and platform engineers leverage to create and support LevelUP and LevelUP pathfinder software products.

Services include:

• License management of current software tools

• Providing recommendations and market research on future tools

• Providing recommendations to continuously improve current software tools

The contractor shall:

• Procure software tools within five (5) business days from Contracting Officer direction

• If requested, provide software engineering expertise and troubleshooting to ensure software tools are integrated into the CI/CD pipeline or LevelUP or LevelUP pathfinder platform to be readily available for LevelUP or LevelUP pathfinder product and platform teams

• Provide expertise in the available commercial and open source tools that exist in the DevSecOps and business marketplace

• If requested, provide qualified manpower within ten (10) business days of Government request or of a vacancy

• If requested, identify Government capability needs and research commercial solutions to reach those needs and develop market research reports to advise on best procurement options.

• Utilize any existing software licensing agreements or Government Acquisition vehicles already in place to include the original equipment manufacturer or authorized distributor.

The Government may request cybersecurity hardening of software tools.

Due to operational requirements, the Government may request specific software tools. Upon request of the Contracting Officer, the contractor shall provide an approval package with requested software tools within (ten) business days from Government tasking. This will support any Government approved Brand Name Justifications & Approvals.
