Repair consists of he parts, labor, and processes required to restore the items or equipment to serviceable condition. Depending on the item received and faults detected in test the item may or may not be completely or substantially torn down to individual component parts. Faulty or fatigued components parts detected shall be reworked, rehabilitated, altered and/or replaced. The contractor shall provide visibility of the repair process for asset accountability via end item national stock number and serial number.
This effort is considered a Non-Mission Essential Service. According to Department of Defense Instruction (DODI) 1100.22, it is determined that the Contractor will not be required to provide services during crisis unless otherwise directed by an authorized government representative. The contractor will contact the Contracting Officer for instructions concerning services if a crisis situation occurs.

5.5 PRESERVATION, PACKAGING, & MARKING REQUIREMENTS
5.5.1 The contractor shall be responsible for the preservation, packaging and packing of all items to be delivered under the terms of this contract. Packaging procedures will be established in accordance with AFMCI24- 201 Specifically Paragraph 3.7 and Mil-Std-2073-1 (current revision); Packaging requirements for inclusion in AFMC contractual documents shall be accomplished with the information on a current AFMC Form 158 (Packaging Requirements) by the ALC / Product Center Packaging Specialist. Marking of shipments and items shall conform to MIL-STD 130 (current edition), or as specifically directed by the contracting activity.
5.5.2 PREPARATION FOR DELIVERY
Preparation for delivery is contained on AFMC Form 158.
5.5.3 ELECTROSTATIC MATERIAL
5.5.3.1 Provisions of Mil-Std 1686 (current revision) will apply when identifying all solid state devices and modules containing diodes, translators, integrated circuits and/or other microelectronic components sensitive to electrostatic forces. All such items will be packaged using electrostatic free barrier materials and will clearly bear “Electrostatic Sensitive Device” labels.
5.5.4 HAZARDOUS MATERIALS
Page 15 PR: FD2020-12-00128
5.5.4.1 Hazardous materials that require Performance Oriented Packaging (P.O.P.) shall be packaged and marked (UN container markings and hazardous commodities markings) in accordance with the following regulations:
International Civil Aviation Organization (ICAO), International Maritime Dangerous Goods Code (IMDG, Annex 1), 29 CFR, Department of Transportation Final Rule, HM-181 of the Federal Register, 21 December 1990 of 49 CFR and shall be marked IAW MIL-STD-130. Material Safety Data Sheets (MSDS) are required for known hazardous items and applicable items shown in FED-STD-313, Tables I and II. The symbol used to certify compliance with UN POP requirements must be one which is properly registered with the US Department of Transportation. A copy of the Contractor’s Test Report and signed certification that the package configuration meets both CFR and UN requirements shall be made available to the procuring contract office, as required, prior to acceptance or shipment of any portion of the product IAW CDRL requirements (Reference AFMC Form 158). If it is found there are no hazardous materials in this acquisition, this particular paragraph is null and void.
5.5.5 PERFORMANCE BASED WORK STATEMENT SUPPLEMENTAL PACKAGING REQUIREMENTS
5.5.5.1 Contractor: when a contract of an item is contracted to be reengineered or repaired, the contractor shall be required to repair or replace all packaging that does not meet the requirements of the contract. This process is part of the Bid for the contract and is mandatory.
5.5.5.2 Process: When an item is received for repair the packaging will be evaluated, and any packaging that is damaged or does not meet the requirements of the contract must be corrected using the following process.
A. First, a Supply Discrepancy Report (SDR), Standard Form (SF 364), will be filled out and submitted to the Government to show that the material was sent to you without the proper packaging and must be Repaird or replaced, whichever is appropriate. In this fashion you can be reimbursed for the Repair or replacement of the packaging as required by actual cost incurred in each Discrepancy identified. Pictures and any documentation of proof of discrepancy are preferred to substantiate any findings, and help resolve continuing packaging problems.
B. The contractor will obtain whatever expertise is required to accomplish this requirement without the assistance of the Government. This can be accomplished with the hiring of trained experienced packaging personnel, the use of local packaging houses or whatever is needed to correct any packaging discrepancies as required by the contract and replace any packaging that is incomplete or damaged.
` C. When a discrepancy is discovered by the contractor, the Government will be contacted and given the option of supplying or replacing the damaged or missing packaging or parts with no cost to the contractor.
5.5.6 INTERNATIONAL STANDARDS FOR PHYTOSANITARY MEASURES (ISPM No. 15) REQUIREMENTS
The following statement is in compliance with the united nations-implemented restrictions on solid wood packing material (swpm). This requirement is specifically concerned with invasive species such as the pinewood nematode. The statement below cites the requirements in detail and covers lumber for building containers and pallets used for deliveries resulting in shipments worldwide (direct, or through air logistics centers (alc), container consolidation points (ccp), or other bases).
Wooden lumber, wooden pallet and packaging/container statement:
all wooden lumber, wooden pallet’s, and wooden containers produced entirely or in part of solid wood packing material (swpm) shall be constructed from heated-treated (ht) material (ht 56 degrees centigrade or 133 degrees fahrenheit for 30 minutes). certification/marking is required by an accredited agency recognized by the American Lumber Standards Committee (ALSC). for reference documentation, see “International Standards for Phytosanitary Measures (ISPM) No. 15.” this document can be found at www.ippc.int.

5.7 USE OF LEAD-FREE PLATED COMPONENTS
5.6.1 Use of lead-free solder in electrical and electronic military products: to date, no lead-free solder formulation has matched the reliability and performance qualities of the standard leaded solders. Therefore, until such time as a suitable, reliable lead-free solder replacement is identified, all electronic equipment suppliers shall continue to provide the department of the air force with items which meet all performance, compatibility, and reliability standards previously established with leaded solders. Failure to do so, could adversely impact the performance and reliability of weapon systems affecting national security.
5.6.2 The use of lead-free solder or lead-free plated components in military electronic products is considered a flight safety and national security concern. For this reason the US Air force shall be notified when lead-free components and manufacturing processes must be implemented. As part of satisfactory compliance with the requirements of this contract the us air force requires notification on a no-cost basis when commercial-off-the-shelf (cots) or any other electrical components that contain lead-free solder or lead-free plated components are required to produce the end-item and include the program engineer's evaluation of the purchasing/repair item for any "lead-free" military part(s) in reference to its' reliability, performance and compatibility for the system.
Page 17 PR: FD2020-12-00128
5.6.3 If no lead-free, lead-free plated cots or any other lead-free electrical or electronics components exist in the manufactured end-item, the contractor shall provide written certification of compliance as a deliverable with the contract. Use industry standard JPC-1066, "marking, symbols and labels for identification of lead-free and other reportable materials in lead-free assemblies, components and devices,"
