QUESTION AND ANSWER DOCUMENT 1

For F-16 Air Data Computer Sub-Replaceable Acquisition

Sources Sought Synopsis (SSS) FA8251-13-R-0023

11 June 2013

DISCLAIMER: This is a general question and answer document intended to address the inquiries of interested parties. Interested parties are hereby advised that the requirement for the F-16

Upgraded/Central Air Data Computer (UCADC/CADC) Sub-Replaceable Units (SRUs) acquisition has not been firmly defined by the Air Force. Based on the planned acquisition strategy, the following questions and responses are provided in response to the subject SSS, to assist all potential offerors by providing a greater understanding of the government’s requirement.

Interested parties are hereby advised that the following responses may not apply to the final Request For

Proposals (RFP) which will define the subject requirement.

Question 1: Does the USAF plan to ship the test equipment to the successful offeror or do you expect the bidder to supply their own support equipment?

Government Response: The anticipated acquisition is for U/CADC SRUs not LRUs; therefore, support or test equipment will not be provided to the successful offeror.

Question 2: If the government is not planning to supply the test equipment and requires the bidder to develop new test equipment, will costs associated with development and procurement of test equipment be provided for on the resultant contract?

Government Response: No, GFE test equipment should not be required for repair of SRU components.

. Question 3: There are many obsolescence issues associated with this product. If a vendor has moved to the ACADC for all new production will there be BER and BPR considerations?

Government Response: The Government does anticipate there will be obsolescence issues so a

BER/BPR type of CLIN is acceptable. The Government does not anticipate to purchase or repair

ACADC components within the next few years.

. Question 4: Will a Statement of Work clearly defining requirements?

Government Response: The Government will post a copy of the Performance Work Statement to

FBO.

. Question 5: Will a Teardown, Test and Evaluate CLIN be included on the contract?

Government Response: A TT&E CLIN is not anticipated for this requirement.

. Question 6: Does the Government plan to repair the PS sensor under this contract?

Government Response: Part number (8518951-902) needs to be deleted from Item #2 (5998-01-

399-5953) as this part number is associated with the Circuit Card Assembly, NSN 5998-01-399-8605.

Question 7: What are the additional 25 items referenced in the pre-solicitation?

Government Response: To clarify quantities with this acquisition please see the attachment entitled

“CADC Estimated Requirements”.

. Question 8: The quantities seem very low compared to previous buys, do you plan to increase the quantities or is this an accurate forecast?

Government Response: The RFP will state the Best Estimated Quantities for each year. For now it is estimated that the total recurring requirement for the five items (two transmitters and three circuit cards) will approximate the quantities listed on the referenced attachment mentioned in question 7.
