PART VI – REPRESENTATIONS AND INSTRUCTIONS
SECTION M
EVALUATION FACTORS FOR AWARD
1 General Information
1.1 Basis of Contract Award
This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2., as supplemented. Technical tradeoffs will not be made, and no additional credit will be given for exceeding minimum levels of acceptability.
Award will be made to the acceptable offerors with the lowest evaluated cost/price which have been deemed reasonable in accordance with the Federal Acquisition Regulation, and whose proposal conforms to the solicitation requirements.
By submission of its proposal, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub factors. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as defined in paragraph 3 and all sub-paragraphs.
1.2 Number of Contracts to be Awarded
The government intends to select one contractor for this effort. However, the government reserves the right to award no contract at all, depending on the quality of the proposals and prices submitted, and the availability of funds.
1.3 Rejection of Unrealistic Offers
The government may reject any proposal that is evaluated to be unrealistic in terms of program commitments including; contract terms and conditions, or unrealistically high or low cost/price when compared to government estimates. Such a proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.
1.4 Correction Potential of Proposals
The government will consider, throughout the evaluation, the correction potential of any proposal uncertainty. The judgment of such correction potential is within the sole discretion of the government. If an aspect of a proposal not meeting government requirements is not considered correctable, the proposal may be eliminated from competition.
2 Item Description This RFP is for the procurement of build-to-spec, production ASQ-236 Group B Kits for integrating the ASQ -236 pod into the F-16 platform. A Statement of Work (SOW) and Technical data package for the kits will be included with each order solicitation.
3 Evaluation Factors The Government will evaluate, for acceptability, the factors and sub-factors defined below. An unacceptable determination on one or more factors/sub-factors may result in the proposal being rejected. Specific information on how a determination will be made is described in each factor/sub-factor.

3.1 Factor 1: Technical Acceptability
The Technical Acceptability factor is divided into the following sub-factors; Sub-Factor 1:
Facilities and Experience, Sub-Factor 2: Production and Management Capabilities, and Sub-Factor 3: Understanding the requirements and abilities to perform to specifications. Each sub-factor will be evaluated and receive a rating of acceptable or unacceptable as defined in Table 1.
The rating depicts how well the offeror’s proposal meets the Technical Acceptability sub-factor requirements. Proposals with all sub-factors rated “acceptable” will be considered to have satisfied the Technical Acceptability factor. A proposal must satisfy all items under each sub-factor of the Technical Acceptability factor to be considered for award.

Acceptable Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
3.1.1 Sub-Factor 1: Facilities and Processes
Facilities and processes will be evaluated and rated according to how well the offeror demonstrates the following:
Types of machines offeror has in house to perform required tasks Braiding machinery and spool material Machining to include: computer numerical control (CNC) machines, milling, turning, cutting, deburring etc.
Heat Treat Finishing: alodine, anodize, passivate, prime, paint, etc.
Cutting and Crimping Tools and Methods (Hand, Pneumatic, etc.)
Wire Marking Methods (Sleeve, Sticker, Laser) Insulation Material and Availability (TKT) Operators experience level Subcontract process (for items not produced in house) Experience level with subcontractors
3.1.2 Sub-Factor 2: Production and Management Capabilities
The Production and Management Capabilities sub-factor will be evaluated and rated according to how well the offeror demonstrates the capabilities to accomplish the following either in house or by subcontract:
Heat shrink Forgings Machining to include; Computer Numerical Control (CNC) milling, turning, cutting Equipment necessary for fabrication within a tolerance of +/- .005” or better Heat Treat Finishing Assembly to include: installation of connectors, application of sheathing Quality assurance Must comply with SAE AS9100 Must comply with SAE AS9102 and deliver Forms 1, 2, and 3, if applicable, of aforementioned specification with each delivery. The Government reserves the right to make final determination of applicability.

Must demonstrate familiarity and compliance with 16PR145 Kit packaging per drawing/per assembly, delivery, and tracking Workforce to include; production, shipping, etc.
Timely procurement of required materials and parts
3.1.3 Sub-Factor 3: Understanding the requirement and Abilities to perform to the solicitation This sub-factor will be evaluated and rated on how well the offeror’s proposal demonstrates understanding (through a work breakdown structure), capability and plan to produce to the SOW, technical data package and specifications. The offeror’s proposal must demonstrate:
A comprehensive and viable approach in fulfilling all actions and processes deemed necessary to perform:
• Demonstration of knowledge and understanding of all technical requirements associated with the solicitation through a work breakdown structure
• Identification of schedules from requirement to completion of delivery
• Demonstration of the capability and plan to produce the kit IAW the specifications and data provided
• Identification of all significant risks and mitigation strategies associated with the solicitation requirements and the offeror’s approach for fulfilling the requirements and the offeror’s approach for fulfilling the requirements
• Demonstrate knowledge, expertise, relationships with subcontractors/suppliers and capability to meet the requirements of the solicitation on schedule
• Roles and responsibilities of prime contractor and subcontractors/suppliers
• Demonstration of technical expertise and critical/key personnel as required to perform to the solicitation
• Management plan, demonstrating sufficient knowledge, expertise and capability to meet the requirements of the solicitation
3.2 Factor 2: Cost/Price
3.2.1 Total Evaluated Price (TEP)
A Total Evaluated Price (TEP) will be computed by the Government and provided to the Source Selection Authority for a best-value award decision. The Government will compute the TEP utilizing the applicable proposed prices in PART 1 - THE SCHEDULE, SECTION B, SUPPLIES OR SERVICES AND PRICES/COSTS. The offeror's proposed unit prices will be evaluated for price reasonableness in accordance with the proposal analysis techniques detailed in FAR Part 15.404-1. The offeror will not be required to submit a Cost Proposal Volume. Selected offeror will be based on lowest price technically acceptable.
3.2.2 The offeror's proposed unit prices will be evaluated for price reasonableness in accordance with the proposal analysis techniques detailed in FAR Part 15.404-1. The offeror's proposed unit prices will also be evaluated for balance in accordance with FAR 15.404-1. An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the government.
4 Additional Information
4.1 Unrealistic Proposals
Proposals should be sufficiently detailed to demonstrate fairness and reasonableness. The Government may reject any proposal that is determined to be unrealistic in terms of program commitments, such that the proposal is deemed to reflect an inherent lack of competence or failure
Section M Page 4 of 4 to comprehend the complexity and risks of the program. This determination may be made based on contract terms and conditions, and/or pricing that is unrealistically high or low when compared to Government estimates and/or market prices. This includes both original submission and final proposal revision, if requested.
4.2 Small Business Status
Contractor Small Business Status information provided as per Section L 4.4 is required. Offerors that meet the small business size standard under the NAICS are eligible for award. If a contractor does not meet the small business size standard, that contractor will be ineligible for award.
The Source Selection Evaluation Board (SSEB) may request a Small Business Administration (SBA) Certificate of Competency (CoC) for an apparent successful awardee. If the SBA will not issue the certificate, the contractor may be considered not responsible and may not be eligible for award

4.2 Pre-Award Survey
The Government reserves the right to request pre-award surveys (PAS) as needed as part of this source selection. Results of the PAS (if conducted) will be evaluated to determine an offeror's capability to meet the requirements of the solicitation.
4.3 Plant Visits
The Government reserves the right to conduct plant visits as needed during the evaluation phase to gather information for judging the offeror's potential for correcting deficiencies, quality of development or manufacturing practices/processes, or other areas useful in evaluating the offer. If conducted, the results will be assessed under the applicable factors/sub factors and will be used to validate and confirm the offeror's written proposal. The plant visit shall be conducted only at the request of the Government.
