1. As part of the answers, drawing 201612419 was provided. This drawing
contained additional parts that will be required, some of which are defined
by drawings. Can you provide the following drawings.
a. C7521 Bolts
b. C7530 Nuts
c. A36K431G0 Locking Mechanism
These items are not built, rather procured using the NSN, part number, and or cage code listed.
2. On Question 6, it appears that the answer is intended for question 7.
Please confirm that the answer provided is for question 7 and provide an
answer to Question 6.
6. On CLIN 0001AC it lists a manufacturer 1U2C7 and part number 201414067. This CLIN is for data CDRL A003. Please clarify to what this manufacturer and part number reference are referring to and their significance.
CLIN 0001AC is the First Article Test Report (CDRL A0003). Part Number 201414067 appears to be from another program. Please disregard 201414067 and 1U2C7.
3. Drawing 201414067 was provided in response to the questions. In
reference to question 6, this the part number shown on CLIN 0001AC. This
drawing does not appear to have anything to do with this Pylon Kit. Nor
does the FSCM code of 1U2C7. CLIN 0001AC is for the First Article Test
report associated with CLINS 0001AA and AB. Please clarify the significance
of the FSCM code and part number identified on CLIN 0001AC.
Part Number 201414067 appears to be from another program. Please disregard 201414067 and 1U2C7.
4. Question 7 has no answer, please confirm the answer to Question 6 was
intended to answer Question 7.

7. SOW para 1.2.5.2 lists Pylon Adapter 20156976-10 qty 1 to be furnished separately for qualification testing. This Qty 1 is not shown anywhere in the CLINS.

The Pylon adapter furnished for qualification testing was inadvertently left out of the original CLIN structure. The PR and Solicitation have been update to include CLIN 0006 for the Pylon Adapter referenced in 1.2.5.2 of the SOW. CDRL/Data CLIN is now CLIN 0007.
The TDP identifies this drawings for use on CLIN 0001 and 0002 only. Where and how many of Pylon Adapter 20156976-10 are required, and under which CLIN are they supplied?
See also Question 1 for this item, is only one required, or 34, or 34 plus 1? There are 35 Pylon Adapters required. 2 CLIN 0001, 32 CLIN 0002, 1 CLIN 0006.
5. On the answer to Question 8b, it states that the connector is to be
qualified to MIL-DTL-38999/26 and 16PS011E. The SOW indicates that the
connector is only qualified to MIL-DTL-38999 and the Pylon Adapter is
qualified to 16PS011E. Please clarify this answer.

Glenair connector to be qualified to MIL-DTL-38999. Pylon adapter to be qualified to 16PS011E.

6. Also on the answer to Question 8b, it states "See attached preliminary
QTP for connector." We did not locate any document resembling this
description in the additional documents provided. Please provide this
document.
QTP is no releasable due to restrictions from manufacturer. Vendor will need to reach out to manufacturer or create their own QTP based on MIL-DTL-38999.
7. In the response to Question 9, it indicates that there are hinges for
which the government will require replacement, we could not locate any
hinges on the associated drawing. Please clarify what hinges are to be
replaced. Also, we request to inspect the containers prior to submission of
our proposal. Please let us know when such inspection can take place.
Hinge nomenclature should be called Latch Assembly (Find # 36).
8. Are there any CAD or electronic manufacturing files available.
Specifically, for drawing 20156976, the drawing is inadequate for
manufacturing. No dimensions for the machining of the body are provided.
Only hole locations. How is the contractor to determine dimensions for the
machining of this item. Also 201612426, if CAD files are available this
item it would aid in the fabrication, or any of the other fabricated items
if electronic files are available.
CAD drawings are available, as annotated on Note 1 of drawing, to the winning vendor. Drawings contain adequate dimensional information to provide a bid. There are other CAD models for other parts available upon award.
Government would escort any interest parties
to look at containers Tuesday, Jan 23 from 12-4 or Thursday, Jan 25 from
1500 to 1700. We can also supply pictures of them but the vendor is only
responsible for bead-blasting, painting, replacing SPO determine latches,
and updating the containing markings.
9. On CLIN 0004 it appears there may be an incorrect part number.
a. the Text refers to P/N 2016112620-10 and SOW 1.2.4.2
b. Sow text 1.2.4.2 refers to 201612620-10
c. these part numbers do not match (extra digit in the CLIN)
d. these part numbers do not match any drawings provided in the
TDP. The drawings for the Pylon assembly are 201612420-10
e. The Sow refers to the Special Packaging Instructions (SPI) for
NSN 1560-01-053-3183 as the packaging to be used for these additional
Pylons.
f. The CLIN lists NSN:1560-01-053-3183 and P/N 2016112620-10 on the
same line with no explanation. This is interpreted that they are the same
thing. This NSN is not for this part number, it is for a similar Pylon, and
per the SOW, is referenced to designate the SPI. In the CLIN there is no
distinction that the NSN is referring to the SPI.
Can you please clarify what the correct part number is for CLIN 0004? We
read this to begin with as 6 additional pylon assemblies per 201612420-10
packaged in accordance with the SPI for NSN 1560-01-053-3183. Please let us
know asap if this is not correct.
This is the correct assumption. The SOW and CLIN will need to be edited to reflect the correct P/N 201612420-10.
SOW paragraph 2.1.2.1 identifies qualification testing for the Pylon Adapter per 16PS011E. It identifies what appears to be 10 different tests. As we study 16PS011E it appears to us that the first 5 listed tests are the requirement and the last 5 are the test procedures.
Further reviews shows that all 5 tests are for qualification of Vibration requirements, the difference between each test being different test limits based on the location of the test article on the aircraft. We do not think all 5 tests are necessary.
It appears to us that only the testing required by 16PS001E para. 3.2.14.7 done per para 4.9.4.1 and figure 16 is necessary. All other testing would be to lower vibration levels than this test.
Also, per MIL-STD-810 Method 514 required under 16PS011E, it has the option of 4 Procedures. Based on this item, Procedure IV appears to be the most logical. Can you confirm this? If so under para 3.1.d it requires additional information to complete the test.
Specifically any test fixture requirements. We do not find any information in the 16PS001E regarding fixturing.
Our specific question is: If this adapter is intended to support the Pylon during operation, is the adapter required to be tested with a pylon or some other dummy load attached?
The following figures apply for required qualification testing from 16PS011E due to the adapter's location and use:

· Figure 16-Vibration Levels for Equipment Installed in Fuselage Pylons-Performance
· Figure 18-Performance Vibration Levels for Equipment Installed in Stores Carried on Fuselage Pylons
· Figure 20- Centerline ACRIU Vibration Levels- With Revision Due to LANTIRN (Vertical, Lateral, Longitudinal)
Each test does not need to be run sequentially. The vibration profiles can be superimposed over each other, and depending on the orientation, a single (worse case) test per axis may be run. As such, some tests will be eliminated because they fall within the
vibration profiles of others.
This qualification testing requires a fixture or sets of fixtures made to attach the adapter to the vibration table and simulate the pylon. In addition, a mass surrogate made with the associated Center of Gravity to simulate the applied loads; and attached to the adapter.
The simulated weight will be between 900-1000 lbs. The vibration table will need to accommodate the associated combined weight of fixture, adapter and mass surrogate.
Procedure IV of MIL-STD-810 Method 514 is the recommended procedure for performing the test. Details of the testing procedure can be worked out after award.
