INTRODUCTION

Purpose The purpose of this contract is to provide the U.S. Air Force build-to-specification ASQ-236 Group B Pylon kits consisting of Pylon, Pylon Adapters, wiring harness, brackets, chocks, travel container and incidental parts to support USAF F-16 ASQ-236 installation.

Objective/Scope The objective of this effort is to award a contract to provide a Kit Proof/First Article ASQ-236 Pylon kit with production ASQ-236 kits upon completion of the kit proofs.

Kit Proof / First Article ASQ-236 Kit: 6110K0102735BWF shall be provided and bought off by the Government based on the delivery schedule prior to the start of the production kits being produced. (QNT 2) Production ASQ-236 kits shall begin upon acceptance of the First Article/Kit Proof to build ASQ-236 Kits. The production kits shall be built in accordance with the no-cost updated Technical Data Packages (TDP) which shall be provided after installation of the kit proof kit defined in 1.2.1, changes shall include updated harness identifiers and markings, harness break outs, and any minor length changes that are determined during the kit proof install. (QNT 32) Production ASQ-236 Shipping Containers: The container shall be provided as Government Funished Equipment to the contractor upon contract award. (QNT 34) The following items shall be built separate from the kits identified above and delivered as spares to the supply system:

Sets of the Power and Signal Pylon Harnesses W001 (201612421-10) and W002 (201612421-20) (QNT 10) Pylon Assembly 201612420-10 including Station 5 Pylon Special Packaging Instructions (SPI) NSN: 1560-01-053-3183 (QNT 6) The following items shall be provided to the F-16 System Program Office:

Connector 2570-1654-G6NF25-19SN (QNT 5) Pylon Adapter (20156976-10) for all qualification testing as specified in 2.1.2.1 (QNT 1)

CONTRACTOR TASKING / REQUIREMENTS

Contractor Specific Requirements The Contractor shall order/build all required parts to the specification provided in the attached Technical Data Packages provided by the Government.

The Contractor shall build and deliver all ASQ-236 kits and spares per 1.2.1, 1.2.2, 1.2.3, and 1.2.4 and instructions in the attached TDP provided by the Government in accordance with the delivery schedule described in 3.1.1, 3.1.2 and 3.1.3.

The Contractor shall perform the following qualification tests as specified in 16PS011E and provide test reports of the results.

3.2.14.1-Random Vibration Environment 3.2.14.2-Sinusoidal Vibration 3.2.14.6-Pylon Equipment Vibration 3.2.14.7-Store Equipment Vibration 3.2.14.11-LANTIRN Pod Vibration 4.9.1-Random Vibration 4.9.3.1-Sinusoidal over Random & Dwells 4.9.3.2-Sinusoidal over Random 4.9.4.1- Pylon Equipment 4.9.6-LANTIRN Pod

The contractor shall inspect, prepare, paint and replace the GFE container in accordance with drawing 201716823.

The Contractor shall start building the production kits and spares after Acceptance and receipt of the no-cost updated TDP, provided by the Government, following Production Readiness Review (PRR) closeout. The production kits shall be provided IAW drawing 201612419 -10 specifications.

The Contractor shall be responsible for Qualifying the following parts prior to the starting of the First Article and or Production Pylon Adaptor (20156976-10) shall be qualified to 16PS011E Connector 2570-1654-G6NF25-19SN to MIL-DTL-38999 Connector (Connector shall be Qualified by approved Vendor) Quality Assurance Plan (CDRL A001) The Contractor shall comply with SAE AS9100, AS9102 and 16PR145 as a minimum. The contractor shall include inspection, validation, evaluation, corrective action and procedures necessary to ensure quality of all products provided under this contract.

Quality Assurance Plan shall demonstrate that the Government’s designs are adhered to and that material used conforms to the approved designs/drawings provided in the Technical Data Package by the Government. The plan shall cover both First Article and Production Items.

Quality Assurance Report (CDRL A002) The Contractor shall perform conformance tests on the First Article and document the results, findings and analyses in a Quality Assurance Report (QAP). The QAP shall describe the compliance to the Quality Assurance Plan.

First Article/Kit Proof Kits The Contractor shall deliver 1 First Article kit and 1 Kit Proof kit. The 1 Kit Proof kit shall be in support of a Group B Kit Proof; however the contractor shall not start the production kits until after closeout of PRR and Contractor has been notified of acceptance.

In the event of rejection due to article noncompliance or Government changes, the Contractor shall be notified in writing by the Government of the specific reasons why the part was rejected. Unless otherwise specified the Contractor shall have 5 workdays to correct the rejected part and resubmit to the Government for re-inspection.

Documentation of test(s) performed on each assembly per 16PR145 and/or AS9102 and shall be supplied upon request.

Test / Inspection Report (CDRL A003) The Contractor shall perform conformance tests on the First Article and document the results, findings and analyses in a Test/Inspection report.

Packaging and Shipping The Contractor shall ensure all parts/kits be packaged separately so as to prevent damage to part features and finishes during shipment The Contractor shall ensure all Kits and Parts are properly identified and shipped per the instructions provided in the Contract (i.e. CLIN, NSN, Ship To DoDAAC and delivery address notes).

DELIVERY

Delivery and Monthly Status Report (CDRL A004) The Contractor shall qualify Connector 2570-1654-G6NF25-19SN and the Pylon Adapter 20156976-10.

The Contractor shall deliver the First Article/Kit Proof Kits per CLIN.

The Contractor shall begin delivery of production kits at a rate of 10 per month per CLIN.

The Contractor shall provide a monthly status report until final production delivery.

1 SPECIAL CONSIDERATIONS

1.1 Property

All kits and spares ordered through this contract and built by the vendor shall become the property of the US Government upon the completion of the order.

1.2 Government Furnished Equipment and Materials

All products developed under this contract shall be considered Government work and shall have no license encumbrances. All Government Furnished Equipment (GFE) and Government Furnished Material (GFM) shall be returned to the Government upon completion of each task written under this contract.
