Questions & Answers
Solicitation No. FA8232-17-R-3031
Questions 1 - 7
Question 1: The following documents are requested:
- 16PR145 - IAW flag note 3 & general note 6 on drawing 9612248 and Section L (FD2020-
7-51664) paragraph 3.2.1.4
- 16PR8817 - IAW general note 6 on drawing 9612248
- M016 - IAW general note 5 on drawing 9612248
- FPS-3001 - IAW flag note 6 on drawing 9612256
- FPS-3024 - IAW general note 8 on drawing 9612256
Please let me know if the above specification documents will be made available and, if not available, guidance as to how we should respond in our
RFP response. E.g. propose our equivalent/corresponding specifications currently used in our Aerospace and DOD manufacturing production lines.
Answer 1: Distribution D top level drawings are available upon request. However, Distribution B documents are not releasable. Therefore, the only drawing that cannot be released from the list above is 16PR8817. None of these drawings are anticipated to affect pricing as they are top level only. All releasable drawings will be furnished to the successful offeror upon award.
Question 2 : In addition, please clarify whether Air Force drIn awing 9612253 Wiring Diagram
(per general note 8 of drawing 9612248) is needed and/or relevant to the build and testing of the
9612248-70 Harness Assy. Specifically, is the -70 Wiring Diagram shown on page 6, zone A7 sufficient without the 9612253 drawing.
Answer 2: The -70 Wiring Diagram shown on page 6, zone A7 is sufficient without the use of 9612253. This drawing defines the wire diagram for the 9612248-30 wire harness which is outside the scope of this project.
Question 3: The CDRL numbering does not match the numbering of the CDRLs in the
Statement of Work (SOW).
Answer 3: The CDRLs listed in the SOW are correct. An updated copy of the CDRLs has been attached to the solicitation under Amendment 0001 to renumber the CDRLs to match the numbering of the CDRLs in the SOW. There is a minor change in CDRL ‘Test /
Inspection” SOW CDRL Reference A006. The minor change to CDRL is in Blk 16, Item #
3. Was: “…government within 14 calendar days this report will be considered approved.”
Is: “…government within 21 calendar days this report will be considered approved.” Other than that, the CDRLs remain unchanged.
Question 4: The TEP table is a PDF file. Is it possible to provide a fillable electronic version of the table?
Answer 4: A fillable electronic version of the TEP table will be uploaded to FBO. No changes have been made to the table content originally posted with the RFP.
Question 5: Is the US Small Business Administration (SBA) Waiver of the Nonmanufacturer
Rule Document Citation: 73 FR 35433 Page: 35433-35434 (2 pages) Document Number: E8-
14116 applicable to the subject solicitation?
Answer 5: Per the SBA Procurement Center Representative, waivers are not applicable to a procurement unless the NAICS code (336413), Product Service Code (PSC) and the
NAICS Code Descriptor currently in effect, match the item(s) being procured. The PSC and the NAICS description of the item(s) do not match; therefore, there is not a class waiver to the Nonmanufacturer rule for NVIS Faceplates and Countermeasures under
Solicitation No. FA8232-17-R-3031.
Question 6: Per the model contract SOW (FD2020-17-51664, 21 June 2017, Rev 00), section
3.11.1 states the Countermeasures device shall be packaged IAW Special Package Instruction
(SPI) F000009XA4. Please provide the F000009XA4 SPI specific to the Countermeasures
Assembly component. Assuming this should be on a AFMC 158 form. If not available please advise if we are at liberty to propose/quote MIL-STD packaging sufficient to protect the
Countermeasures Assembly.
Answer 6: Offerors shall refer to the AFMC 158 attached to the solicitation for packaging instructions. SOW Paragraph 3.11.1 has been updated to provide reference to
AFMC Form 158 on Amendment 0001.
Question 7: A 2-week solicitation extension is requested or whatever time can be allowed.
Answer 7: A one week extension has been granted. This extension has been made on
Amendment 0001, extending the closing date from 6 October 2017, 2:00 PM (MST) to 13
October 2017, 2:00 PM (MST).
