52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (APR 2014)

Period for Acceptance of Offers. The paragraph is tailored as follows: “The offeror agrees to hold the prices in its offer firm for 120 calendar days from the date specified for receipt of offers.”

A. To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of two (2) separate volumes:

1.

Volume I – Price Proposal

2.

Volume II – Technical Proposal

B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer’s opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists Offerors may be required to submit information other than cost or pricing data to the extent necessary to support a determination of price reasonableness.

C. SPECIFIC INSTRUCTIONS:

2. VOLUME II – TECHNICAL PROPOSAL – Limited to 10 pages. Submit one (1) electonic copy. The Technical Volume shall be specific and complete. Legibility, clarity, and coherence are very important. It is imperative to fully describe how subfactor requirements will be met. Do not simply copy and paste, rephase, or restate Performance Work Statement (PWS) language for the technical volume. 52.212-2 -- Evaluation -- Commercial Items.

Evaluation -- Commercial Items (Jan 1999)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation that offers the best value to the Government, price and other factors considered using Lowest Price Technically Acceptable (LPTA) source selection process. Evaluation of offerors shall be conducted as described below:

Factor I: Technical Capability

Subfactor 1: Describe your knowledge of Fanuc operation control software and provide evidence of knowledge and training on this software. The offeror must provide evidence of experience using this software and/or training. Offeror must have experience on Fanuc 30/31i controllers. Evidence may include, but is not limited to, names of personnel who possess the experience and number of years of experience. (IAW PWS Para 2.2.1)

Subfactor 2: Describe your experience with performing volumetric adjustment with large 4-Axis machines. The offeror must provide knowledge and description of process to include steps in performing the volumetric adjustment and equipment that will be used to accomplish the calibration. (IAW PWS Para 2.2.1)

Subfactor 3. Describe your knowledge and capability of repair of large 4-Axis horizontal machining/grinder. The offeror shall provide evidence of experience as described in the PWS by describing the methodologies and tools used to meet the tolerances in Appendix D.

Subfactor 4: Past performance will be reviewed for relevancy $50K and recency within 8 years for acceptable performance on past efforts. The Government will use references submitted, the Past Performance Questionnaire attached, and other sources to ascertain the acceptability of past performance. Irrelevant past performance and adverse past performance will disqualify offerors from consideration for award.

In addition to the subfactors the technical capability proposal must explain clearly how the offeror will meet/exceed the PWS. Those offerors that are determined technically acceptable will be evaluated on Factor II, Price.

Factor II: Price

Pricing will be evaluated by taking the FIRM FIXED PRICE (FFP) CLINs and summing them with the travel and labor rates proposed under the TIME AND MATERIALS CLINs.

Offerors are cautioned against proposing pricing and rates that are unbalanced and unreasonable. Any proposal containing pricing and rates that are unbalanced and unreasonable will be excluded from consideration for award.

Best value will result from selection of a technically acceptable proposal with the lowest evaluated price.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offer or within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
