PATS-70A ENVIRONMENTAL TESTING – Questions and Answers Solicitation: FA8224-15-R-0021
Final day to submit questions is 15 Jan 2015 @ 12noon MST
Question 1. PWS 2.1.1 tasks the contractor for a test report and references CDRL A001, however, there is no DD Form 1423 for CDRL A001. Would you provide the DD Form 1423 for CDRL A001?
Answer 1. Yes, Form DD1423 can be provided.
Question 2. PWS 2.2. Does the Government plan for the GR to transport test articles from the contractor facility regardless of where the facility is located?
Answer 2. Yes, a GR will be present at the contractor test facility to witness testing.
When testing is completed, all test articles will be returned to the GR for transport.
Question 3. CLIN 0015 is for CDRLs. Is it the Government's intention to have this separately priced? Each of the previous CLINS state "and reports" implying reports will be included in the prices for CLINs 0001 through 0015.
Answer 3. The original intent was for each test to be performed independent of all other tests. Also, each time a Task Order is issued – variable number of tests performed on different equipment – a report(s) would be issued containing data and evaluation.
Question 4. PWS 2.1.1.1, 2.1.1.2, and 2.1.1.4. MIL-PRF-28800F does not have single tests for High Temperature, Low Temperature, and Low Humidity. Instead testing consists of five independent tests that cover High and Low temperatures and humidity. This means CLINs 0001, 0002, and 0004 would need to be exercised at the same time. Is this the Government's intention?
Alternatively one CLIN can be used to cover the MIL-PRF-28800F Temperature and Low Humidity requirements (however this would not mesh with the PWS wording).
Answer 4. MIL-PRF-28800F Section 4.5.5.1.1.1 Temperature Test Procedure states, “…The temperature test procedure consists of a five independent tests (a through e) that can be performed in any sequence…”. The PWS was specifically written to provide flexibility to either test items throughout the entire temperature cycle procedure (a through e) or test items at one of the independent tests (a through e). If the entire Temperature Test Procedure needs to be conducted, then combine CLINs 0001, 0002 and 0004 to cover independent tests a through e.
Question 5. PWS 2.1.1.6: Are MIL-PRF-28899F paragraphs 3.8.4.3 and 4.5.5.3.3 (bounce) required?
Answer 5. It is assumed Question 5 “MIL-PRF-2899F” was intended to be “MIL-PRF- 28800F”. Section 4.5.5.3.3 Loose Cargo Bounce Test is not required.
Question 6. PWS 2.1.1.7 and 2.1.1.8: Transit drop is a subset of part of MIL-PRF-28800F Shock (paragraph 3.8.5.2 under 3.8.5). Will CLINs 0007 and 0008 be exercised at the same time or alternatively should 0007 for shock be priced to include Transit drop?
Answer 6. CLINs 0007 Shock and 0008 Transit Drop were intended to be performed either together or independently depending on engineering needs.
Question 7. PWS 2.1.1.7: We assume MIL-PRF-28800F paragraph 3.8.5.4 Shock, high impact, is not required since it is not defined in the PWS. Is this correct?
Answer 7. Yes, Shock – High Impact – is not required.
Question 8. PWS 2.1.1.8: MIL-PRF-28800F does not require Class 2 equipment to be watertight, splashproof, or dripproof unless otherwise specified. We assume any testing required for PWS 2.1.1.8 will be that specified by MIL-PRF-28800F paragraph 3.8.6.2.1, Splashproof, Class I, and paragraph paragraph 3.8.6.3 Dripproof. Further we assume watertight testing (paragraph 3.8.6.1) is not required. Is this correct?
Answer 8. PWS 2.1.1.8 pertains to MIL-PRF-28800F Section 4.5.5.4.2 Transit Drop Test.
Question 9. PWS 2.1.1.10 calls for Explosive Atmosphere per MIL-PRF-28800F Class II.
Table 2 of MIL-PRF-28800F shows that for Explosive Atmosphere testing is not applicable for Class II equipment. Should we ignore CLIN 0010?
Answer 9. No, CLIN 0010 is required by the customer. Section 4.5.6.3 Explosive Atmosphere Test states “… (and any equipment of a different class as identified in the purchase description) shall be subjected…”
Question 10. PWS 2.1.1.11: MIL-PRF-28800F does not have specifications for crush testing. Is there another specification that should be referenced?
Answer 10. Crush Testing is not specified in MIL-PRF-28800F or several other standards referenced in project documentation. The Crush Test is a customer requirement.
Question 11. PWS 2.1.2.13: We assume test procedures specified by MIL-PRF-28800F paragraph 4.5.5.2 will be used. These procedures dictate operation of the equipment at altitude. The title of the PWS paragraph implies "storage". Is paragraph 4.5.5.2 to be used for testing?
Answer 11. MIL-PRF-28800F Altitude Test Section 4.5.5.2 will be used for testing. The only deviation will be in Step-2 - operational test at altitude will not be conducted. The customer only requires item storage at higher altitude.
Question 12. Is it correct that MIL-PRF-28800F paragraph 4.5.5.1.1.2 Procedure, humidity cycle, is not a requirement?
Answer 12. This is a requirement, however, it will be performed internal to the organization.
Question 13. Is there an incumbent?
Answer 13. No.
Question 14. PWS 2.1.1.3 references MIL-STD-810G Method 501.5 Procedure 1. There is - 810G 501.6 High Temperature and 505.6 Solar Radiation (Sunshine). Please clarify which tests are required?
Answer 14. The actual test is MIL-STD-810G 505.5 Procedure 1. “505.6” is a table for spectral energy distribution…
Question 15. PWS 2.1.1.4 references MIL-STD-810G Method 502.5 Procedure 1. There is not a test method 502.5. However, there is a test method 502.6 Low Temperature. Please confirm which test and method to use.
Answer 15. PWS 2.1.1.4 is correct as it stands. And, -810G Method 502.5 does exist…
502.6 does not.
Question 16. PWS 2.1.1.12 references MIL-STD-810G Method 510.5. There is no test method
510.5. There is 510.6 Sand and Dust. We assume this is the correct test, would you please confirm.
Answer 16. -810G Method 510.5 does exist… method 510.6 does not exist! However, PWS 2.1.1.12 will be clarified to use Procedure 1. See PWS Change Notes/Redlines below…
Question 17. Would it be possible to provide information for each of the 3 units to be tested?
