PATS-70A ENVIRONMENTAL TESTING – Questions and Answers Solicitation: FA8224-15-R-0021 Q&A Final Round.
Question 1. Are all four components to be tested as a single system? (If not, please specify the breakdown.)
- Answer 1. As stated in the PWS, there are three separate systems being tested.
1- PATS-70A Test Set: consists of two units; Main/Core Unit and Auxiliary Unit
2- Windshield Temperature Tester: one unit 3- Fuel Quantity Tester: one unit
Question 2. How long will it take to set up this system?
- Answer 2. Each system should not require more than 30 minutes to setup.
Question 3. What is the input voltage for each component?
- Answer 3. Already answered in Q&A Round 1 document.
Question 4. Does your product have any intentional transmitters? If yes, please explain.
- Answer 4. No, all communications performed using cables.
Question 5. What is the minimum time required for your unit to respond to a changing phenomenon (i.e., cycle time)?
- Answer 5. The units perform a Built-In Test (BIT) which takes about 20 minutes.
Question 6. Within the MIL-STD requirements are a number of different environments.
Please specify all applicable. (Usually procurement is for one environment only.)
Surface Ships, Submarines, Aircraft-Army (Including Flight Line), Aircraft-Navy, Aircraft-Air Force, Space Systems (Including Launch Vehicles), Ground-Army, Ground-Navy, Ground-Air Force
- Answer 6. These systems will be for the Air Force - Ground (Flight Line or Hanger) operating environment.
Question 7. For the RS103 test, please specify the frequency range and field strength required, or select a specific environment from MIL-STD-461F, page 135. (we assume you're looking at the Air Force - Ground environment.)
- Answer 7. Table VII – RS103 Limits… Air Force – Ground operating environment is applicable.
Question 8. Your answer to question 4 clarified “The PWS was specifically written to provide flexibility to either test items throughout the entire temperature cycle procedure (a through e) or test items at one of the independent tests (a through e).”
For pricing purposes, are we correct in aligning the following MIL-PRF-28800F paragraph 4.5.5.1.1 Procedures to the CLINs and PWS paragraphs as follows:

- Answer 8. Yes, the table aligning PWS and MIL-PRF-28800F Procedures is correct.
Question 9. PWS paragraph 2.1.1.11 States “Crush Force 1000lbs (+500/-0lbs) applied for 10 minutes in X-Y Axis (PATS-70A laying down with skids on the ground).”
a. Is the load to be reacted by the unit uniformly across the entire top surface or at selected portions of the surface?
b. What is the rate of onset/offset for the load?
- Answer 2a. Yes, the load will be distributed uniformly across the top of the case.
- Answer 2b. The onset and offset of the load is to simulate other cargo being loaded and unloaded on top of the PATS-70A case. Previous testing provided no lbs/sec guideline. The rate would be similar to a forklift/crane operator carefully setting another container on top of the PATS-70A case, then carefully removing the container at the end of 1 hour test.
Question 10. The current version of MIL-STD-810G is MIL-STD-810Gw/Change 1, dated 15 April 2014. The PWS appears to reference the earlier version of MIL-STD-810G dated 31 October 2008 because the referenced test numbers match this version. Please confirm we are to use the 31 October 2008 version of MIL-STD-810G.
- Answer 10. The goverment compared -810G with -810G_CHG-1.
Even though CHG-1 did not seem to modify the actual tests, the PATS-70A project was proposed and signed off using -810G. Therefore, MIL-STD-810G (31 October 2008) will be used.
