PERFORMANCE-BASED WORK STATEMENT (PWS)
FOR
MAINTENANCE SERVICES
ENVIRONMENTAL TESTING A-10

1. DESCRIPTION OF SERVICES:
1.1 The contractor shall provide environmental testing and reports for the A-10C Portable
Automatic Test Station (PATS-70A) flight line tester, Windshield Temperature Tester, and Fuel Quantity Tester with the objective to providing Environmental testing and reports on the tests listed in section 2.1
1.2 All required services listed under Basic Services within this PWS will be requested individually by Task Order from this basic PWS.
2. BASIC SERVICES:
2.1 The contractor shall coordinate with the Government Representative (GR) for an on-site visit, within 15 days of contact by the government. A GR will arrive at the contractor’s place of performance with one or more of the items listed in the workload section of this
PWS. These items may include: a PATS-70 Core unit, a PATS-70 Auxiliary unit, a
Windshield Temperature Tester, and/or a Fuel Quantity Tester. If this is not feasible, the
Government will ship the test items to the contractor, at no cost to the contractor.
2.1.1 The contractor shall provide one or more of the following environmental tests, as required by Task Order, and provide a test report for each test detailing the results of the operational test within 14 calendar days (CDRL A001)

2.1.2 The Government Representative (GR) shall inspect the unit(s) under test as each phase of the testing is accomplished, or the GR may increase the number of quality control inspections, if deemed appropriate by the GR, as required.
Government personnel shall be admitted to all facilities where the testing is performed.
2.1.2.1 The attendance, or absence, of the GR for testing will be identified at each
Task Order. If the GR is absent, the task order will explain any needed criteria that shall be performed by the contractor, in-lieu of the GR being present.
2.2 The contractor shall return each test article upon completion to the GR who will transport it back to Hill AFB.
2.2.1 If special transport of test articles is needed, it will be detailed on the individual
Task Order.

The contractor shall provide the
GR with a report detailing the results of the operational test within 14 calendar days.

4. GOVERNMENT FURNISHED PROPERTY AND SERVICES
4.1 The test articles with all associated cable shall be furnished to the contractor for the environmental tests under this contract. The contractor shall be responsible for safeguarding all Government property provided for contractor use.
4.1.1 All items to be submitted for testing will be described in the Task Order, from those items listed as possible subjects from Appendix B.
4.2 The Government shall have unlimited rights to all intellectual property developed by the contractor under this contract. The Government may use such items for any other purpose as defined in the Defense Federal Acquisition Regulation Supplement (DFARS) definition of “unlimited rights”.
5. GENERAL INFORMATION:
5.1 SPECIAL QUALIFICATIONS:
5.1.1 Contractor must be able to perform all tests in accordance with the specifications listed above.
5.2 SAFETY REQUIREMENTS:
In performing work under this contract, the contractor shall:
5.2.1 Conform to the safety requirements contained in this contract for all activities related to the accomplishment of the work.
5.2.2 Comply with additional, immediate precautions that the Contract Officer (CO) may require for safety and mishap prevention purposes.
5.2.3 Provide protection to government property to prevent damage during the period of time the property is under the control, or in possession of, the contractor.
5.2.4 Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable.
5.2.5 In the event of an accident or mishap, the contractor shall take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the CO.
5.2.6 Record and report promptly (within one hour) to the CO and/or authorized GR, all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.
5.2.7 If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.
5.3 HOURS OF OPERATION:

5.4.1 Government personnel may not interfere with contractor performance, and only the CO may make changes to the contract.
