RFP
There are not CLINs for ODCs beyond Travel and CDRLS, however PWS requires contractor to provide necessary courseware, training aides, exam, and other training materials. Additionally, there are implied fees associated with specified training classes for CMMI, and unforeseen fees associated with other potential training courses that may be requested on future TOs level such as CMMI, ITSM/ITIL, or other governing body royalty fees, exam fees, and certification fees per student and/or class.
How will these ODCs to be reimbursed? Will the IDIQ and TO1 be revised to add an ODC CLIN to enable contractor to invoice these costs? Or can verbiage for CDRL ODC be revised to include any associated costs for training deliverables, royalty fee, exam fee, or other course dependent associated training fees?
It is not possible to anticipate all the materials and fees for each type of course across the lifecycle, therefore all ODC’s for costs associated with training materials and fees will be addressed in each task order, per defined requirements of the tasking.

RFP, Section L
Understand from Amendment 1, email is preferred delivery of proposal. What is the email to use for submission? What are the email limitations – for example, file size, 5mb? Zipfile permitted?
Send responses to christian.barwick@us.af.mil. PDF is the preferred document type but any microsoft document type will work too. Zip files are not permitted.

PWS, 5.0 GFP
PWS states “…Government shall provide GFP as listed on the Schedule GFP…attached to the solicitation and contract” and further specifies “contractor shall submit as part of their proposal a Property Management Plan (PMP)…” The PMP is not listed as a CDRL and no Schedule GFP was part of solicitation.
Will the Government please clarify in the solicitation if the bidders must submit a Property Management Plan with the IDIQ proposal; for Task Order(s); or, only when a GFP Schedule is included with TO solicitation?
Language removed from the PWS.

PWS, 4.4 OPSEC
PWS references DD254 as an addendum. It is not attached. Will a DD254 be issued with the IDIQ or will it be at an individual TO level? Will a DD254 be provided for the first task order and if so, when, during solicitation period or at issuance of the task order?
Section 4.4 changed to RESERVED.

TO 1 PWS, 1.2.4 Travel
Travel. PWS indicates personnel travel requires two trips per month by two people, but doesn’t specify length of trips. Can the government provide an estimate of trip length so a more accurate ODC cost submission can be calculated for travel?
Additionally, can the government please clarify if DHS TO project work will be accomplished at Hill AFB or at DHS facilities in Arlington, VA? If Arlington, VA, may contractor propose qualified personnel in the Metro DC area to support all PWS requirements and thus eliminate any travel costs for the Government?
These trips are scheduled for a full week (5 days on-site) twice a month by two qualified individuals. The Trips, as specific in the Task Order, is to the DHS facility in Arlington, VA. Additional Project work will be accomplished at the contractor’s facility. Costs saving measures are allowed to minimize and /or eliminate travel expenditures to the benefit of the government.

It is our understanding the solicitation requires rates for LCATs for the IDIQ evaluation and for TO #1, a firm fixed price. Is this understanding correct? If not would the Government please clarify?
Correct
