1 Overview
1.1 Purpose
This Performance Work Statement (PWS) provides the basis for a priced proposal to modify existing APX-119 transponders and purchase new APX-119 transponders with an embedded GPS position source that are Automatic Dependent Surveillance –Broadcast Out (ADS-B) capable, compliant with Federal Aviation Administration (FAA) regulations and AIMS certified. As mandated by the FAA, Full Operational Capability (FOC) must be no later than 1 January 2020.
This document describes the requirement of the following participants:
1. T-38 Program Office located at Hill AFB, UT. (Primary)
2. A-10 Program Office located at Hill AFB, UT. (Secondary)
1.2 Scope
1.2.1 Top Level
This PWS provides the basis for a priced proposal to develop and integrate a solution for the FAA ADS-B system requirement for the USAF T-38 and A-10 Programs.
This PWS provides the requirements for an AIMS certified and TSO certified embedded GPS APX-119 ADS-B out solution and legacy transponder capabilities including mode 5 level 1.
1.2.2 T-38 Program Office
The ADS-B solution shall be integrated into the T-38A and the AT-38B (T-38A/B) aircraft and avionics systems. The requirement is to develop and provide a solution to include all drawings, technical data and Time Compliance Technical Order (TCTO) information outlining installation requirements. Modes 4 and 5 capability are not required for platform level testing and certification.
1.2.3 A-10 Program Office
This PWS provides the requirements for providing an ADS-B solution for the A-10 aircraft.
The A-10 currently utilizes part numbers 4079100-0508 and 4079100-0518. The specific requirements for A-10 activities will be captured in separate contract line items described below.
2 Objectives
2.1 Background
All T-38A/B and A-10 aircraft that will continue to fly after 1 January 2020 will have ADS-B Out capability installed.
2.2 Development Concept
The existing capabilities for each platform type shall be used as the baseline for any ADS-B out mode 5 solution. Appendix 1 describes the legacy box level for each aircraft type.
Appendix 3 lists the documents in the T-38A/B Technical Data Package.
2.3 Terminology
This document uses the following definitions.
• SHALL: Indicates a requirement. An approved design shall comply with every requirement, which can be assured by inspection, test, analysis or demonstration.
• MUST: Identifies items that are important and which may be duplicated somewhere else in the document as a “SHALL”.
• WILL: Denotes a capability that is a surety or a fact.
• SHOULD: Denotes a recommendation that would improve the equipment, but does not constitute a requirement.
• MAY: Denotes a recommendation that is optional.
2.4 Period of Performance
The Period of Performance (PoP) shall not exceed 72 months from receipt of base contract inclusive of deliveries.
2.5 Key Performance Parameters
2.5.1 The ADS-B system shall meet or exceed the current system specifications as currently baselined in the -0530/-0531 APX-119 variants. Refer to the following documents.
1. Meets the requirements in TSO-C166b, TSO-C112d, TSO-C145d, Extended Squitter ADS–B and Traffic Information Service – Broadcast (TIS–B) Equipment Operating on the Radio Frequency of 1090 Megahertz (MHz), and AC 20-165B
2. Meets the requirements of Title 14 Code of Federal Regulations (CFR) § 91.225 and 91.227
3. Meets the requirements of DoD AIMS 03-1000B dated Jan 24 2013 including amendment 1 capabilities already baselined at time of contract award
2.5.2 The solution shall maintain existing Modes 1, 2, 3/A, 4, 5 Level 1, S and C capability.
2.5.3 The solution shall integrate with the existing avionics system components and not compromise current system performance.
3 Scope of Work
3.1 Administration
3.1.1 The Contractor shall perform administrative functions, to include scheduling meetings, arranging facilities, providing status reports, documenting official decisions and actions assigned, and maintaining charter documents, records, and databases referenced within this document.
3.1.2 The Contractor shall appoint a primary Point of Contact (POC) for this contract. This individual shall be the primary representative and have the Contractor’s full authority to act on matters pertaining to the performance of the services under this contract.
3.1.3 To meet the requirements of this contract the contractor shall be required to develop and deliver information to the Government in accordance with the Contract Data Requirements List (Appendix 2).
3.1.4 All documents sited in this Performance Work Statement (PWS) may be available on ASSIST or other Government document repository sites.

3.1.5 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Department of the Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
Reporting inputs will be for the labor executed during the PoP for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the Contractor Manpower Reporting Application (CMRA) help desk.
• Reporting Period: Contractors are required to input data by 31 October of each year.
• User Manuals: User manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

3.1.6 The contractor will work with the AIMS office and engineer involved with the project meetings, design meetings, and technical interchanges to minimize risk associated with AIMS ADS-B Out certification. The certification work shall be chargeable to the following CLINs:

• CLIN 0006 A-10 APX-119 Development, Testing, Certification, & Program Management
3.2 Program Management
3.2.1 The Contractor shall develop and deliver a no cost platform level Engineering Change
Proposal (ECP) to facilitate USAF engineering approval and document the technical approach of the modification. This ECP shall be delivered and updated as necessary in conjunction with Milestone Reviews described in paragraph 4.1.2 for the following

3.2.2 Program Management for the production of new and modified APX-119 transponders shall be included in the unit price for the following CLINs:
• CLIN 0003 T-38 APX-119 Modification includes Program Management from 4079100-0513 to 4079100-0536 with 2 year warranty
• CLIN 0004 T-38 New APX-119 including Program Management for Part Number 4079100-0536 with 2 year warranty
• CLIN 0009 A-10 APX-119 Modification includes Program Management from 4079100-0508 to 4079100-0538 with 2 year warranty
• CLIN 0010 A-10 New APX-119 including Program Management for Part Number 4079100-0538 with 2 year warranty
• CLIN 0011 A-10 APX-110 Modification including Program Management from 4079100-0518 to 4079100-0538 with 2 year warranty
3.2.3 Kickoff Meeting: The Contractor shall host a kickoff meeting within 30 working days after receipt of order (ARO). Meeting minutes shall be provided by the Contractor as a draft within 5 working days and final minutes within 10 working days of the conclusion of the meeting. (CDRL A006)
3.2.4 Technical Interchange Meetings (TIM): The Contractor will host TIMs as required, at an expected frequency of two per year. Levels of participation will be based on the subject matter. These meetings will be conducted via teleconference unless the Government chooses to travel to the Raytheon facility at Aberdeen Proving Grounds (APG). If the Government choses to attend at APG it would be not more frequent than every other TIM. Meeting minutes shall be provided by the Contractor as a draft within 5 working days and final minutes within 10 working days of the conclusion of the meeting. (CDRL A006)
3.2.5 Program Management Reviews (PMR): The Contractor shall host PMRs to brief program status to Government program office personnel. The Government will coordinate/notify the Contractor of the meeting schedule. There will be a maximum of two meetings per year. The PMR location will alternate between the Contractor’s facility and a government facility. Meeting minutes shall be provided by the Contractor as a draft within 5 working days and final minutes within 10 working days of the conclusion of the meeting. (CDRL A003)
3.2.6 Integrated Master Schedule (IMS): The Contractor shall prepare an Integrated Master Schedule (IMS) that encompasses all Government/Contractor interrelationships. The IMS shall integrate the tasks of all Government stakeholders and the Contractor’s teams and use critical path methodology to define and emphasize the program’s critical elements. The IMS shall also contain the control points (milestones/inchstones) and all requirements for reviews, audits, and meetings required by this PWS.
For the basis of program performance and schedule assessment, program and technical reviews will be addressed as major milestones. The IMS shall include formal engineering software builds, functionality for each software build, and test and release dates. The Contractor shall plan efforts through delivery of Black Label/Operational software, as well as clearly delineate the program critical path. The IMS will be updated and submitted 10 days before PDR, 10 days before CDR and at any point where a major milestone date changes by more than 2 weeks from the last reported IMS. At a minimum the IMS shall be delivered to the Government every 6-months. (CDRL A001)
3.2.7 Monthly Status Report (MSR): The contractor shall provide a monthly status report outlining major accomplishments, risks, and issues identified during the reporting period. The draft MSR will be briefed at a monthly teleconference, scheduled and conducted by the contractor, and is delivered as part of the meeting minutes within 5 working days of the teleconference. 3.2.8 The Contractor shall provide as part of the proposal an expenditure plan for government funds execution. The expenditure plan shall be in Government Fiscal Years. (CDRL A019)

3.2.9 Contractor shall provide a baseline description document (CDRL A004)
3.3 Data Rights
3.3.1 The Government requires Unlimited Rights for all developed items, components, processes, engineering drawings, and technical data used in the development of the T- 38A/B platform level integration.
3.3.2 The Government requires Unlimited Rights for all source data, drawings and Interface Control Documents (ICD) that are required for platform integration for the A-10 customer.
3.4 Quality Assurance (QA)
3.4.1 The Contractor shall implement and maintain a QA program in accordance with AS9100 and AS9110 standards as applicable. As part of this QA program the Contractor shall maintain a responsive surveillance system that continually monitors, documents, and corrects deficiencies in processes and procedures. When requested, the Contractor shall allow the Government access to their QA program documents and processes.
3.4.2 The Contractor Quality Organization shall provide support of requirement peer reviews, monitoring of activities to ensure processes are being followed, review of products generated (e.g., System Change Description) and support of meetings (staff, program status, Technical Interchange, etc.) to ensure compliance with established Contractor quality standards.
3.4.3 Contracting Officer Representative (COR): The T-38 and A-10 Program Office COR(s) will review and approve Contractor submitted deliverables for acceptance. The CORs will surveil the contract in accordance with the Quality Assurance Surveillance Plan (QASP) and the Services Summary. The Services Summary is identified as Appendix 4 of this document.
3.4.4 The Contractor will be notified by letter upon contract award of the Primary and Alternate CORs assigned to this contract.
3.5 Corrosion Prevention and Management
3.5.1 Production and modification corrosion control will be in accordance with AS 9100 & AS
9110.
3.6 Risk Management
3.6.1 The Contractor shall provide on-going identification, analysis, abatement, and risk tracking. The Contractor shall establish a risk register that identifies projects risks, assigns probability and severity for each risk and identifies the method for risk management along with the party responsible for each risk identified. 3.6.2 The contractor shall provide risk identification, analysis, abatement, and risk tracking for all work within scope of this PWS. The Contractor shall provide any updates to existing or newly identified risks in the monthly status report/teleconference. (CDRL A002)
3.6.3 The Contractor shall provide an APX-119 hazard analyses (CDRL A026) and safety assessment (CDRL A027) reports to support the Government modification process.
4 APX-119 Baseline Documentation
4.1 Milestone Reviews
4.1.1 For the APX-119 Transponder (CLIN 0001, CLIN 0006), the Contractor shall follow its own internal design review process. A summary results briefing package sufficient to communicate the breadth, depth and outcomes of each review shall be provided to the Government as an attachment to the Monthly Status Report submission (CDRL A003).
4.1.2 For the T-38 Aircraft Integration (CLIN 0002), the Contractor shall conduct necessary system and design reviews and provide meeting minutes within five working days (CDRL A006). The minimum requirements are:
A. Systems Requirements Review (SRR) B. Preliminary Design Review (PDR) C. Critical Design Review (CDR) D. Test Readiness Review (TRR) E. Production Readiness Review (PRR)
Note: Reference the Defense Acquisition Guide Book for entry/exit criteria.
4.2 Technical Documentation
4.2.1 The Contractor shall provide Interface Control Document(s) for new and modified systems. (CDRL A025)
4.2.2 The contractor shall provide transponder system specification documentation. (CDRL A009)
4.2.3 The contractor shall provide Operation and Maintenance Manual. (CDRL A021)
5 APX-119 Transponder Requirements
5.1 Common Transponder Requirements
5.1.1 The Contractor shall design and develop an APX-119-based solution to provide ADS-B
Out capability in accordance with the requirements stated in paragraph 2.5.
5.1.2 The APX-119 designed and developed by the contractor shall be available in two variants. The specific details of each variant are described below in paragraphs 5.2 and
5.3. Each variant shall be upgradable from legacy APX-119 types as indicated Appendix 1.
5.1.3 All performance/environmental test results shall meet or exceed current APX-119 transponder family performance. Qualification Test reports shall be delivered to the Government Program Office. (CDRL A011)
5.1.4 The contractor shall provide the TSO certification letter(s) for each of the TSOs listed in section 2.5 for each contracted variant and supporting documentation as required for certification. (CDRL A024)
5.1.5 The developed system and all proposed replacement equipment shall have minimal impact to the current APX-119 Mean Time Between Failure (MTBF) rate. The proposal shall include the predicted MTBF.
5.1.6 The Contractor shall identify requirements for any additional test or support equipment and deliver the requirements to the Government. (CDRL A013)
5.1.7 Deliver Failure Mode Effects Criticality Analysis Report to include transponder, splitter, amplifier, and GPS antenna as needed. (CDRL A012)
5.1.8 The Contractor shall deliver standard source data as addressed in 4.2 referenced above in a MS Word exportable format.
5.1.9 The contractor shall deliver any drawings required for installation of the transponder in Pro Engineering format and PDF format. (CDRL A010)
5.1.10 The Contractor shall develop new or adapt existing Acceptance Test Procedures (ATP) for the ADS-B system components/LRUs. (CDRL A011)
5.1.11 The Contractor shall perform the ATP for the ADS-B system components/LRUs and deliver the resulting test report to the Government. (CDRL A011)
5.1.11.1 The contractor shall provide technical assistance, transponder documentation and act as the Subject Matter Expert (SME) for all spectrum certification requirements and frequency approval. (CDRL A028)
5.1.12 The Contractor shall acquire and deliver the ADS-B system Bill of Materials (BOM).

5.1.13 The Contractor shall ensure all BOM information is entered into the Government and Industry Data Exchange Program (GIDEP).
5.2 APX-119 Variant 1 (4079100-0536) Specific System Requirements
(CLIN 0001)
5.2.1 This variant will be utilized for the T-38.
5.2.2 The Contractor shall upgrade GFE APX-119 units to include ADS-B and embedded GPS capability for the T-38 customer. (CLIN 0003)
5.2.3 The contractor shall provide an option to buy additional APX-119 units with ADS-B and embedded GPS capability for the T-38 customer. (CLIN 0004)
5.3 APX-119 Variant 2 (4079100-0538) System Requirements
(CLIN 0006)
5.3.1 This variant will be utilized by the A-10.
5.3.2 The contractor shall upgrade the GFE APX-119 transponders to the APX-119 with embedded GPS with the interface listed in Appendix 1. (CLIN 0009 & CLIN 0011)
5.3.3 The Contractor shall provide additional new APX-119 units with ADS-B and embedded GPS capability. (CLIN 0010)
5.3.4 The system shall be backwards compatible with legacy aircraft that are designed to utilize PN -0518 without the ADS-B functionality. Additionally, PN -0538 shall be capable of interfacing with Government supplied cryptologic applique.
5.3.5 The system shall identify itself as a -0538 vs a -0508, or a -0518 in a 1553 bus message (transponder configuration sub address 3 word 7)
6 Platform Integration Support (CLIN 0002)
6.1 T-38A/B Platform Integration
6.1.1 The contractor shall provide a detail system design for integrating the APX-119 into the current T-38A/B avionics system.
6.1.2 Identify all hardware components by manufacturer, manufacturer source/cage code, manufacturer part number, quantity and nomenclature required for aircraft modification as a procurable A-Kit.
6.1.3 Provide changes to all aircraft documents affected by this modification, including drawings, specifications, and technical orders. (CDRL A008, A010)
6.1.4 The contractor shall develop the overall Environment, Safety, and Occupational Health (ESOH) risk management approach for the ADS-B system as part of the Systems Engineering (SE) Process per MIL-STD-882E and National Environmental Policy Act
(NEPA). (CDRL A016)
6.1.5 The Contractor shall provide information and technical support during development of the Technical Engineering Review Board (TERB) and Configuration Control Board (CCB) documentation and provide telephone support during these meetings.
6.1.6 The Contractor shall perform an electrical loads analysis of the proposed configurations and provide the results to the Government for determination and approval based on baseline configuration data provided by the Government. (CDRL A005)
6.1.7 The Contractor shall perform weight and balance computations of the proposed configurations and provide the results to the Government for determination and approval based on baseline configuration data provided by the Government. (CDRL A005)
6.1.8 The Contractor shall provide a MIL-STD-810 Environmental Qualification Test report and/or DO-160 report, as appropriate, to the Government solely for all added and modified components.
6.1.9 The Contractor shall provide TO changes for all TOs affected by the aircraft system changes. The contactor shall comply with TM-86-01P, Air Force Technical Manual Contract Requirements (TMCR). The Contractor shall:
A. Provide mark-ups in accordance with TM-86-01P for all TOs and aircrew flight manuals affected by the aircraft system changes. (CDRL A008)
B. Provide all required changes to the TOs, including procedures for installation and removal, testing and troubleshooting, and any other maintenance required.
C. Prepare and deliver a TCTO for the installation of the ADS-B system into the T-
38A/B. (CDRL A008)
6.1.10 The Contractor shall perform stress and loads analysis on new and modified components and underlying aircraft support structure and provide the results to the Government for determination and approval. (CDRL A005)
6.1.11 The Contractor shall perform aerodynamic and flutter analyses for any new or modified components on the external surface of the aircraft and provide the results to the Government for determination and approval. (CDRL A005)
6.1.12 The Contractor shall provide all certifications necessary to support an AFMC IMT 3, Component Safety of Flight Certificate. The form is available on the Air Force e- Publishing site. http://www.e-publishing.af.mil/ (Search “AFMC3”) (CDRL A024)
6.1.13 The Contractor shall ensure that the ADS-B Out modification has minimal impact to current configuration and no interference with current aircraft capabilities if possible.
6.1.14 The contractor shall ensure the ADS-B system meets the antenna and power output requirements of Class B1 equipment as defined in TSO–C166 and RTCA/DO-260B.
6.1.15 The contractor shall ensure that the ADS-B Out system meets the DoD AIMS 03-1000B.
This will require the integration of a second, upper IFF antenna into the T-38A models.
6.1.16 The Contractor shall provide APX-119 system familiarization training and T-38 ADS-B system maintenance training based on the final configuration and developed maintenance procedures. Training shall be held at the contractor’s facility and accommodate 15-20 personnel.
6.1.17 The Contractor shall provide APX-119 system familiarization and operational training for T-38 aircrew based on the final configuration and developed procedures. Training shall be held at the contractor’s facility and accommodate 15-20 personnel.
6.1.18 The Contractor shall develop and provide a Material Fielding and Basing Plan. (CDRL A022)
6.1.19 Delivery location(s) shall be determined based on the developed ADS-B solution and shall coincide with the Material Fielding and Basing Plan referenced in 6.1.18.
6.1.20 The Contractor shall conduct a Functional Configuration Audit (FCA) and Physical Configuration Audit (PCA). (CDRL A030)
6.2 T-38 System Test
6.2.1 The Contractor shall install and evaluate the ADS-B system for proper fit and function in
2 T-38 aircraft (T-38A and AT-38B) at Edwards AFB.
6.2.2 The contractor shall modify preliminary and or non-standard configurations to accepted TCTO requirements prior to acceptance.
6.2.3 The ADS-B system installation procedures and hardware configurations shall comply with USAF aircraft hardware and maintenance practices. Reference: 1-1A-XX series Technical Manuals.

6.2.4 The Contractor shall perform an electromagnetic compatibility/interference analysis of the new LRUs and the modified configuration, to include safety of flight, hazards of electromagnetic radiation to personnel, ordnance, and fuel, and provide a report to the Government. (CDRL A005)
6.2.5 The Contractor shall develop aircraft level new or adapt existing Operational Checkout Procedures for the ADS-B system. (CDRL A008)
6.2.6 System Integration Test and Evaluation: The Contractor shall provide engineering support for the Test and Evaluation Master Plan (TEMP) development.
6.2.6.1 The TEMP will contain a matrix identifying the test method and test phase where each requirement is to be verified. The contractor shall provide a recommended list of requirements that should be tested to verify functionality of the ADS-B system. The contractor shall specify if the requirement will be verified via quantitative or qualitative measures. For requirements verified via quantitative measures, the Contractor will specify the metrics required for verifying that requirement. The contractor will specify the method of verification for each requirement as being verified by Inspection, Analysis, Demonstration or Test. (CDRL A018)
6.2.6.2 Additionally, a Platform Level Requirements Verification Matrix (RVM) (CDRL A018) shall be developed and delivered by the contractor documenting the test coverage of all requirements.
6.3 T-38 Developmental Test (DT and Force Development Evaluation
(FDE))
6.3.1 The Contractor shall prepare and deliver a pre-DT release letter and configuration memorandum to certify that the modified configuration is safe to fly for DT. (CDRL A007)
6.3.2 The Contractor shall provide inputs to the test team at Edwards AFB to aid in development of the DT plan.
6.3.3 The Contractor shall provide modification procedures/draft TCTO for installation of the modification into test aircraft.
6.3.4 The Contractor shall provide on-site engineering support during DT flight tests at Edwards AFB.
6.3.5 The contractor shall perform on-site AIMS 1102A/B dry run testing and deliver the test report to the Government. (CDRL A011)
6.3.6 The Contractor shall support on-site the formal AIMS certification ground testing.
6.3.7 The Contractor shall provide remote support to the Government with accomplishment of certification of Operational Test Readiness IAW AFMAN 63-119. The Government will provide an example as Attachment 10.
6.3.8 The Contractor shall prepare and deliver a pre-Force Development Evaluation (FDE) release letter and configuration memorandum to certify that the modified configuration is safe to fly for FDE. (CDRL A007)
6.3.9 The Contractor shall provide remote support to the test team (AETC/SAS-TE) in the development of the FDE test plan.
6.3.10 The Contractor shall provide remote engineering support during FDE at Edwards AFB.
6.4 Finalize configuration and Release Documents
6.4.1 The Contractor shall prepare and deliver a final release letter and configuration memorandum to certify that the final configuration is safe to fly. (CDRL A007)
6.4.2 The contractor shall develop/deliver a Technical Data Package (TDP) (MIL-DTL-31000C), (DI-SESS-81000E & DI-SESS-81008E) that provides Product Drawings/Models and Associated lists, Special Tooling (ST) Drawings/Models and Associated Lists including, but not limited to, fixtures, jigs, schematics, source control, vendor item, interface drawings, and models. The contractor shall update all affected drawings/associated lists and other pertinent documentation, e.g., specifications and test procedures, and deliver them to the government. The contractor shall incorporate all outstanding changes, i.e., ECOs, EOs, initiated prior to or after contract award, into the TDP. Engineering Data and the associated Metadata submitted for final delivery shall be in a format that is compatible with the Joint Engineering Data Management Information Control System (JEDMICS). This information, sample Metadata file(s) (Microsoft Access Database) and instructions for preparing Metadata will be provided by AFLCMC/LZPEM, Hill AFB, UT.
Contractor shall identify any data that is proprietary to them and any data that will not be supplied because of data right issues. (CDRL A010)
6.4.3 The Contractor shall deliver TO changes, flight manual changes, and TCTO(s). (CDRL A008, A009, A010)
6.4.4 The Contractor shall provide a system change description. (CDRL A008)
7 A-10 Engineering Support
7.1 System Integration Support
7.1.1 The contractor will support the A-10 organic APX-119 platform integration efforts.
7.1.2 Engineering support to include: Systems Integration Lab support, Installation review, Technical Order review, ICD/Spec review, dry run ground test (AIMS support), Ground and Flight Test Support, Telephone support, GPS vendor support, information assurance, cyber security, CNS/ATM (Generic Performance Matrix) approval support, and Training. (A-10 Cost Reimbursable CLIN 0008)
7.2 Hardware and Documentation
7.2.1 Contractor shall define for the A-10 GPS antenna configuration options to include splitter with existing GPS FRPA and CRPA antenna. Contractor shall provide source data for analysis of: latency, signal losses, reliability of any added amplifiers, mounting provisions, structural impacts, and corrosion concerns. 8 A-10 Certifications and Approvals (CLIN 0006)
8.1 Cyber Security
8.1.1 The contractor shall implement a Cyber Security (also referenced as Information
Assurance) program and provide mission criticality analysis, vulnerability assessments, risk assessments, identification and counter measurement implementation, and technical support to assist the Government in complying with the instructions and guidance in the Air Force Instruction (AFI) 33-210, Air Force Certification and Accreditation Program (AFCAP), in particular, section 3.19 Platform Information Technology (PIT); AFLCMC Cybersecurity Risk Management Framework (RMF) Standard Process 2.0, in particular, Attachment 2 Risk Management.
Compliance to this this requirement will be verified by approval of (CDRL A008) which shall include the following parts:
A. Inputs to the Government Program Protection Implementation Plan, including definition of the application of supply chain risk management best practices, applied as appropriate to the design and development of the system.
B. Critical Program Information Analysis
8.1.2 The risk assessment shall be submitted IAW CDRL A027, per PWS 3.6.3. All other contractor technical assistance shall be completed under PWS 7.1 (CLIN 0008)
8.1.3 The APX-119 is an existing fielded product and therefore, there shall be no changes to the APX-119 configuration in response to the Cyber Security. Any required configuration changes to support Government accreditation will require an Engineering Change Proposal IAW CDRL A020.
8.2 Airworthiness
8.2.1 The Contractor shall provide support for airworthiness risk assessment activities.
8.2.2 The Contractor shall comply with all relevant Airworthiness requirements cited in MIL- HDBK-516C (Dated 12 December 2014) and provide documentation of compliance to the Government and assist with the following processes or approvals: (CDRL A014)

9 T-38 Certifications and Approvals (CLIN 0002)
9.1 T-38 Cyber Security (CS) Authorization
9.1.1 The Contractor shall develop, coordinate, and provide documentation as needed to support the T-38 Program Office (PO) and other government agencies to enforce, update, or manage the platform’s CS Authority-to-Test (ATT) and/or Authority-to- Operate (ATO). The documentation shall provide the necessary technical and security related information to support the development of a Security Impact Assessment (SIA), support changes to the platform’s CS Architecture Analysis Report (AAR). The Contractor shall also provide reach-back support for the PO to discuss the technical and/or security related information as necessary. (CDRL A005)
9.2 Airworthiness
9.2.1 The Contractor shall comply with all relevant Airworthiness requirements cited in MIL-
HDBK-516C (Dated 12 December 2014) and provide to following: (CDRL A014)
A. Impact Assessment B. Modified Airworthiness Certification Criteria (CDRL A015) C. Risk Assessment
9.2.2 The contractor shall document compliance with airworthiness criteria and support the Government with System Program Office Engineering and T-38A/B Chief Engineer approval.
9.3 CNS-ATM
9.3.1 The contractor shall participate as the Subject Matter Expert in tailoring the required
Generic Performance Matrices for CNS/ATM compliance. The expected matrices are the ADS-B out and Mode S. When complete the contractor shall provide the completed tailored performance matrices to the government. Reference AFI 63-137. (CDRL A005)
9.3.2 The contractor shall complete the testing, inspection, or analysis requirements of the tailored performance matrices and provide evidence to the government. (CDRL A011)
9.3.3 The contractor shall provide technical assistance and act as the T-38A/B Subject Matter Expert (SME) for all CNS/ATM compliance requirements. The contractor is responsible for all processes and administration to support the Government in obtaining a CNS/ATM ADS-B Letter of Compliance (LoC) (Reference AFI63-137, RTCA/DO-200A, 201A & FAA AC 20-153).
9.4 AIMS Platform Certification
9.4.1 The contractor shall provide or assist the Government in obtaining all documentation required by:
A. DoD AIMS 03-1102A/B B. DoD AIMS 03-1103A/B
9.4.2 The Contractor shall complete a DoD AIMS Form 2011-1 Request for Service to receive Mode S addresses.
9.4.3 The contractor shall provide technical assistance and act as the T-38A/B Subject Matter Expert (SME) for all AIMS compliance requirements. The contractor is responsible for all processes and administration to support the Government in obtaining Platform IFF certification.
9.5 Spectrum Certification & Radio Frequency Authorization
9.5.1 The contractor shall update 1494/L-CID for Stage 4 spectrum certification and radio frequency authorization. (CDRL A028)
9.5.2 The contractor shall provide technical assistance and act as the T-38A/B Subject Matter Expert (SME) for all spectrum certification requirements & radio frequency authorization. The contractor is responsible for all processes and administration to support the Government in obtaining spectrum certification and radio frequency authorization.
9.5.3 Contractor shall conduct a Spectrum Supportability Risk Assessment (CDRL A029)
10 Hardware and Production and Delivery The contractor shall provide the necessary Kits/materials to modify aircraft. The Contractor shall deliver a list of all procurable hardware to include: (CDRL A017)
10.1 A-Kits - Aircraft Modification Kit
10.1.1 Package and deliver A-Kits. A-Kits will include all components and hardware required to modify the appropriate aircraft to accept the new ADS-B system. (CLIN 0005)
10.2 B-Kits – System LRUs
10.2.1 Package and deliver B-Kits. B-Kits will include ADS-B system LRU components (Packaged
Separately).
Transponders (CLIN 0003, 0004, 0009, 0010, 0011)
Digital Control Panel (CLIN 0012)
Personality Module (CLIN 0013)
10.3 Packaging
10.3.1 The contractor shall be responsible for the preservation, packaging, marking and shipping of all items to be delivered under the terms of this PWS to include kits, LRUs, components and hardware. The contractor shall follow packaging requirements listed in Section D of the contract and listed on AFMC Form 158 (Section J, Attachment 14 of the contract) to ensure all items arrive at the destination in an undamaged condition. The contractor shall also comply with ASTM D3951-10 (2010) and MIL-STD-129R (Dated 18 February 2014) for packaging and marking of commercial packaging. The contractor shall provide packaging data for new equipment or for modified equipment when the packaging data has changed. The contractor shall ensure packaging data identifies ESD sensitive items and assemblies as defined in MIL-STD-1686C (Dated 25 October 1995) and hazardous materials per Code of Federal Regulations (CFR) 49. Shipments of classified/sensitive material or equipment shall be handled, transported, transmitted and protected IAW the National Industrial Security Program Operating Manual, DoD 5220.22M (Dated 28 February 2006 incorporating change 1 dated 28 March 2013).
10.3.2 The contractor shall ensure kits, LRUs, components and hardware can be shipped by the appropriate modes of transportation. All items shall be shipped according to the transportation provisions and clauses in Section F of the contract and given on DD Form 1653 (Section J, Attachment 15 of the contract). The contractor shall provide transportation data for new items or for modified items IAW FAR 52.247-53. The contractor shall identify and manage any items requiring special handling and/or movement procedures which may include hazardous, classified/ sensitive, oversize/outsize, or electrostatic sensitive device items, items requiring demilitarization, or precious metals. The contractor shall ensure shipped items are protected from the hazards of handling equipment and shall be transportable IAW MIL-STD-1366E (Dated 31 October 2006).
11 Warranty (CLIN 0003, 0004, 0009, 0010, 0011, 0012, 0013)
11.1 Standard Warranty
11.1.1 Standard Warranty: All transponder and ancillary equipment shall be covered by a two
(2) year warranty (Manufacturer’s one (1) year warranty plus one (1) year).
(a) Extent of contractor obligation: reference FAR 46.706(b). The contractor shall provide for repair of all failures and defects discovered during the warranty period, including defects in material and workmanship or failure to conform to specification, with the exception of Government negligence. Government negligence is defined as any unauthorized repair, misapplication of electric power, contamination, abuse (dropping unit or application of work voltage for examples), or catastrophic event (i.e. physical damage attributable to battle damage, aircraft crash or collision, fire, or other mishaps) after delivery of the equipment. Breach of the warranty by the contractor shall result in an equitable adjustment of the contract by the Government.
(b) Remedies: reference FAR 46.706(b)(2). The contractor shall repair or replace all warrantied equipment and return the repaired equipment, as directed by the user/customer, within forty-five (45) calendar days. The forty-five(45) day turn-around time will be measured as the elapsed calendar time from receipt of the returned equipment until it is shipped to the designated Government destination. If the original equipment is not returnable, the contractor shall ship new or refurbished/ remanufactured equipment in its place, which will assume the balance of the two (2) year warranty. The contractor’s obligation to repair or replace the defective item shall include responsibility for the costs of furnishing all labor and material to: (1) re-inspect items that the Government reasonably expects to be defective, (2) accomplish the required repair or replacement of defective items, and (3) test, inspect, package, pack, and mark repaired or replaced items. The user/customer will pay shipping charges to the contractor. The contractor shall pay to send repaired items back to the user/customer Continental United States (CONUS) destination of choice.
(c) Duration of Warranty: reference FAR 46.706(b)(3). The warranty period shall begin upon acceptance of the DD250 of the equipment by the user/customer and end two (2) years after the signature date on the DD250.
(d) Markings: reference FAR 46.706(b)(5). The contractor shall stamp or mark the equipment delivered, or otherwise furnish notice with the equipment, of the existence of the warranty. The purpose of the markings or notice is to inform Government personnel who store, stock, or use the equipment that the equipment is under warranty. Markings should include: (1) a brief statement that the warranty exists, (2) the substance of the warranty, (3) its duration, and (4) who to notify if the equipment is found to be defective.
11.2 Other Warranty Information
11.2.1 The Contractor shall establish and make available to the Government a Return Material
Authorization (RMA) process for the duration of this contract. The Contracting Officer and T-38 Program Office shall be notified of any changes to the RMA process or points of contact within five (5) business days.
11.2.2 Non-Warranty Repair: If the contractor and COR determine that equipment returned for repair is not within the terms and conditions of the warranty, the contractor shall notify the Government user/customer and provide, as a minimum, the following information:
(a) Description of damage(s) to the equipment,
(b) Explanation as to why the repair is not covered by the warranty,
(c) Proposed firm-fixed price to repair the equipment, and
(d) Estimated repair turn-around time.
All non-warranty repairs shall be negotiated directly with the users/customers at the time the equipment is received for repairs. This will be a separate contract action issued by the user/customer.
11.2.3 Warranty Repair Tracking: The contractor shall track and provide to the Government warranty status and provisioning information. (CDRL A032)
11.2.4 The Contractor shall complete the Warranty Tracking Information (Attachment 14) and Source of Repair Instruction (Attachment 15) upon receipt of any warrantied item’s delivery order.
12 Prototype Deliveries The fully functional prototype units with the ADS-B out capability and all other legacy modes of operation that will be delivered are not flight worthy that are to be used for SIL testing and system integration development. The units will not be qualified nor tested against environmental and EMI conditions.
12.1 A-10 Prototypes
12.1.1 The A-10 requires 4 prototype -0538 transponders. (CLIN 0006)
12.1.2 The contractor shall update these transponders to the final configuration upon completion of the formal qualification testing. (CLIN 0006)
13 Government Furnished Equipment
13.1.1 The T-38 Program Office will provide 5 APX-119 (4079100-0513) transponders for contractor integration and qualification. (CLIN 0001)
13.1.2 The A-10 Program Office will provide 6 APX-119 (4079100-0508) transponders for contractor integration and qualification. (CLIN 0006)
13.1.3 For production CLINs the Government will provide GFE transponders for upgrade per the contract requirements. (CLINS 0003, 0009, & 0011)
14 Conditions and Assumptions The Government will provide aircraft, pilots, fuel, and facilities during the test period.
