SECURITY GUIDANCE/ACCESS AND PERFORMANCE

(Reference DD Form 254 Item 13)

Ref. 10.a: COMSEC safeguarding requirements apply. For on-base performance, COMSEC is incumbent on the government. Access on a government installation is granted by the user agency. Access to COMSEC information is restricted to U.S. Citizens holding a final U.S. Government clearance.

Personnel must receive the required COMSEC briefing. Prior approval is required from the Government

Contracting Activity prior to granting access to COMSEC information to a subcontractor.

Ref. 10.b: The contractor is permitted to access RESTRICTED DATA (RD) in performance of this contract. Access to RD requires a final U.S. Government clearance at the appropriate level.

Ref. 10.c: The contractor is permitted access to Critical Nuclear Weapon Design Information (CNWDI) in performance of the contract. Access to CNWDI requires a special briefing and debriefing. The government program manager or designated representative will ensure contractor employees are briefed for CNWDI. Prior to granting subcontractors access to CNWDI approval, must be obtained from the

Government Contracting Activity.

Ref. 10.d: The contractor is permitted access to FORMERLY RESTRICTED DATA (FRD) in the performance of this contract. Access to FRD requires a final U.S. Government clearance at the appropriate level.

Ref. 10.e.(1): Contractor requires access to SCI materials; SCI security requirements apply, see SCI addendum for details.

Ref. 10.e.(2): Contractor will be required to and must comply with the Director of Intelligence Directives

(DCID) 6/6, AFI 14-303, Release of Intelligence to U.S. Contractors, and AFI 14-303, AFMC Sup 1.

Ref 10e(1) and 10e(2): Contractor will require access to intelligence information and must comply with

AFI 14-303/AFMC Supplement 1. The Program Manager has determined that disclosure does not create an unfair competitive advantage for the contractor or a conflict of interest with the contractor's obligation to protect the information and will submit the AFMC Form 210 to the Air Force Life Cycle Management

Center/Intelligence Division Utah (AFLCMC/INL) for approval prior to granting access.

Ref. 10.g: The contractor is permitted access to classified North Atlantic Treaty Organization (NATO) information in performance of this contract. The government project manager is the designated representative that will ensure the contractor FSO and concerned employees are NATO briefed prior to access being granted. Prior approval of the contracting officer is required for subcontracting. See the

NISPOM Chapter 10, Section 7 for additional security requirements. Access to NATO information requires interim or final United State clearance eligibility, at the appropriate level, and indoctrination into

NATO. The individual’s company security officer or commander of the AF program, project or activity responsible for the contract, delivery order, etc., may conduct the indoctrination. Ensure the Joint

Personnel Adjudication System (JPAS) is updated to reflect NATO access. USAFE SIPRNet access requires NATO indoctrination.

Ref. 10.h: The contractor is permitted access to Foreign Government Information (FGI) in performance of this contract. Access to Foreign Government Information requires a final U.S. Government clearance at the appropriate level. Prior to approval of the contracting activity is required for subcontracting. Refer to the NISPOM Chapter 10, Section 3 for all additional security requirements.

Ref. 10.j: FOUO information provided under this contract shall be safeguarded as specified in DOD

Manual 5200.01, Volume 4, DoD Information Security Program: Controlled Unclassified Information

(CUI)

Ref. 10.k: Secret Internet Protocol Router Network (SIPRNet) access required at U.S. Installations and

U.S. Air Force Europe (USAFE) Secret Internet Protocol Router Network (SIPRNet) access at USAFE

Installations. NATO indoctrination is required for contractors who require access to SIPRNet.

Ref. 10.k: Access to Joint Worldwide Intelligence Communications (JWICS) is required. Access to

JWICS requires final U.S. Top Secret clearance with Special Compartmented Information (SCI) eligibility, and need-to-know verified in writing by the requesting host unit’s Special Security Officer

(SSO). Justifications for access are to be submitted to the contract servicing SSO, 6137 Wardleigh Rd., Hill AFB UT 84056-5843. Contractor may only access JWICS from inside a Sensitive

Compartmented Information Facility (SCIF) meeting Intelligence Community Directive 705, Sensitive Compartmented Information Facilities (SCIFs), requirements.

Ref. 11.a: Contract performance is restricted to (See “Actual Performance” Items 8.a – 8.c above). The

Government activity will provide security classification guidance for performance of this contract.

Ref. 11.e: Contract is for technical services. Classification markings on the material to be furnished will provide the guidance necessary for performance of the contract.

Ref. 11.f: Overseas contract performance will be at various locations (See “Actual Performance” Items

8.a – 8.c above). A copy of the DD Form 254 must be provided to the AF SSA responsible for overseas inspections and security oversight at the performance location. The Director for Security Policy for U.S.

Air Force Europe (HQ USAFE/A7SXI), Pacific Air Force (HQ PACAF/SFI) and Foreign Military Sales

(FMS ESC/HBM) will be provided copies of the DD Form 254. See the NISPOM, Chapter 10 for additional security requirements involving foreign contractors.

Ref. 11.g: The contractor is authorized to use the services of the Defense Technical Information Center

(DTIC). The contractor must prepare and process a DD Form 1540, Registration for Scientific and

Technical Information Services, and a DD form 2345, Military Critical Technical Data Agreement, for requests to utilize DTIC. Reference the NISPOM Chapter 11, Section 2 for preparation and processing of this form. The contracting activity must be involved in certifying need-to-know for contractors to utilize

DTIC.

Ref. 11.j: The contractor must comply with the U.S. Government, DoD, Air Force, Army and

Government Hosting Unit Operation Security (OPSEC) programs. The contractor must comply with any additional OPSEC requirements referenced.

Ref. 11.k.: This contract requires the use of the Defense Courier Service (DCS). The Government contracting activity will request written approval for DCS services from the Commander, Defense Courier

Service, ATTN: Operations Division, Fort George G. Meade, MD 20755-5370. Prior approval is required from the contracting activity is required prior to authorizing a subcontractor to utilize DCS services.

Ref. 11.l: Any transfer or processing of classified or sensitive information via electronic methods on Hill

AFB (e.g. facsimile, telemetry, voice, computer) must be protected by implementing and appropriate combination of countermeasures such as encryption devices and sound practices and procedures. The specific countermeasures used must be coordinated and approved through the 75th Communication

Squadron Base Information Assurance Office (75 CS/SCBN). For performance on another government installation coordination by the program manager with appropriate communications activity is required.

Contractor employees may hand-carry classified materials within the confines of a U.S. Government installation if they have been designated as a courier in writing by the HOF FSO or equivalent designee.

All visitor group contractor employees hand-carrying classified must receive the proper training and be briefed regarding their responsibilities. The courier must ensure the classified is packaged IAW DOD

5200.1-R and AFI 31-401. The contractor is not authorized to hand-carry classified materials on to or off of a U.S. Government installation.

Ref. Item 13.c: Classified information will be transmitted only through government-to-government classified channels.

Ref. Item 13.d: The contractor will not transmit or release classified information directly to a foreign government. Foreign government classified information to which the contractor is provided access will be safeguarded in accordance with applicable laws, regulations and security agreements. The contractor will not have custody of classified information at overseas locations. Involvement with classified information will be limited to access to classified information under the control of US installations. If the contactor is required to transmit classified information through government-to-government channels, prior storage arrangements must be made with US military installation, the OSI, military attaché, or Diplomatic office.

AFFARS 5352.204-9000, NOTIFICATION OF GOVERNMENT SECURITY ACTIVITY

AND VISITOR GROUP SECURITY AGREEMENTS

1. This contract contains a DD Form 254, DOD Contract Security Classification Specification, and requires performance at a government location in the U.S. or overseas. Prior to beginning operations involving classified information on an installation identified on the DD Form 254, the contractor shall take the following actions:

1. At least 30 days prior to beginning operations, notify the security police activity shown in the distribution block of the DD Form 254 as to:

• The name, address, and telephone number of this contract company’s representative and designated alternate in the U.S. or overseas area, as appropriate;

• The contract number and military contracting command; access;

(3) The highest classification category of defense information to which contractor employees will have

1. The Air Force installations in the U.S. (in overseas areas, identify only the APO number(s)) where the contract work will be performed;

2. The date contractor operations will begin on base in the U.S. or in the overseas area;

3. The estimated completion date of operations on base in the U.S. or in the overseas area; and,

4. Any changes to information previously provided under this clause.

This requirement is in addition to visit request procedures contained in DOD 5220.22-M, National

Industrial Security Program Operating Manual.

b. Prior to beginning operations involving classified information on an installation identified on the

DD Form 254 where the contractor is not required to have a facility security clearance, the contractor shall enter into a Visitor Group Security Agreement (or understanding) with the installation commander to ensure that the contractor’s security procedures are properly integrated with those of the installation. As a minimum, the agreement shall identify the security actions that will be performed:

(1) By the installation for the contractor, such as providing storage and classified reproduction facilities, guard services, security forms, security inspections under DOD 5220.22-M, classified mail services, security badges, visitor control, and investigating security incidents; and

(2) Jointly by the contractor and the installation, such as packaging and addressing classified transmittals, security checks, internal security controls, and implementing emergency procedures to protect classified material.

NON-SENSITIVE COMPARTMENTED INFORMATION (SCI)

ADDENDUM

(Reference DD Form 254 Item 10.e. (2))

2. Special Requirements of Intelligence Information: The contractor will require access to, and receipt of, classified intelligence documents in the performance of this contract. In addition to the requirements and controls for classified material in DoD 5220.22-M, National Industrial Security Program Operating

Manual (NISPOM), the contractor shall adhere to the following requirements and controls of intelligence, per AFI 14-303 and applicable supplements.

3. Contact AFLCMC/INU 6137 Wardleigh Rd., Hill AFB UT 84056-5843, the Unit IN for permission to make extra copies of intelligence data required by the contractor if approval has not previously been stipulated above or been stipulated in the release letter. The Contract Monitor (CM) then maintains accountability of copies and ensures all information is returned to the Air Force upon contract termination/expiration.

4. Maintain a record of all intelligence materials released to the contractor, and ensures all data is returned to the CM within 2 years after final delivery of goods and services or after completion or termination of the classified contract, whichever comes first. If retention is required beyond the 2 year period the contractor must request and receive written authority from the CM.

5. Contractor shall maintain accountability for all intelligence released in his/her custody. Contractors must agree that all intelligence data released to them, all reproductions, and other material generated

(including authorized reproductions) is the property of the US Government and will be returned upon request of the sponsoring agency or expiration date of the contract, whichever comes first.

6. Contractor shall not reproduce intelligence without permission from the Unit IN (AFLCMC/INU) through the CM. If approved, must control each copy in the same manner as the original.

7. Contractor shall not reproduce intelligence without advance approval from the CM, except for working papers and derivative material produced in the publication process. Working papers and derivative material produced in the publication process do not need destruction approval.

8. Contractor shall restrict access to those individuals with a valid need-to-know who are actually providing services under the contract. Further dissemination to other contractors, subcontractors, or other government agencies and private individuals or organizations is prohibited unless authorized in writing by the CM with prior approval of the Unit IN (AFLCMC/INU)/contracting activity.

9. Contractor shall not release intelligence data to foreign nationals or immigrant aliens regardless of their security clearance or contract status without advanced written permission from the CM, Unit IN

(AFLCMC/INU), Foreign Disclosure Policy Office, and HQ AFMC/A2OS.

10. Contractor shall ensure the each employee having access to intelligence material is fully aware of the special security requirements for this material and maintains records in a manner that permits the contractor to furnish on demand the names of individuals who have access to the material in their custody.

11. Releasing authority of intelligence documents is HQ AFMC/A2OS. Any request for intelligence documents will be sent through the CM to the Unit IN (AFMC/INU) designee for HQ AFMC/A2OS for approval.

4. Names of contractor personnel requiring access to SCI and justification for SCI billets will be submitted for coordination and action to SSO AFLCMC/INLS after the contract monitor approval/concurrence. Upon receipt of written approval from the COR, the Contractor Special

Security Officer (CSSO) may submit the necessary forms to Defense Security Service (DSS) for a

Single Scope Background Investigation (SSBI) for those personnel nominated for SCI access in accordance with the National Industrial Security Program Operating Manual (NISPOM).

5. This contract requires a total of _40_ SCI contract billets in order to fulfill contractual obligations incurred. SCI access is subject to US Government review and approval as outlined in the aforementioned SCI security regulations. Upon completion or cancellation of the contract, the CSSO will debrief all personnel not required for contract closeout and those billets will be disestablished.

6. The CSSO must restrict access to only those individuals who possess the necessary security clearance and who are actually providing services under the contract. Further dissemination to other contractors, sub-contractors, other government agencies, private individuals or organizations is prohibited unless authorized in writing by the releasing agency.

7. SCI materials furnished in support of this contract remains the property of the DoD department or command that released it. Upon completion or cancellation of the contract, all SCI materials furnished will be returned to the direct custody of the originator of the materials.

8. Classified foreign intelligence materials must not be released to foreign nationals or immigrant aliens whether or not they are also consultants, US contractors, or employees of the contractor, regardless of the level of their security clearance, except with advanced written permission from the originator.

9. Inquiries pertaining to classification guidance on SCI will be directed to the COR listed in para 3 above. SCI security management issues shall be directed to SSO AFLCMC/INLS, phone (801) 777-

0484, DSN prefix 777.

10. An SCI Facility (SCIF) meeting the physical security requirements outlined in ICD/ICS 705 must be either used for SCI contract work or established and maintained at the contractor location. All SCI used for this contract shall be stored, handled, and maintained in a SCIF, be it the local contractor

SCIF or similarly SCI-accredited facilities. Access to SCI material will be authorized in the following

SCIF(s):

Coordinate with AFLCMC/INLS (SSO Hill) for SCI performance location(s) or additional

SCI requirements at 801-777-0484/DSN: 777-0484.

11. The CSSO must maintain accountability for all classified foreign intelligence materials released to their custody.

12. The CSSO must not reproduce classified foreign intelligence without advance approval of the releasing agency. If permission is granted, each copy will be controlled in the same manner as the original. The

CSSO must not destroy any classified foreign intelligence without advance approval of the releasing agency.

13. Reference block 15: This contract requires access to SCI. If the contractor has established a SCIF, the Defense Intelligence Agency (DIA) and its designees are responsible for all inspections of the contractor SCIF and SCI security management program for ensuring compliance with all SCI security regulations and policies.

SPECIAL ACCESS PROGRAM REQUIREMENTS AND PROCEDURES

(GOVERNMENT FACILITY)

Reference DD Form 254: Items 10f, 11j, 12, 13, 14, 15

Item 10f: All Special Access work will be conducted within an AFOSI/PJ approved Special Access

Program Facility (SAPF) at the locations specified in Attachment 9. Any information generated in the performance of this contract shall require the contractor to apply derivative classification and marking consistent with the source material and applicable Security Classification Guides (SCGs). The contractor should not use references to SAP accesses (Nicknames, Code Words, etc.) or information, even by acronyms, in advertising, promotional, or recruitment of employees.

DoD guidance outlined within this attachment, as well as the applicable SCGs and other guidance specified by the Program Security Officer (PSO), applies to this contract for Special Access Requirements. Any conflict and/or issues regarding a classification level between this and any other guide will be protected at the higher level until the conflict or issue is resolved by the PSO. Written resolution and/or direction will be provided by the Contracting Officer Representative (COR) or PSO. Other guides may be applicable during the contractual performance. A revision to this DD Form 254 or Procurements Contract Officer Letter

(PCOL) will be issued when new programs are added to this delivery order. Upon expiration of this contract, the contractor shall request disposition instructions for all classified and unclassified project material. The contractor may be directed to properly destroy the material or return it. If unclassified or classified project material is to be retained, every effort should be taken to transfer it to a follow-on contract or similar effort, however this must be accomplished with the PSO and COR.

The following core security guidance must be followed on this contract, as well as any subsequent revisions to the below publications. Supersession of any of the documents will not require an immediate revision to this DD Form 254. Any additional costs incurred due to the updated guidance will be brought to the attention of the Government Contracting Officer (GCO) immediately:

IMPLEMENTATION

IAW DoD SAPCO Memorandum, “Transition to the Risk Management Framework (RMF)”, dated 18 Dec

2013, certification and authorization of any information system after 1 Jan 2014 must be accomplished utilizing the RMF and JSIG. Current accreditation systems will continue to operate IAW JAFAN 6/3, “Protecting Special Access Program Information within Information Systems”, dated 15 Oct 2004, and

JAFAN 6/3 Implementation Guide, Version 1, dated Sep 2006. Upon Approval to Operate (ATO) expiration, all existing information systems certified under JAFAN 6/3 will be accredited utilizing the JSIG.

All personnel performing System Administration or Information Assurance (IA) duties must be compliant with DoD 8570.01-M, Information Assurance Workforce Improvement Program.

Item 11j: The contractor must comply with the U.S. Government, DoD, Air Force, Air Force Material

Command (AFMC) Operation Security (OPSEC) Programs. The contractor must comply with any additional OPSEC requirements referenced within the Statement of Work (SOW). OPSEC requirements are referenced in the applicable OPSEC DD Form 254 addendum.

Item 12: Public release of SAP related data is NOT authorized without prior coordination through the Air

Force Office of Special Investigation (AFOSI), Office of Special Projects (PJ). Submit all proposed public disclosures related to SAP data to AFOSI/PJ PSO, Det 703, 207 West D Ave., Suite 626, Eglin AFB, FL

32542-5417.

Item 13: All SAP work being will be performed within a SAPF designated by the local Government SAP

Security Officer (GSSO). Contractor has access to SAP information and SAP Facilities; the local GSSO retains custodial responsibilities.

Inquiries regarding SAP classification guidance will be directed to the PSO, GSSO or Program Manager

(PM). Any SAP-derived material generated under this contract will be reviewed by the GSSO, PM or PSO for proper classification prior to final publication, distribution or transmission.

SAP information furnished or generated in support of this contract remains the property of the government and will be returned to the servicing program office upon completion of his contract.

All procedures, equipment, and devices used for data processing or data transfer of SAL information must be accredited (approved by the PSO before any processing is permitted. Any subsequent configuration or procedural changes must also be approved prior to use.

The contractor may produce classified material and have access to classified data/areas. The GSSO will provide daily security oversight of this contract unless delegated to another activity in writing by the PSO.

The Government will provide adequate classified storage capability. Only program briefed personnel will have access to security containers and classified media containing SAP information.

Item 14: A SECRET, National Agency Check with Local Agencies Check and Credit (NACLC), current within 5 years, will be required for personnel who have SAP access. Personnel security clearances will be processed through the contractor and will be re-investigated at intervals not to exceed 5 years. The contractor shall not reveal the specific nature of work being performed under this contract, or any details thereof, except when authorized in writing by the Government Program Manager (GPM). The Contractor is prohibited from subcontracting to other contractors, organizations, private individuals or government agencies without the express written consent of the GPM.

All Program Access Requests (PARs) will be made through the 309 SMXG, Advanced Programs Office

(APO) at Hill AFB via the SAP Personnel Security Officer (SPO). The SPO can be reached at 309

SMXG/APO, Bldg. 1515, Rm 276, 6137 Wardleigh Rd., Hill AFB, UT 84056 or (801) 777-6860/ DSN:

777-6860.

Personnel Security Files (PSFs) for cleared contractors will be maintained and kept by the 309 SMXG SPO at the location mentioned above. Continued contractor access to SAPs requires initial and recurring (annual)

SAP security education training. The local GSSO will conduct the training where the contractor is located and transmit the training records to the 309 SMXG SPO.

Item 15: In accordance with DoD 5200.22-M, NISPOM, Para. 1-104(a), Defense Security Service (DSS) has been relieved of the inspection oversight responsibilities for SAP Programs associated with this contract.

The Air Force is identified as the Cognizant Security Authority (CSA) with the AFOSI/PJ fulfilling the execution role for all contractor inspections under the purview of SAF/AAZ.

OPERATIONS SECURITY (OPSEC) GUIDEANCE

(Reference DD Form 254 Item 11.j.)

General: All personnel (contractors, subcontractors, their employees, associates, and consultants) who have access to critical information must participate in the appropriate OPSEC programs.

OPSEC is a systematic means of identifying and protecting information which an adversary could use to their advantage or our disadvantage. Critical information is generally unclassified but sensitive information which has been identified by the OPSEC program as requiring protection.

OPSEC measures (formerly countermeasures) are control standards with which all personnel must comply in order to protect critical information. For example, personnel may be prohibited from discussing certain subjects outside of the work environment. Another example is some information may be prohibited from transmission via unencrypted telephone, fax, or email.

Responsibilities:

Upon accession into a contract in support of National Defense, all personnel must receive accession

OPSEC training.

The host installation OPSEC Program Manager/Officer or assigned designee must provide program specific OPSEC training curriculum to the contractor. Training must include listings of critical information that must be protected by all personnel, and the OPSEC measures which must be used by all personnel to protect critical information. Training must summarize program specific foreign intelligence and industrial espionage threats, and program specific vulnerabilities. Program specific training is required initially, and annually thereafter.

The contractor must ensure all personnel having access to critical information attend accession and program specific training. Training must be completed before personnel are allowed access to critical information. The host installation OPSEC Program Manager/Officer or assigned designee must track training statistics to include the personnel working on the contract, when each individual received the required OPSEC training, and when refresher training is due—this can be accomplished through DoD training websites such as ADLS or AKO. Training statistics must be forwarded to the AFLCMC/HBZBC

OPSEC coordinator upon request.

Contractor must report OPSEC related incidents, issues, and concerns to the AFLCMC/HBZBC

Government Program Manager (Ms. Natalie Austin). Should an incident occur at a host installation

(See “Actual Performance” Items 8.a – 8.c above) contractor will report the incident through the most immediate available OPSEC PM/Coordinator/assigned designee and provide a courtesy report to

AFLCMC/HBZBC.

Individual installation OPSEC programs should be based upon the host unit requirements (See “Actual

Performance” Items 8.a – 8.c above), which may include additional localized training and reporting through the host unit. Individualized OPSEC program requirements are to be identified in Visitor Group

Security Agreements (VGSAs).

All personnel must comply with OPSEC standards and practices.

Prior to seeking approval through Public Affairs, information to be released outside of official U.S.

Government channels must be approved via an OPSEC review through the host installation OPSEC

Program Manager or assigned designee.

Security Classification Guides (SCGs) are issued to provide guidance to program managers, developers, testers and operational users regarding the appropriate security classifications to software, hardware, and documentation. The SSA is responsible for providing the most current Security Classification Guides (SCGs) for this contract.
