Industry Questions and Answers

RFP# FA8213-19-F-3021

Question- 1: Is Stephens-Hinson & Associate (SHA) allowed to bid on this contract?

Answer- 1: It’s a full and open competition.

Question- 2: If the answer to #1 is yes, is the Gov’t aware that SHA plans to submit a bid as a response to this solicitation?

Answer- 2: The Government cannot disclose bidders at this stage of the acquisition.

Question- 3: Is SHA required to sell licenses for their SLSSA?

Answer- 3: No

Question- 4: If a bidder is already a designer and producer of SLSSA products and is familiar with that technology, do they still need to obtain a license agreement from SHA to build the SLSSA for the TTU-595?

Answer- 4: Yes, Please refer to Sections L&M sub-factor 3 Revised Answer 4: To address the initial incomplete answer to question 4, per sub-factor 3 if unable to acquire a license agreement, the offeror must describe the means to redesign the SLSAA or partner with a company who can redesign/build the SLSSA. The offeror must also describe the process they will implement to test the SLSSA to ensure proper functionality.

Question- 5: Are there any parts of the SLSSA that will not be provided as part of the TDP for the TTU-595?

Answer- 5: No

Question- 6: Can the Gov’t provide a list of companies that produced the TTU-595 in the past?

Answer- 6: Kansas City Plant (GO-CO facility) & X-Technology.

Question- 7: The Gov’t has indicated that the TTU-595 has obsolescence issue (e.g. Motherboard):

a. Can the Gov’t provide a list of all assemblies and subassemblies that have obsolescence issues and a detailed list regarding extent of the obsolescence?

b. In the event that the above obsolescence list cannot be provided, how does the Gov’t expect that the unknown engineering efforts associated with DMSMS will be performed under an FFP contract?

Answer- 7:

a. No. The Government is only aware about the DAC cards but there may be other obsolete parts and pieces.

b. It is expected that all bidders will review the TDP and evaluate potential obsolescence and bid accordingly.

Question- 8: Can the Gov’t provide POC information for Stephens Hinson & Associates?

Answer- 8: The Government does not have a POC, however, feel free to utilize the Patent Website (listed below) that references the Patent Number listed in Sections L&M.

However, there are no working phone numbers for SHA that are on the patent or otherwise available through Web search. How can the Gov’t expect bidders to acquire a license from a company that cannot be contacted as a condition for a bid?
