1) Is all asbestos to be removed prior to demolition or only what is required by UDAQ, OSHA, & NESHAP regulations?

Per Hill AFB requirements all asbestos shall be removed prior to demolition and disposed of as asbestos waste.

2) Is there any more room in the schedule for completion? There is a lot of haz- mat material if all is to be removed prior to demolition!

Period of performance has been bumbed to 240 days

3. Is the contractor required to abate all ACM roofing (approx. 250,000 SF), flashing (approx. 21,000 LF) and gypsum wall board (approx. 117,000 SF) prior to demolition?

Per Hill AFB requirements all asbestos shall be removed prior to demolition and disposed of as asbestos waste

4. Is the contractor required to remove the lead containing 4 inch strip lines (approx. 10,000 LF)?

Removal of Lead lines on the concrete floors is dependent on what the contractor plans on doing with the concrete waste. If the concrete is going to be recycled the Lead lines will need to be removed, but if the concrete is going to be disposed of as construction debris at a landfill the Lead lines can remain as long as the debris materials have passed a TCLP analysis for LBP and the landfill provides an agreement that they will not recycle the concrete.

5) Is it the intent of Hill AFB to have all lead based paint items removed that are listed in the lead survey Report prior to demolition? In statement of work 8.2 it refers to all lead paint abatement.

Lead containing items do not necessarily have to be removed prior to demolition, as long as construction waste materials are sampled an pass a TCLP analysis for LBP the Lead items can remain and be included in the construction waste.

6.) Who will be responsible for preparing a SWPPP for the 16.5 acres of land to be disturbed? Government or Contractor?

Contractor

7.) Can the extra soil be removed from the base or will it be taken to a location on base?

The extra soil/fill will be removed from off base in a manner consistant with industry standard.

8.) The existing and proposed (final) elevations for the site are not clearly shown in a drawing. This leaves the owner exposed to change orders as the bidders interpret verbal and RFP instructions. Please issue a topographical drawing of existing and proposed elevations for the bidders.

9.) The soil stockpile north of Bldg 830, the depth of compacted (or uncompacted) soils in this area, the defective asphalt south of 5th Street and the utility systems in this area are not clearly defined or described in the RFP. Again, this exposes the owner to change orders. Please clearly define the existing conditions and clearly define the proposed intent for the work in this area.

10.) Demolition of old work (above ground and below ground) usually reveals significant "unforeseen conditions". Bidders cannot include contingencies for broad notes (Statement of Work, paragraph 1.7, note 1) that attempt to shift responsibility to the contractor for work that is not clearly described in the documents. Please define the process for equitable adjustments when unforeseen conditions are discovered.

11.) If the disturbed soils north of Bldg 830 are found to be uncompacted, will the owner compensate bidders to compact this area (to 90%) as deep as necessary?

Site restoration of the ENTIRE area mentioned in the SOW are the responsibility of the contractor, no extra compensation. Refer to site maps ‘Site Grading’ & ‘Site Restoration’.

12.) Is the soil stockpile (and all existing soils after removal of asphalt and concrete chunks) on site suitable for fill in this project?

This is to be determined after removal of said top materials.

13. The overhead electrical lines south of Bldg 830 supply power to the building west of Bldg 830, and perhaps others. Will these overhead lines remain in place?

Yes.

14. The insulated pipes that cross G Ave, west of Bldg 830, are within the Area of Demolition. Are both lines (north and south) to be completely removed?

Only the overhead steam lines and supports for building 830 will be completely removed back to the main.

15. Please define the precise limits of the above-ground insulated pipe demolition, including starting and stopping points, along with steel and concrete support structures.

Cut & Cap and demolish supports back to its union with the main line.

16. Please detail what miscellaneous items will be left in the building for the contractor to dispose of.All miscellaneous items not associated to function/structure of building will be removed.

17. How is the awarded contractor to address any contaminated soils that may be encountered on the site?Refer to 01 57 20 Environmental Protection specification; 3.6.2 Solid Wastes, 3.6.4.1 Hazardous wastes.

18. Are the telephone poles and lines located on the south side of the building to be left in place and worked around for the demolition of asphalt and regarding of the site?Yes, the overhead electric lines on the south side of B-830 are to remain in place and worked around during asphalt removal.

19. Is there any gas running to the building and where does it come in?Yes, there is a gas line running into B-830. The gas line connects to the south face of building between bays E & D. Refer to site map titled ‘830-Gas’ and ‘Bldg 830 thermal-steam’.

20. At the site visit there appeared to be another construction project on the NE corner of the building. How will this project impact our project? Will all of the debris be removed and the dirt graded before starting building 830?The fill site on the north edge of the area of restoration will not be of any responsibility to the contractor for this project. If the temporary fill site is still there upon commencement or completion of project, that area will be left as is.

21. Is it a requirement for the asphalt paving to be saw cut on the surrounding roadways or is a rough edge sufficient?

Refer to Specifications: 02 41 00 Demolition Deconstruction; 3.1.4

22. The systematic and separate removal of the existing building framing and other materials to be disassembled is problematic given the schedule. The remediation of the hazardous materials is anticipated to take up to 3 months and to have the requirement to remove for salvage such a substantial amount of material would be very labor and time intensive and therefore add to the overall cost of the demolition. Is there any flexibility on eliminating some of the material to be dismantled and salvaged or to adjust the schedule to accommodate this activity?

The systematic way in which a contractor removes building 830 and it’s supporting utilities along with site restoration is up to each contractor to communicate in the RFP. As for time adjustments, this is factor to be discussed at another time when more is known about process of work and affecting elements of execution are made clear. Currently the Period of Performance has been extended from 180 to 240 days.

23. Do we cap all the fire protection lines in the parking lot? I count 10.

The only hydrants being capped are those along the south side of B-830.

24. Are there any areas on the base we can haul the concrete to?

All concrete and demolition material will be hauled off base.

25. Can the asphalt be milled and stockpiled on site or on the base?

All asphalt and demolition material will be hauled off base.

26. Which Pricing sheet should be submitted, the pricing sheet in Section B of FA8201-15-R-0007 or the Cost Estimate Worksheet?

Both pricing sheets should be filled out, they are directly related and are the same thing. Cost estimate Worksheet is a little more detailed than the Section B, both are the same thing.
