FOB destination Evaluation of Proposals:
Award will be conducted under the provisions of FAR Part 12, Commercial Items, and FAR 13.5, Simplified Acquisition Procedures. The responsible offerors must be registered in the Certifications and Representations database (available at: http://orca.bpn.gov/) system per FAR 52.212-3. Offerors must also be registered in the Central Contractor Registration database (available at: www.ccr.gov) per FAR. Lack of registration in CCR will qualify contractor as ineligible for award. All responsible sources may submit a quotation in response to this solicitation, which shall be considered. This solicitation is being issued as a Request for Quotation (RFQ), for a firm fixed type contract incorporating provisions and clauses in effect through Federal Acquisitions Circular 2001-26 and DFARS change notice 20050113. The Operational Contracting Wing at Hill AFB Utah will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(1) Technical Requirements
(2) Price and delivery
(3) Best value to the governement
(4) Previous Performance
The above criteria will be used to evaluate offers from contractors. Relative importance will be evaluated in decending order. The best value determination is based on a combination of cost and non-cost factors, including: price, past performance, technical capabilities and past experience with like requirements. These factors will be evaluated at random and without weighting.
Options(if applicable): The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Required Registration by all Contractors:
All offerors must be registered in the Central Contracting Registration system located online at (www.ccr.gov), and also the Online Certifications and Representations System online at (http://orca.bpn.gov/login.aspx). Registration in these two systems is mandatory in order to do business with the government. Contact the POC on the websites for information and guidance regarding these registrations.
