About this file

This document contains questions and answers regarding a solicitation for a fiber laser cutting system. Tinker Air Force Base requires a minimum 8kW fiber laser cutting machine with a flat table or bed size meeting specifications. The laser must cut mild steel to 0.001" accuracy at 1" thickness and stainless steel to 0.001" accuracy at 0.5" thickness. The system must include dust and fume extraction meeting specifications and have the ability to automatically load and unload materials to prevent downtime. The contractor will be responsible for gas line connections and the government will provide assist gases located near the machine. The solicitation number is FA8126-22-Q-0010 and is a 100% small business set aside firm fixed price contract issued by the Department of the Air Force Materiel Command Air Force Sustainment Center to acquire the laser cutting system for use at Tinker Air Force Base.

SOW

18 Nov 21 2.5

What materials will the end user be cutting and how thick will the materials be that they will be cutting?

We cut aluminum, stainless steel, black iron, wood, plexiglass, etc. They have to meet the thickness for stainless steel and mild steel mentioned in the SOW.

2 N/A N/A Any interest in Portable Laser Welding and Etching Systems? This is laser cutter is for industrial use. We are only interested in a laser cutter – no other products.

SOW

18 Nov 21 2.2

Can you tell me what the requirement is for size, what work area is required?

No height requirement for the equipment, but the table or bed size must meet the spec listed in the SOW. The table/bed must be flat.

SOW

2.15 and 2.18

Do you require a Dust and Fume Extraction Unit? Yes. See requirements at 2.15 & 2.18. No venting to outside is required due to use of required HEPA filters

SOW

18 Nov 21 2.5

Do you have any requirements for material and thickness cutting requirements?

Yes. See updated SOW for stainless steel and mild steel requirements. No exception.

SOW

18 Nov 21 2.21

Do you require an automatic dual shuttle table which allow load/unload while other table is processing?

Yes. I assume your equipment can cut two sheets of metal at once. I need a ball transfer load station to help me load and unload (1 job) heavy stainless steel for example. I don't need two sheets to be processed at the same time. Short answer, no.

SOW

18 Nov 21 2.28

Do you require advanced nesting? The laser cutter should be able to share cut lines, ensure accurate geometric cuts, and cutting head should not cut into a previous cut unless inputed by the operator.

SOW

18 Nov 21 3.2

Tinker AFB will be handling the electrical supply to the machine?

Yes. Contractor just needs to to provide whatever connections necessary to hook it up to the 460 volt, 3 phase, 60 Hz electrical supply.

Tinker AFB will be confirming the foundation slab the machine will sit on meets the minimum requirement or will handle any concrete work required if not?

Yes Tinker AFB will take care of the slab for a laser cutter with maximum weight of 43,061 lbs.

SOW

17 Dec 21 2.22

In highlighted section SOW (solicitation amendment 0001) it states:

"2.22 Ball Transfer Load Station to help load and unload heavy stainless steel" otherwise I do not see reference to a material exchange table or dual pallets.

I am unclear as to whether the system requires an exchange table or shuttle table or not.

As long as the table can automatically load a plate of steel, for example, while another plate of steel is being cut, then the table meets the expectations. My goal is prevent downtime.

SOW

17 Dec 21 2.5

"2.5. Cutting accuracy perpendicular to the cutting surface at ± 0.001” for minimum 1” thick mild steel and minimum 0.5” thick stainless steel"

We are unclear what is meant by this statement can you provide further clarification?

The table needs to be flat and leveled. The cut must be accurate to +-0.001 and straight (perpendicular to the surface) for 1” thick mild steel and 0.5” thick stainless steel. Absolutely no exception.

Questions/ Answers

Under question (1) it states:

"We cut aluminum, stainless steel, black iron, wood, plexiglass, etc. They have to meet the thickness for stainless steel and mild steel mentioned in the SOW."

Fiber lasers cannot be used for wood, plexiglass, or other organic materials. Fiber lasers can only be used for metal cutting. Will this be removed from the SOW?

We cut various metals; however, stainless steel and mild steel are the primary metals we cut. They must meet the requirements for stainless steel and mild steel mentioned in the SOW.

Answer to Question 11 above

3. Your reply: The table needs to be flat and leveled. The cut must be accurate to +-0.001 and straight (perpendicular to the surface) for 1” thick mild steel and 0.5” thick stainless steel. Absolutely no exception.

However draft angle and perpendicular cutting is based upon focus, gas, and other process settings. Size is based upon tool offset settings. A typical laser system specification could have a positional accuracy of +/-.001". However, cut accuracy is dependent on settings and how the machine is operated.

Whatever settings, focus, and gas necessary to provide the output I specified for requirement 2.5 of the SOW.

The laser cutter must provide that output for the specified thickness and material at whatever inputs necessary. Repeatability is 100% for straight cut vertical to a leveled table surface.

Can the SOW be amended to state positional accuracy and repeatability of .001" of the machine tool?

No; we find this unnecessary as requirments are sufficiently stated.

Do you require any type of special nameplate on the laser? Manufacturer Name, Model Number, Serial Number, date of Manufacture, and contact number.

Is the contractor or the government responsible for connecting the assist gas lines to the machine?

Contractor will connect the assist gas lines.

Will the government be providing all the assist gasses?

If so, approximately how far from the installation site will the assist gas hook ups be?

Yes. The Govenrment will provide nitrogen, oxygen, and laser gas (mixture of carbon dioxide 5%, helium 60%, and nitrogen 35%); all located next to the concrete slab in which the laser will be placed upon.
