May 1, 2017 Questions & Answers: CASS Chiller

1. Question: Please clarify the insulation requirements with respect to material type and thickness.

Answer: Fiberglass, ARMACELL- AP Armaflex Black Lapseal with thickness of 2" and standard of 1 ½” rigid fiber insulation are acceptable. All options require aluminum jacketing.

2. Question: Please clarify the licensing requirements to work on the installation of the Chillers.

Answer: Government will be handling refrigerants on old chiller. Contractor should not be handling refrigerants and do not need to be licensed.

3. Question: Please advise if we will be required to use certified refrigerant technicians to install the new chiller.

Answer: Government will be handling refrigerants on old chiller. Contractor should not be handling refrigerants and do not need to be licensed.

4. Question: Please advise if 4" flexible piping connections are required at piping connections to the chiller.

Answer: 4" flexible piping is acceptable but not required.

5. Question: Please advise if we can consider just providing the chiller as a standalone unit with a Bacnet interface card for future integration to any existing or future control system. If not, we need specific control requirement and integration requirements in order to properly price.

Answer: Bacnet is not being used. Contractor will need to relocate existing current sensor on phase A of power, fault wire, relay switch and start control wire. Contractor will also need to relocate a flow switch from 2" line to 4" line.

6. Question: Will the contractor be responsible for leaks of residual CHW or oil from the chiller after we turn the equipment over to the government in the storage are?

Answer: Refrigerant and oil will not be handled by contractor, if concerns are discovered during removal bring to the government representative’s attention. Purging system of glycol is expected and documentation stating that the purge has been completed. After purge it is expected the lines be capped. From purging requirement, it is expected no CHW leaks should occur and if they do so it will bring into question the purging and documentation.

7. Question: Please confirm that the contractor will not be held responsible for any additional time or work that maybe required if the factory required CHW flow for the

chiller cannot be obtained after following the instruction in question #14 on the previous posted questions and answers. Also, that the contractor will not be required to spend any additional time to addresses overall CHW system issues that may be caused by CHW flow issues.

Answer: System will not have to be rebalanced. Existing system is designed to 155ton chiller.

8. Question: Please advise who provides containers for the existing CHW loop water and what type of glycol is to be used. Additionally, should contractor plan on cleaning the existing loop and do the contractor need to provide all new glycol.

Answer: Existing glycol will be captured into containers/drums provided by government. Glycol will be provided and consist of new pre-mix or existing glycol (if found to be adequate). Existing loop will not be cleaned, but it is expected that debris created from new piping should be cleared from piping before use. System uses premixed make-up, not water line.

9. Question: Please confirm this is not a Davis Bacon covered project.

Answer: This requirement is a commercial commodity, not a service. Therefore the Davis Bacon Act does not apply.

10. Question: Please confirm what the requirement is for piping accessories at the chiller connection.

Answer: Chiller 3 loop has pressure gauges installed and will not need to be moved. If new drains are required on the 4” line then they will need to be installed. Valves will need to be installed on 4” supply/return glycol lines

11. Question: Can the Government confirm that the forthcoming information will not increase our scope of work and define the control installation and integration requirements for this project or exclude them from the SOW. Currently the SOW 2.2.2 states “installation and integration of existing controls to chiller”.
